What is happening?

NEW TRAFFIC PROPOSALS FOR THE CITY AND COUNTY OF CARDIFF

Notice is hereby given that the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 (as amended), The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Road Traffic Contraventions (Guidelines on Levels of Charges) (Wales) Order 2013, and of all other enabling powers intends to create a Controlled Parking Zone which will amend existing restrictions and impose traffic restrictions on the lengths of road referred to in the Schedule below. The nature of the restrictions and the titles of the proposed orders are also described in the said Schedule.

The following will apply to eligible residents wishing to apply for Residents Parking Permits. No more than 3 permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits will be in accordance with The County Council Of The City And County Of Cardiff (Prohibitions And Restrictions Of Stopping, Waiting, Loading And Street Parking Places) (Consolidation) Order 2024 Schedule 4 which are for the time being:-

Student Permit (Zone D1) - 12 months - £35.00 per Permit - One per Property

Student Visitor Permits( Zone D1) - Bundle of x850 one-hour permits - £35.00 per bundle - 3 bundles per Property per annum

Details of the proposals and plans showing the location and extent of the proposed restrictions are available at www.cardiff.gov.uk/trafficorders. In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

Any objections and other representations relating to the orders must be submitted in writing on or before 29th May 2026 or by email to roadtrafficorderobjections@cardiff.gov.uk and must contain the grounds on which you object.

Schedule

1. The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No 40) Order 2026. The following is a supplemental notice to the initial consultation (originally advertised on the 25th March 2026) and related only to the Permit Parking section of the wider proposal. The Order proposes to establish a shared use parking bay operational between the hours of 8am – 10pm that will limit waiting to 1 hour (no return within 2 hours) except for Red Permit Holders for Pentre Place and No.’s 52-190 (even) and 79-253 (odd) Penarth Road in possession of a valid permit on its i) south west side from a point 8 metres north west of its junction with Penarth Road for a distance of 18 metres north west and on its north east side from the same point for a distance of 20 metres north west, and ii) on its both sides from a point 42 metres north west of its junction with Penarth Road for a distance of 15 metres north west

2. The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No 42) Order 2026 proposes to:

1) Prevent you from waiting at any time with no loading between the hours of 8:30am – 9:15am and 2:45pm – 3:30pm Monday to Friday (inclusive) in:

a. Iron Bridge Road on its both sides from its junction with Merthyr Road for a distance of 14 meters south

b. Cae Lewis on its west side from its junction with Merthyr Road for a distance of 8 metres north, and east side from its junction with Merthyr Road to a point 15 metres north of its junction with Pantgwynlais

c. Pantgwynlais on its north side from its junction with Cae Lweis for a distance of 15 metres east and on its south side from the same junction for a distance of 16 metres east

d. Merthyr Road on its south side from its junction with Iron Bridge Road for a distance of 6 metres east and 10 metres west and from a point 28 metres west of its junction with Iron Bridge Road for a distance of 21 metres west, and its north side from its junction with Cae Lewis for a distance of 36 metres south east

2) Prevent you from waiting at any time in Merthyr Road on its north side from a point 26 metres north west of its junction with Cae Lewis to a point 9 metres north west of its junction with St Michaels Close

3. The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No 61) Order 2026, originally advertised on 25th March 2026, proposes to create a Controlled Parking Zone. The following is an extension of the initial consultation and relates only to the Permit Parking and Pay and Stay sections of the wider proposals.

Controlled Parking Zone D1 - Per hour - £1.50 (first hour free upon obtaining free Ticket) - 8am to 10pm, Monday to Sunday

1) Introduce Permit Holders (reference D1) Only Bays (except for existing disabled persons parking places) operational between the hours of 8am – 10pm in:

a) Arran Street on its southeast side in front of properties numbered 6a to 36, 40 to 50, and 56 to 158; and on its northwest side in front of properties numbered 79 to 123

b) Bedford Street southern section on its northeast side from a point 11 metres south east of its junction with Tavistock Street for a distance of 24 metres south east; and on its southwest side from its junction with Tavistock Street for a distance of 42 metres southeast and from a point 50 metres west of the same junction for a distance of 35 metres southeast

c) Byron Street on its southeast side from a point 10 metres southwest of its junction with Clive Place for a distance of 12 metres southwest

d) Clive Place on its north side from a point 7 metres west of its junction with Crofts Street for a distance of 10 metres west and from a point 40 metres west of the same junction for a distance of 24 metres west

e) Cotrell Road on its northeast side in front of properties numbered 4 – 48 and 50 – 128 and 130 - 158

f) Crofts Street on its west side in front of properties numbered 24 – 30 and 33 – 37 and 42 – 49

g) Cyfarthfa Street on its south side in front of properties numbered 4 – 40 and 44 – 120 and 126 – 162; and on its northwest side in front of properties numbered 49 – 125 and 131 – 157

h) Glenroy Street on its southeast side in front of properties numbered 66 to 162 and on its northwest side in front of properties numbered 65 to 161

i) Keppoch Street on its southeast side in front of properties numbered 40 to 110 and on its northwest side in front of properties numbered 1 – 43 and 49 – 59 and 65 – 161

j) Kincraig Street on its southeast side in front of properties numbered 2 – 40

k) Lily Street on its north side in front of properties numbered 14 – 21 and 26 to a point 12 metres northwest of its junction with Crofts Street; and on its south side in front of property 13 to a point 12 metres northwest of its junction with Crofts Street

l) Northcote Street on its southeast side in front of numbers 3 – 23

m)Pearson Street on its both sides from a point 5 metres southwest of its junction with Talworth Street for a distance of 50 metres southwest

n) Plasnewydd Road on its southwest side in front of numbers 1 – 22; and on its northeast side in front of property numbers 23 – 25 and 28 – 41

o) Richmond Crescent on its west side from a point 6 metres west of its junction with Princes Court to a point 7 metres north of the property boundary of numbers 31 and 33 and from a point 12 metres north of the same property boundary for a distance of 10 metres north; and on its east side from a point 6 metres north of its junction with Gordon Lane for a distance of 148 metres north

p) Rose Street on its south side in front of property numbers 1 to 22; and on its north side in front of property numbers 23 – 37 and 38 – 43

q) Russel Street on its southwest side in front of property numbers 1a – 43; and on its northeast side in front of property numbers 4 – 22 and 28 – 44

r) Strathairn Street on its southeast side in front of property numbers 10 – 60 and 66 – 164; and on its northwest side in front of property numbers 61 – 129

s) St Peters Street on its northwest side from a point 7 metres northeast of its junction with Bedford Street for a distance of 37 metres northeast; and on its southeast side from a point 9 metres south west of its junction with Bedford Place for a distance of 50 metres southwest and on the grey paved parking area adjacent to property number 11

t) Talworth Street on its north side in front of property numbers 45 – 52; and on its south side in front of property numbers 1 – 12; on its west side in front of property numbers 33 – 34 and 37 – 44; and on its east side in front of property numbers 16 – 32

u) Tavistock Street on its northwest side from a point 50 metres south west of its junction with City Road for a distance of 35 metres southwest

v) Treharris Street on its southeast side in front of property numbers 6 – 50 and 56 – 132 and 138 – 162; and on its northwest side in front of property numbers 59 – 171

w)Upper Kincraig Street on its southeast side in front of property numbers 2 – 74 and on its northwest side in front of property numbers 3 – 73

2) Establish a Permit Parking Area/Permit Holders (D1) Parking Only operational between 8am – 10pm in:

a) Glenroy Street from its junction with Plasnewydd Road west to its closed end


b) Shakespeare Court throughout its length
c) Unnamed Lane to the rear of 36 to 52 Talworth Street throughout its length

d) Bedford Street from its junction with St Peters Street to its junction with Penlline Street

e) Fitzroy Street from its junction with Richmond Road for a distance of 50 metres west

3) Amend existing restrictions in:

a) City Road throughout its length so that all existing limited waiting parking places amended to become Pay and Stay places operational between the hours of 8am – 10pm daily (maximum stay 3 hours, no return within 2 hours to Zone)

b) Byron Street, Milton Street and Shakespeare Street so that all existing limited waiting parking places become Shared Use Pay and Stay parking places operational between the hours of 8am to 10pm daily with Limited waiting restricted to 3 hours (no return within 2 hours) except for Zone D1 Permit Holders

4) Establish Shared Use Pay and Stay parking places (details on prices listed above) operational between the hours of 8am to 10pm daily with waiting restricted to 3 hours (no return within 2 hours to Zone) except for Zone D1 Permit Holders in:

a) Arran Street in front of property numbers 5 to 37; and on its northwest side from a point 7 metres northeast of its junction with Plasnewydd Square for a distance of 60 metres northeast; and on both sides from a point 8 metres northeast of its junction with City Road for a distance of 22 metres northeast

b) Byron Street on its southeast side from a point 54 metres northeast of its junction with City Road for a distance of 24 metres northeast and from a point 5 metres northeast of its junction with Shakespeare Court to its closed end

c) Cyfarthfa Street in front of property numbers 3 to 43; and on both sides from a point 8 metres northeast of its junction with City Road for a distance of 25 metres northeast

d) Keppoch Street on its southeast side from a point 14 metres northeast of its junction with City Road for a distance of 12 metres northeast and from a point 39 metres northeast of the same junction for a distance of 112 metres northeast, and from a point 7 metres northeast of its junction with Plasnewydd Square for a distance of 67 meters northeast (except for the vehicle access to the Mackintosh Community Centre Car Park)

e) Kincraig Street on its northwest side from a point 10 metres northeast of its junction with City Road for a distance of 15 metres northeast

f) Northcote Lane on its northwest side from a point 8 metres northeast of its junction with Richmond Road for a distance of 14 metres northeast

g) Northcote Street on its southeast side from a point 10 metres southwest of its junction with City Road for a distance of 6 metres southwest and from a point 22 metres southwest of the same junction for a distance of 6 metres southwest

h) Penlline Street on its northwest side from a point 10.4 metres southwest of its junction with City Road for a distance of 15 metres southwest, and from a point 42 metres southwest of the same junction for a distance of 4 metres southwest, and from a point 7 metres northeast of its junction with Bedford Street for a distance of 15 metres northeast; and on its southeast side from a point 8 metres southwest of its junction with City Road for a dstance of 18 metres southwest, and from a point 23 metres southwest of that same junction for a distance of 6 metres southwest, and from a point 47 metres southwest of the junction with City Road for a distance of 10 metres southwest

i) Pearson Street on both sides from a point 7 metres northeast of its junction with City Road for a distance of 18 metres northeast

j) Plasnewydd Place on its southwest side from a point 7 metres northwest of its junction with Arran Street for a distance of 92 metres northeast

k) Plasnewydd Road (aside from vehicle-crossing points) on its southwest side from a point 4 metres northwest of its junction with Strathairn Street for a distance of 15 metres north west, and from a point 30 metres northwest of the same junction for a distance of 12 metres north west, and from a point 10 metres southeast of the junction with Strathairn Street for a distance of 34 metres southeast; and on both sides from a point 5 metres southeast of its junction with Glenroy Street for a distance of 38 metres southeast, and from a point 7 metres south of its junction with Arran Street to a point 5 metres north of its junction with Treharris Street, and from a point 5 metres south of its junction with Treharris Street to a point 5 metres north of its junction with Cyfarthfa Street, and from a point 5 metres south of the junction with Cyfarthfa Street for a distance of 17 metres south

l) Plasnewydd Square on its northeast side from a point 7 metres northwest of its junction with Arran Street for a distance of 92 metres northeast; and on its southwest side from a point 16 metres southeast of its junction with Keppoch Street for a distance of 30 metres southeast, and from a point 7 metres southeast of its junction with Kincraig Street for a distance of 18 metres southeast, and from a point 10 metres northwest of its junction with Arran Street for a distance of 12 metres northwest

m)Richmond Crescent on its northeast side from a point 30 metres northwest of its junction with Richmond Road for a distance of 77 metres northwest

n) Tavistock Street on its southeast side from a point 7 metres southwest of its junction with City Road for a distance of 27 metres southwest, and from a point 50 metres southwest of the same junction for a distance of 6 metres, and from a point 61 metres southwest of the junction with City Road for a distance of 10 metres southwest

o) Treharris Street in front of property numbers 2a to 4a and 9 to 51, and on both sides from a point 8 metres northeast of its junction with City Road for a distance of 13 metres northeast

p) Shakespeare Street on its southeast side from a point 6.6 metres southwest of its junction with Milton Street for a distance of 33 metres southwest

q) St Peters Street in front of Richmond Court; and on its southeast side from a point 15 metres southwest of its junction with City Road for a distance of 20 metres southwest; and on its northwest side from a point 6 metres southwest of its junction with Bedford Street for a distance of 43 metres southwest

r) Strathairn Street in front of property numbers 2 to 4 and 7 to 57; and on its northwest side from a point 8 metres northeast of its junction with City Road for a distance of 18 metres northeast; and on its southeast side from a point 8 metres northeast of the same junction for a distance of 11 metres northeast

5) Limit Waiting to 2 hours maximum stay (no return within 2 hours to Zone) except for Permit Holders (D1) operational between 8am – 10pm:

a) Bedford Street on its northeast side from a point 105 metres southeast of its junction with Northcote Lane for a distance of 14 metres southeast

b) Keppoch Street on its southeast side from a point 7 meters northeast if its junction with Plasnewydd Place for a distance of 10 metres northeast;

c) Cotrell Road (aside from vehicle crossing points) on its west side from a point 16 metres southeast of its junction with Albany Road for a distance of 33 metres southeast, and from a point 7 metres southeast of its junction with Strathairn Street to a point 5 metres northwest of its junction with Glenroy Street, and from a point 5 metres southeast of the Glenroy Street to a point 5 metres northwest of its junction with Keppoch Street, and from a point 5 metres south of Keppoch Street to a point 5 metres northwest of its junction with Upper Kincraig Street, and from a point 5 metres southeast of the Upper Kincraig Street to a point 15 metres northwest of its junction with Arran Street, and from a point 5 metres southeast of its junction with Arran Street to a point 5 metres northwest of its junction with Treharris Street, and from a point 5 metres southeast of Treharris Street to a point 7 metres northwest of its junction with Cyfarthfa Street; and on its northeast side from a point 16 metres southeast of its junction with Albany Road for a distance of 25 metres southeast

e) Gordon Road on its northeast side from a point 67 metres south of its junction with Richmond Road for a distance of 30 metres south; and on its west side from a point 110 metres southwest of the same junction for a distance of 30 metres south

f) Partridge Road on both sides from a point 7 metres southeast of its junction with Crofts Street for a distance of 14 metres southwest

g) Rose Street on its southwest side from a point 10 metres northwest of its junction with Crofts Street for a distance of 18 metres northwest and from a point 7 metres east of its junction with Plasnewydd Road for a distance of 14 metres east; and on its northeast side from a point 10 metres northwest of its junction with Crofts Street for a distance of 14 metres northwest and from a point 7 metres east of its junction with Plasnewydd Road for a distance of 10 metres east

h) Upper Kincraig Street on its southeast side from a point 7 metes northeast of its junction with Plasnewydd Place for a distance of 18 metres northeast; and on its northwest side from a point 7 metres northeast of the same junction for a distance of 21 metres northeast

4. The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 (Amendment No 59) Order 2026 proposes to prevent you from waiting at any time in the Unnamed Lane between 193 and 195 Richmond Road on its south west side from a point 4 metres north west of its junction with Richmond Road for a distance of 59 metres north west and on its north east side from a point 4 metres north west of its junction with Richmond Road for a distance of 26 metres north west, on its north east side from a point 35 metres north west of its junction with Richmond Road for a distance of 17 metres north west and from a point 60 metres north west of the same junction for a distance of 9 metres north west, and on its north west side from a point 69 metres north west of its junction with Richmond Road for a distance of 17 metres south west
