NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (East Avenue, Leigh) (Temporary Closure) Order 2026 which will come into operation on 1st June 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on East Avenue, Leigh from 1st June 2026 until 8th June 2026.
The alternative route for traffic is: West Avenue – South Avenue.
The Order is necessary to allow new electric connection.
Stirrups Farm Road and Various Other Roads, Lowton – Proposed Speed Restriction
Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 82(2), 83(2) and 84 of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers, has made the Wigan Borough Council (Stirrups Farm Road and Various Other Roads, Lowton) (20 MPH Speed Restriction) Order 2026 which will come into operation on 22nd May 2026.
The effect of the Order will be to impose a speed limit of 20 miles per hour, on the following roads:
• Stirrups Farm Road, Lowton from its junction with Church Lane, Lowton to its junction with Stone Cross Lane North, Lowton.
• Stoneacre Close for the entire length of the road.
• Croft Green Close for the entire length of the road.
• Lea Green Close for the entire length of the road.
• Fieldacre Close for the entire length of the road.
• Field Meadow Close for the entire length of the road.
• South Meadow Close for the entire length of the road.
• Northacre Close for the entire length of the road.
• Paddock Green Close for the entire length of the road.
• Southacre Drive for the entire length of the road.
• Stirrups Meadow for the entire length of the road.
• Farmhouse Close for the entire length of the road.
• Waterfield Close for the entire length of the road.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or
(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 30th April 2026 make application for the purpose to the High Court.

(One Way Working) Order 2026
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1 of the Road Traffic Regulation Act 1984 and of all other enabling powers, proposes to make the Wigan Borough (Hope Fold Avenue, Atherton) (One Way Working) Order 2026.
The effect of the Order will be to introduce One Way Working on:
• Hope Fold Avenue, Atherton from its junction with Leigh Road to its junction with Bee Fold Lane in an easterly direction.
A copy of the proposed Order and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing libby.gill@wigan.gov.uk
Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Wigan Council, Town Hall, Library Street, Wigan WN1 1YN or to the above email address quoting reference RD/LS/LG/14981271 not later than 12th June 2026.
