Waltham Forest - Multiple Temporary Road Closures, Waiting/Loading/Footway Restrictions Due To Highway Works

What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

Road Traffic Regulation Act 1984 – Section 14(1) - The Waltham Forest (Thames Water) (Blackhorse Road E17) - (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to facilitate defective manhole sewer cover replacement works, to be carried out in a safe and efficient manner by Cappagh Contractors Ltd on behalf of Thames Water, in Blackhorse Road E17.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at "any time" in Blackhorse Road E17, from the common boundary of Nos 40 and 42 north-westwards for 25 metres.

Vehicular access to the properties affected by these temporary measures would be maintained wherever possible, subject to the extent and operation of the closure.

The Order would come into operation on 29th May 2026 and would be valid for a maximum period of 2 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be carried out between 19:00 and 23:59 and completed within 1 night, however the Order has been extended to allow for contingencies. (Ref: TT12(26)).

The Waltham Forest (Excavation Works) (Burnside Avenue E4) - (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to facilitate footway and carriageway excavation works for the installation of HV ducts/cables, to be carried out by Power On UK in a safe and efficient manner, in Burnside Avenue E4.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, in Burnside Avenue E4, south side, between a point opposite the common boundary of Nos. 1 and 3 and the junction with Keatley Green;
(a) to impose "no waiting and no loading at any time" restrictions and;
(b) prohibit pedestrian movements on the footway.

The bus stop opposite No. 49 and 51 would be suspended during the period in which the works are carried out.

The Order would come into operation on 23rd May 2026 and would be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 9 days, however the Order has been extended to allow for contingencies. (Ref: TT10(26))

The Waltham Forest (Thames Water) (West End Avenue E10) - (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that on 14th May 2026 it made an Order to enable lining works to be carried out in a safe and efficient manner by McAllister on behalf of Thames Water, in West End Avenue E10.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed in West End Avenue, to prohibit vehicles from:
(i) entering and proceeding, between Nos. 21 and 41;
(ii) waiting or loading for any purpose, at "any time" on both sides, between Nos.17 and 43;

Any designated parking spaces situated on both sides, between Nos.17 and 43 West End Avenue will be suspended for the duration of the work.

Vehicular access to the properties affected by these temporary measures would be maintained wherever possible, subject to the extent and operation of the closure.

The Order will come into operation on 18th May 2026 and will be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be carried out between 22:00 and 6:00 and completed within 2 nights, however the Order has been extended to allow for contingencies. (Ref: TT13(26)).

The Waltham Forest (UKPN) (Suffield Road E4) (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that on 14th May 2026 it made an Order to facilitate the installation of a new electricity connection by UKPN, to be carried out in a safe and efficient manner in Suffield Road E4.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at "any time" in Suffield Road E4, between the common boundary of Nos. 29 and 31 and the common boundary of Nos. 37A and 39.

Vehicular access to properties affected by these temporary measures would be maintained wherever possible, subject to the extent and operation of the closures.

The Order will come into operation on 18th May 2026 and will be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 7 days, however the Order has been extended to allow for contingencies. (Ref: TT17(26)).

The Waltham Forest (Thames Water) (Beresford Road And Forest Avenue E4) (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that on 14th May 2026 it made an Order to facilitate valve replacement works by Thames Water, to be carried out in a safe and efficient manner in Beresford Road E4.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at "any time" in;
(i) Beresford Road E4 – from the south-eastern kerb-line of Station Road, southward for 20 metres;
(ii) Forest Avenue E4 – from the eastern kerb-line of Beresford Road, eastward for 5 metres.

The Order will come into operation on 25th May 2026 and will be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 5 days, however the Order has been extended to allow for contingencies. (Ref: TT18(26)).

The Waltham Forest (Various Roads) (Structural Programme) - (Various Measures) (No. 2) Order 2026 (Tt19(26))
1. The Council of the LBWF HEREBY GIVES NOTICE that on 14th May 2026 it made an Order to enable highway maintenance and lining works to be carried out in a safe and efficient manner.

2. The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles (except works vehicles) from entering, proceeding, waiting or loading for any purpose, at any time, in Carlton Rd E11.

3. No person shall cause or permit any vehicle to enter, proceed, wait or load for any purpose, at any time, within 20 metres of the junctions of Carlton Road E11.

4. Whilst works are being carried out in Carlton Road the one-way working/no entry prohibition for that road will be suspended.

5. Whilst the prohibitions referred to in paragraph 2 above remain in force, alternative routes for traffic would be indicated by traffic signs.

6. The Order will come into operation on 19th May 2026 and will be valid for a maximum period of 1 month or until the works are completed, whichever is the sooner.

NOTE: The works are estimated for 1 day, but the order has been extended to allow for unforeseen constraints that may cause works to be aborted. Signage will be placed in advance of any works in the above-mentioned roads which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.

Whilst the prohibitions referred to above remain in force, advance warning signage and alternative routes for traffic shall be in place.
Vehicles waiting or loading in disregard of the above Orders would be removed.

The restrictions mentioned above would not apply in relation to any vehicle being used:
(a) in connection with the said works; or
(b) for ambulance, fire brigade or police purposes (if the works allow).

NOTE: Signage placed in advance of any works in the above-mentioned roads would give more specific details on the exact dates of the effects and of any temporary traffic management as necessary.
