Notice is hereby given that the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 23, 32(1), 35(1),45, 46, 49, 53, and Parts IV and III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Sections 65, 66, and 90(A-F) of the Highways Act 1980
Effect of the order:
1. To Implement: a ‘No stopping Mon-Fri 8am-9.30am and 2.30pm-4.30pm On Entrance Markings’
Road Description
Forsythia Close From a point (measured along the eastern kerb line) approximately 12 metres north of its junction with the vehicle access road to Springfield Primary School, to a point approximately 16 metres south for a total distance of approximately 28 metres.
2. To Implement: ‘No Waiting at Any Time’ Restrictions
Road Description
Crocus Way North Side:
(i) From a point in line with the extended western kerb line of Clematis Tye, southwest for approximately 33 metres.
(ii) From a point in line with the extended eastern kerb line of Clematis Tye, northeast for approximately 21.5 metres.
South Side:
(i) From a point in line with the extended western kerb line of Forsythia Close, southwest for approximately 57 metres.
(ii) From a point in line with the extended eastern kerb line of Forsythia Close, northeast for approximately 16 metres.
Clematis Tye Both Sides: From its junction with Crocus Way northwest for approximately 10 metres.
Forsythia Close Both Sides: From its junction with Crocus Way southeast for approximately 16 metres.
This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tile: TL720 090 Revision 0 to Revision 1.
Notice is also hereby given that: Under Section 23 of the Road Traffic Regulations Act 1984 (as amended) the Essex County Council proposes:
3. To Upgrade: an existing ‘Zebra Crossing’ to a ‘Toucan Crossing’ on Pump Lane, Springfield, Chelmsford.
The Centre Line of the crossing is located approximately 16.5 metres northwest of its junction with Crocus Way. The width between the crossing studs is approximately 4 metres. The width between the stop lines is approximately 10 metres.
Zigzags for the above Toucan Crossing will be installed on Pump Lane approximately 29.5 metres either side of the crossing.
Notice is also hereby given that: Under Sections 65 and 66 of The Highways Act 1980, the Essex County Council proposes:
4. To Implement: a ‘Cycle Track (with right of way on foot)’ with a minimum width 3 metres on the below roads, Springfield, Chelmsford.
Road Description
Pump Lane East Side: From a point in line with the extended northern kerb line of Crocus Way, northwest for approximately 23.5 metres.
West Side: From a point approximately 7.5 metres north of the extended northern kerb line of Crocus Way, northwest for approximately 17 metres.
Crocus Way North Side: From its junction with Pump Lane, northeast for approximately 19.5 metres.
Mayne
Crest East Side: From a point approximately 30 metres south of its junction with Belmonde Drive, southeast for approximately 4.5 metres.
5. The scheme also proposes to install 2 buildouts on the east side of Mayne Crest
i) From a point approximately 24.5 metres south of its junction with Belmonde Drive south for 1.5 metres with a width of 1.1 metres.
ii) From a point approximately 30 metres south of its junction with Belmonde Drive south for 2 metres with a width of 1.1 metres.

CYCLE TRACKS ACT 1984
(MAYNE CREST/PUMP LANE, CHELMSFORD) CYCLE TRACK ORDER 2026
Notice is hereby given that Essex County Council has made an Order under Section 3(1) of the Cycle Tracks Act 1984 to convert the footpath described below into a designated cycle track including a right of way for pedestrians.
The Order requires confirmation before it comes into operation and the conversion works can take place.
The conversion is shown on the plan annexed to the Order entitled “Pump Lane Toucan Crossing Cycle Track Order 2026”, drawing number B3553A46-EHF-LSI-SEC14-DRCH- 0002 Rev A, where the route is indicated by green honeycomb hatching.
Footpath to be converted:
The entire length of the existing footpath measuring approximately 31.0 metres in length and 3.1 metres in width connecting Mayne Crest and Pump Lane, Chelmsford.

The following order: The Essex County Council (Chelmsford City) (Prohibition of Waiting Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary layby closure as stated in No 4 above all other restrictions and exemptions contained in the mentioned Orders and Amendments to those Orders shall remain in force.
The temporary restrictions are scheduled to be in place on 23 May 2026 to 25 May 2026 between the hours of 08:00 and 04:00 or where appropriate signs are showing and weather permitting and are required to facilitate the Music Event being held at the Chelmsford Racecourse.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 23 May 2026 may continue in force for 18 months unless extended by the Secretary of State.
(A414 Three Mile Hill and A414 London Road) (AA National Flower Show Event) (Special Events) (Temporary 30mph Speed Limit) Order 2026
Notice is hereby given that Essex County Council in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended), has made the above Order to facilitate the AA National Flower Show Event at Hylands Park Estate.
Effect of the order: To introduce: a ‘Temporary 30mph Speed Limit’ Restriction on the following length of road in the Parishes of Margaretting, and Writtle, in the City of Chelmsford (currently National Speed Limit):

(Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that Essex County Council in exercise of its powers under Section 16 (A-C) of the Road Traffic Regulation Act 1984 (as amended), has made the above Order to facilitate the Rotary Baddow 10-mile race.
Effect of the order: To temporarily close the following length of High Street in the parish of Great Baddow in the City of Chelmsford from its junction with Church Street to its junction with Galleywood Road and Vicarage Lane.
The alternative route will be Galleywood Road, Dorset Avenue, Chelmerton Avenue, Baddow Road, Tabors Hill, High Street and vice versa.
The restriction is scheduled to commence on 17 May 2026 between the hours of 10:00 and 11:45 or where appropriate signs are showing, and weather permitting and is required to facilitate the Rotary Baddow 10 Mile Race.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 17 May 2026 and may continue in force for 3 days unless extended by the Secretary of State.

Effect of the order: To temporarily close that length of Tabors Avenue, Great Baddow in the City of Chelmsford, from its junction with Baddow Road for a distance of approximately 280m in a north easterly direction.
The closure is scheduled to commence on 8th June 2026 for 5 days, or where stated on a valid permit (EP201EH2401553 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close the cycle lane on Parkway & Broomfield Road, Chelmsford in the City of Chelmsford, from a point approximately 115m north east of its junction with Cedar Avenue West for a distance of approximately 110m in a north easterly direction.

(Temporary Suspension of a One Way) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Dixon Avenue, Chelmsford in the City of Chelmsford, from a point approximately 95m north east of its junction with Swiss Avenue for a distance of approximately 20m in a north easterly direction.
2. To temporarily suspend a One Way in that length of Dixon Avenue, Chelmsford in the City of Chelmsford, from its junction with Kings Road to its junction with Swiss Avenue a distance of approximately 205m.The Essex County Council (Dixon Avenue, Chelmsford) (One Way) Order 2005 for the duration of the closure only.
The closure/suspension is scheduled to commence on 27th May 2026 for 1 day, or where stated on a valid permit (EC30077533880 – UK Power Networks). (Tituswell Lane, Good Easter) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Tituswell Lane, Good Easter, in the City of Chelmsford, from a point approximately 85m south west of its junction with School Road for a distance of approximately 75m in a south westerly direction.
The closure is scheduled to commence on 29th May 2026 for 1 day, or where stated on a valid permit (BC411001WGMW2C4T – Openreach Limited).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new telegraph pole installation and associated cabling works are undertaken by Openreach Limited.
