have made an Order under Section 14 of the Road Traffic
Regulation Act 1984 as amended by the Road Traffic
(Temporary Restrictions) Act 1991 because works are being or
proposed to be executed on or near the road and the effect will
be to prohibit any vehicle from entering, proceeding and
waiting in that length of Avenue Road at Wheatley in the City
