What is happening?
NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on 12th Tuesday May 2026, in exercise of its powers and duties under Sections 1, 2, 3, 4, 32, 35, 45, 46, 47, 49, 51, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to consolidate the existing parking and waiting restrictions within the Borough of Havant into map-based schedules. This will revoke and reintroduce several existing text-based orders with no change of substance.
DATE OF OPERATION: The order will come into force on Sunday 31st May 2026.

(i) Havant Library, Havant Meridian Centre, Havant, PO9 1UN (Opening hours: Monday, Tuesday, Friday & Saturday: 09.30 – 17.00; Thursday: 09.30 – 13.30
(ii) Havant Borough Council, Public Services Plaza, Civic Centre Road, Havant, PO9 1UN (Opening hours: Mondays – Thursday: 09.00 – 17.30; Friday: 09.00 – 17.00)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Thursday 23rd June 2026 make application for the purpose to the High Court.
