Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4, 66, 68, 122 and 124 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”), and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby give notice that it intends to make the following Amendment Orders:

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Royston Avenue/Eastern Avenue Service Road/Weybourne Gardens) Amendment No. * Order 2026

• The Southend-on-Sea City Council (Various Roads) (Moving Traffic and Speed Limit) (Eastern Avenue/Eastern Avenue Service Road) Amendment No. * Order 2026

The effect of the Traffic Regulation Orders (TROs) would be to:

On-Street Parking Amendments

a) Introduce ‘No waiting at any time’ restrictions on Eastern Avenue Service Road 136 to 186, both sides, from a point 3 metres south of its western junction with Eastern Avenue to the common boundary of Nos. 136-138 Eastern Avenue Service Road.

b) Introduce ‘No waiting at any time’ restrictions on Eastern Avenue Service Road 136 to 186, north side, from a point 1 metre (m) west of the common boundary of Nos. 182/184 Eastern Avenue to its eastern extent.

c) Introduce ‘No waiting, Mon-Fri 8am-9.30am and 2.30pm-4.30pm term time only (excl Bank Holidays)’ restrictions on Eastern Avenue Service Road 136 to 186, south side, from the common boundary of Nos. 180/182 Eastern Avenue to its eastern extent.

d) Revoke 15m of existing ‘No waiting at any time’ restriction and 15m of existing ‘No loading at any time’ outside No.182 Eastern Avenue.

e) To revoke the existing ‘No waiting, Mon-Fri 8am-9.30am and 2.30pm-4.30pm term time’ on both sides of Royston Avenue outside No.194 to No.202.

f) To introduce ‘No waiting at any time’ restrictions on Royston Avenue opposite its junction with Waltham Crescent for a length of approx. 22m.

g) To extend the current ‘No waiting at any time’ restrictions on Royston Avenue at its junction with Eastern Avenue Service Road 136 to 186, by approx. 10m on both sides of the road.

h) To extend the current ‘No waiting at any time’ restrictions on Eastern Avenue Service Road 136 to 186 at its junction with Royston Avenue on the west side, by approx. 5m.

i) To introduce ‘No waiting at any time’ restrictions on Eastern Avenue Service Road 136 to 186, opposite its junction with Royston Avenue for a length of approx. 30m.

j) To extend the current ‘No waiting at any time’ restrictions on Weybourne Gardens at its junction with Eastern Avenue by approx. 13 metres.

Moving Traffic Amendments

a) Introduce a Left Turn Only restriction, in Eastern Avenue Service Road 136 to 186 into its eastern junction with Eastern Avenue.

b) Introduce a No Entry restriction to prevent vehicles traveling on Eastern Avenue entering its eastern junction with Eastern Avenue Service Road 136 to 186.

c) Introduce a Left Turn Only restriction in Eastern Avenue Service Road 136 to 186 into its western junction with Eastern Avenue.

d) Introduce a No entry restriction to prevent vehicles traveling on Eastern Avenue entering its western junction with Eastern Avenue Service Road 136 to 186.

A copy of the Deposit Document including a copy of the Notice of Intent (NOI), the proposed draft Amendment Orders, the Statement of Reasons, Equalities Act 2010 Due Regard and designs showing the proposals can be inspected;

The public consultation period will be live from 13th May 2026 until 3rd June 2026. Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/traffweb/2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing addressed to the Traffic Management Team to the address stated above. The following scheme references must be quoted: PT01096-2 – Royston Avenue/Eastern Avenue/Eastern Avenue Service Road/Weybourne Gardens scheme.

The changes for the on-street parking amendments will amend the following Order; ‘The Southend Borough Council (Waiting, Loading, Stopping and Parking Places) (Map Based) (Consolidation) Order 2021’; the changes for the moving traffic amendments will amend the following Order; ‘The Southend-on-Sea City Council (Various Roads) (Moving Traffic and Speed Limit) Order 2025’; copies of these Consolidation Orders can be found online using the following link, under the ‘Consolidation Orders’ heading:
