What is happening?

WESTMORLAND AND FURNESS COUNCIL (VARIOUS ROADS, EDEN AND SOUTH LAKELAND LOCALITY AREAS) (APPLEBY HORSE FAIR) (CONSOLIDATION AND PROVISION TRAFFIC REGULATIONS) ORDER 2026

  1. Westmorland and Furness Council hereby give notice that on 5 May 2026 it made the above Order under sections 1(1) and 2(1) to (4), 32, 35, 35A, 38, 45, 46, 47, 49, 51, 53, 64 and 68 of the Road Traffic Regulation Act 1984, and under all other enabling acts.
  2. The Order will come into operation on 12 May 2026 and its effect will be to:

(a) Consolidate, revoke and enact the restrictions and provisions of The County of Cumbria (Various Roads, Eden Area) (Appleby Horse Fair) (Consolidation and Provision of Traffic Regulations) Order and The County of Cumbria (Various Roads, South Lakeland Area) (Appleby Horse Fair (Traffic Regulation) Order 2022; and

(b) Introduce:

(i) Prohibition of Waiting restrictions on the C3219 Murton; and

(ii) Prohibition of Motor Vehicles along that section of the U3355 Appleby-in-Westmorland; and

(iii) One-Way Restriction along a section of the B6260 Boroughgate, Appleby-in-Westmorland; and

(iv) 30mph speed restrictions various roads, Appleby-in-Westmorland; and

(v) 40mph speed restriction along a section of the C3036 Powis Lane; and

(vi) Parking Places Permit Holders only on a section of the C3036 Burrels (30 April – 30 June); and various roads, Appleby-in-Westmorland (each day of the fair only).

  1. Full details of the Order, together with plans showing the lengths of road concerned, and a statement of the Council’s reasons for making the Order, may be:

    (i) viewed on the Council’s website using the following link: https://www.westmorlandandfurness.gov.uk/parking-streets-and-transport/streets-roads-and-pavements/road-maintenance-closures-and-improvements/proposed-traffic-regulation-orders-tros

    (ii) on deposit at Appleby Library, Low Wiend, Appleby-in-Westmorland CA16 6QP; and

    (iii) at the offices of the Traffic Management, Skirsgill Depot, Penrith, Cumbria, CA10 2BQ; and

    (iv) may otherwise be obtained by emailing TROconsultation@westmorlandandfurness.gov.uk

  2. If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made there under has not been complied with in relation to the Order, you may within six weeks of 5 May 2026 apply to the High Court for this purpose.
