Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby give notice that it intends to make the following Amendment Orders:

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Permit Parking Area) (St Laurence Ward) (Zone AR) Amendment No.* Order 202*.

• The Southend-on-Sea City Council (Off Street Parking Places) (Permit Parking Area) (St Laurence Ward) (Zone AR) Amendment No. Order 202*.

The effect of the Traffic Regulation Orders (TROs) would be to amend parking controls both on-street and off-street within St Laurence Ward area within Southend-on-Sea City as follows:

On-street:

• To revoke the current Permit Parking Area (Zone WA) operating Monday-Friday, 9am-5pm.

• To revoke the current Permit Parking Area (Zone EC) operating 24hours daily.

• To revoke the current Permit Parking Area (Zone RR) operating Monday-Friday, 9am-5pm.

• To introduce a Permit Parking Area, Zone AR, operating Monday - Sunday, 8am - 6pm within the roads and extents stated in Table 1 of this notice. Details of the restrictions to be introduced and retained within the Permit Parking Area are specified in Table 2 of this notice.

• Charges for permits and vouchers for use within the Permit Parking Area are set out in Table 3 of this notice.

• Residents with a registered address set out in Table 4 of this notice will be eligible for a permit.

• Existing valid permits issued for Zones WA, RR and EC will remain valid for use within Zone AR until their expiry or replacement in accordance with the Council’s permit terms and conditions.

Off-street:

• To introduce the use of Zone AR permits within the off-street car parks located at Nightingale Close (north and south car parks).

• To restrict the use of these car parks to Zone AR permit holders only during operational hours.

• To designate the off-street car parks at Nightingale Close (north and south car parks) as parking places under the provisions of the Off Street Parking Places Order.

The public consultation period will be live from 15th May 2026 to 8th June 2026. Any persons desiring to make a comment on the above proposals, only within the given dates, can do so by making a comment via TraffWeb at https://southend.traffweb.app/traffweb/2/PublicConsultation under ‘Public Consultation’ or by emailing traffweb@southend.gov.uk, or by stating the grounds thereof in writing to the Traffic Management Team at the address stated above.

The changes for On-street parking will amend the following Order;
