Kingston Upon Thames - Provision & Revocation Of Disabled Person’s Parking Places

What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. ) Order 202, under sections 6, 45, 46, 49 and 124 (insofar as applicable) to the Road Traffic Regulation Act 1984*, as amended, and all other powers thereunto enabling.

2. The General effect of the Order will:-
(a) provide new disabled person’s parking places, 6.6 metres in length and 2.0 metres in width in which vehicles displaying a disabled person’s blue badge may park at any time, at the following locations:-
(i) outside Nos. 121 and 123 Clifton Road, Kingston (in place of an existing residents permit parking bay);
(ii) opposite Nos. 110 and 112 Frimley Road, Chessington;
(iii) outside Nos. 30 and 32 and 34 and 36 Reynolds Avenue, Chessington (in place of existing uncontrolled footway parking bay 2 wheels on the footway);
(iv) outside No. 47 The Avenue, Surbiton;
(v) The Manor Drive, Worcester Park opposite the flank wall of No. 65 Church Road;
(vi) outside No. 64 Verona Drive, Surbiton (in place of existing uncontrolled footway parking bay 2 wheels on the footway) and;
(vii) outside Nos 32 and 34 Windsor Road, Kingston, (in place of existing shared use parking bay).

(b) revoke existing disabled person’s parking places at the following locations:-
(i) outside No. 66 Douglas Road, Kingston.
(ii) outside No. 167, Douglas Road, Surbiton and;
(iii) outside No. 21 Staunton Road, Kingston.

3. Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and draft map-based schedules showing the location and the effect of the proposals may be inspected from 14 May 2026 as follows:-
(a) online at: https://consultation.appyway.com/kingston-upon-thames, selecting MapKing0128 – Disabled Bays May 2026.
(b) Council libraries; or
(c) copies of the draft Order and draft map-based schedules can also be obtained by calling 020 8547 5000 (between 9:00am and 5:00pm Monday to Friday).

Comments to the proposed Order can be submitted either electronically via the link provided in paragraph 3(a) or in writing to: the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU, please quote ref MapKing0128 by 4 June 2026.
