NOTICE OF PROPOSALS FOR MAKING A TRAFFIC REGULATION ORDER AFFECTING THE DISTRICT OF WINCHESTER CITY COUNCIL

Winchester City (Off Street) Parking Places Order 2026

A Notice was advertised on 9th December 2025 publishing the proposal of Winchester City Council, with the consent of Hampshire County Council, to make the above traffic regulation order which is intended to simplify and update the management of all City Council owned or managed car parks in the Winchester District. This includes the Park and Ride sites as well as off street car parks in Alresford, Wickham, Bishops Waltham and Denmead and car parks which are free to park in.

An amendment is now being proposed to this order. The effect of the amendment will be to:

1. Introduce a new Inner Area Resident Car Park Concession Permit. This permit will allow eligible residents to park during the evening (7pm until 8am) and at weekends in specified Winchester City Council car parks. Those eligible for such permits will be any resident in inner parking zones B, C, M, N, P, Q, R and S, who have a current and live resident parking permit purchased under Hampshire County Council’s Winchester permit scheme.

The car parks will be as follows:

All Eligible Inner Zone Residents:

Cattle Market Car Park

Chesil Multi-Storey Car Park

Coach Park

St Peter’s

Tower Street Car Park

Worthy Lane Car Park

Additional Car Parks:

Cossack Lane (Zone N Residents Only)

Colebrook Street Car Park (Zone S Residents Only)

2. Include an additional property eligible for a Wickham Square Resident Permit and Visitor Permits as this was omitted in error from the proposed order advertised on 9th December 2025.

3. Amend the wording of Article 28 of the proposed order. This is to make clearer the requirement that customers of The Watercress Line wishing to park for over 3 hours at Alresford Station must display a parking voucher collected from the booking office at Alresford Station, in the relevant position, in their vehicle after purchasing a parking ticket.

4. Adding the definition of ‘Parking Voucher’ into the Interpretation of the proposed order.
