Shevington Lane, Shevington – Proposed Puffin Crossing

Notice of Intent

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a puffin crossing on the following street:

•  Shevington Lane, Shevington at a point 15 metres south of the entrance to Shevington High School.

A copy of the map showing the respective position of the proposed puffin pedestrian crossing will be available to view at https://www.wigan.gov.uk/ Resident/Parking-Roads-Travel/Roads/Traffic-regs-orders.aspx or will be available upon request by emailing libby.gill@wigan.gov.uk

Any representations or objections to the proposal must be made in writing and specify the grounds thereof and must be made to the Assistant Director

Old Road and Low Bank Road, Ashton-In-Makerfield – Proposed Speed Restriction

Notice of Making

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers Section 82(2), 83(2) and 84 of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers has made the Wigan Borough Council (Old Road and Low Bank Road, Ashton-in-Makerfield) (20 MPH Speed Restriction) Order 2026 which will come into operation on 29th May 2026.

The effect of the Order will be to revoke a speed limit of 20 miles per hour, on the following road:

•    Old Road, Ashton-in-Makerfield from its junction with Bryn Street for a distance of 23 metres in a westerly direction.

The effect of the Order will be to impose a speed limit of 20 miles per hour, on the following roads:

•    Old Road, Ashton-in-Makerfield from its junction with the A49 Wigan Road to its junction with the A5062 Wigan Road.

•    Mayfield Street, Ashton-in-Makerfield from its junction with Old Road to the  point at which the road terminates.

•    Low Bank Road, Ashton-in-Makerfield from its junction with Old Road to a point 5 metres west of its junction with Balliol Way.

Any person who desires to question the validity of the Order or any provision contained therein on the ground –

(a) that it is not within the powers of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or

(b) that any requirement of the said Section 82(2), 83(2) and 84, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 30th April 2026 make application for the purpose to the High Court. NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 9 of the Road Traffic Regulation Act 1984, Traffic Management Act 2004, of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.631) (Experimental) Order 2026, which will come into operation on 20th May 2026.

The effect of the Order is to introduce no waiting on the following lengths of road, Monday - Saturday, 8am - 6pm:

•  Pennington Street, Hindley (south side) from its junction with Carr Street to a point 10 metres northwest of its junction with Carr Street

A copy of the Order, the relevant map and a statement of reasons for making the Order, may be requested by emailing s.eccles-churton@wigan.gov.uk NOTICE IS HEREBY FURTHER GIVEN Wigan Borough Council will be considering in due course whether the provisions of the Order should be continued in force indefinitely. Any person may within the period of six months from the coming into force of this Order, object to the making of the Order for the purposes of such indefinite continuation. Any such objections to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Town Hall, Library Street, Wigan, WN1 1YN or to the above email address, quoting reference  RD/LS/SEC/15874569 not later than 20th November 2026.

Hall Lane, Hindley – Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Hall Lane, Hindley) (Temporary Closure) Order 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Hall Lane, Hindley on 16th June 2026 between the hours of 09:00 and 15:00 only.

The alternative route for traffic is: Bridge Street – Castle Hill Road – Wigan Road – Church Street – Chorley Road – Dicconson Lane – Bolton Road The Order is necessary to allow frame and cover.

Ormskirk Road, Wigan – Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Ormskirk Road, Wigan) (Temporary Closure) Order 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Ormskirk Road, Wigan on 14th June 2026 between the hours of 09:30 and 15:00 only.

Please note that signed diversion route will be in place. The Order is necessary to allow frame and cover. Coniston Road, Hindley –

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Coniston Road, Hindley) (Temporary Closure) Order 2026 which will come into operation on 3rd June 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Coniston Road, Hindley on 3rd June 2026.

The alternative route for traffic is: George Street – Windermere Road.

The Order is necessary to allow frame and cover. Dated this 12th day of May 2026
