What is happening?

Portsmouth City Council (Local Carriageway Resurfacing - Part 2) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.96) Order 2026
Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 1st June 2026 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
PORTSBRIDGE ROUNDABOUT:
PHASE 1
WESTERN ROAD (EASTBOUND)
From its junction with Western Road Gyratory to Portsbridge Roundabout.
PORTSBRIDGE ROUNDABOUT
From its junction with Western Road to London Road.
NORTHERN ROAD
From its junction with Portsbridge Roundabout to Portsmouth Road.
PHASE 2:
LONDON ROAD (NORTHBOUND)
From opposite York Terrace to Portsbridge Roundabout.
NORTHWOOD ROAD
At its junction with London Road.
NORTHERN PARADE
At its junction with London Road.
PORTSBRIDGE ROUNDABOUT
From its junction with London Road to Western Road.
SOUTHWICK HILL ROAD
From its junction with London Road to its junction with Portsdown Hill Road.
NORTHERN ROAD
From its junction with Medina Road to Southampton Road.
EASTERN ROAD
From its junction with Walton Road to Grove Road.
NEW ROAD
From its junction with Kingston Road to Copnor Road.
B) REASON FOR THE ORDER
To facilitate resurfacing works.
C) DURATION OF THE ORDER
From 1st June 2026 to 31st August 2026 or completion of the works, whichever is sooner. Notwithstanding the above, works will take place in sections overnight between Monday and Friday 21:00 - 05:00 as notified by signage and letters to residents in advance of works taking place.
Notwithstanding the above it is advised works are likely to take place in sections during the following dates:
PORTSBRIDGE ROUNDABOUT: 1st June 2026 - 13th June 2026
SOUTHWICK HILL ROAD: 1st June 2026 to 13th June 2026
NORTHERN ROAD: 10th July 2026 to 15th July 2026
EASTERN ROAD: 15th July 2026 to 24th July 2026
NEW ROAD: 20th July 2026 to 31st July 2026
D) DIVERSION
Vehicles will be diverted from:
Portsbridge Roundabout:
Western Road, Southampton Road, Spur Road, Havant Road, Eastern Road, Anchorage Road, Norway Road Copnor Road, Old London Road, London Road;
M27, M275 Southbound, M275 Northbound, Western Road and M27, M275 Southbound, M275 Northbound, Southampton Road, Spur Road, Havant Road, Eastern Road, Anchorage Road, Norway Road Copnor Road, Old London Road, London Road; and Copnor Road, Norway Road, Anchorage Road, Eastern Road, Havant Road, Spur Road, Southampton Road, Western Road.
Southwick Hill Road, Portsdown Hill Road Roundabout, Portsdown Hill Road, London Road, London Road Southbound Link Road From Portsdown Hill Road.
Northern Road, Southampton Road, Western Road, Portsbridge Roundabout, Northern Road, Medina Road Roundabout and vice versa.
Eastern Road, Havant Road, Spur Road Northen Road, A27; and Grove Road, Old Manor Way, Lonsdale Avenue, Knowsley Road, High Street, Portsmouth Road, Northern Road A27; and A27 Eastbound, Havant Road; and Havant Road, Bedhampton Roundabout, A27 Westbound.
New Road, Kingston Road, London Road, Copnor Road and vice versa; and Copnor Road, Milton Road, Baffins Road, St Marys Road Roundabout, St Marys Road, Fratton Road, Kingston Road; and Kingston Road, Fratton Road, St Marys Road, St Marys Road Roundabout, Milton Road, Copnor Road.
Pedestrian access will be maintained around the works.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the works.
