Notice is hereby given that Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 has Made the following order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended.
(North Gate and South Gate, Harlow)
(Temporary – Disabled Badge Holders Only Restriction) Order 2026
Effects of the Order:
- To remove a section of No Waiting and No Loading at Anytime restriction on the East side of North Gate, Harlow and introduce Disabled Badge Holders Only parking during the works to develop the Town centre area.
- To partially replace the Limited Wait Bay on South Gate, Harlow (outside Police station) with a Disabled Badge Holders Only parking Bay during the works to develop the Town centre area
The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and On-Street Parking Places (Civil Enforcement Area) (Consolidation) Order 2019 will be temporarily amended for the duration of the above restrictions by substituting tile numbers TL440 100 revision 3 with revision 4 / TL445 097 revision 2 with revision 3
The Order will come into operation on 8th May 2026 and will remain in force for a period of up to 18 months.

(Oakview Drive (Purford Green) Harlow) (20mph Zone) Order 2026
Notice is hereby given that the Essex County Council proposes to make the above Order under sections 84(1)(a) and 2, and Parts III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order:
To Implement: a ‘20mph Zone’ on the following length of roads, in the District of Harlow,

‘The Essex County Council (Oakview Drive (Purford Green) Harlow) (20mph Zone) Order 2026’ is hereby revoked in its entirety however, all restrictions shall continue in force by virtue of this new Order.
Date of operation: The Order will come into operation on 11 May 2026

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Etheridge Road, Loughton) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Etheridge Road, Loughton in the District of Epping Forest, from its junction with Westall Road to its junction with Appleton Road a distance of approximately 130m. The closure is scheduled to commence on 8th June 2026 for 3 days, or where stated on a valid permit (EP201EH2402092 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing on/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Westall Road, Burney Drive, Colebrook Lane and vice versa.
The Order will come into effect on 14th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, District of Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (Velizy Avenue, Harlow & Fifth Avenue, Harlow) (Temporary Suspension of Bus Lane) (No.3) Order 2026
Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close those lengths of road in the District of Harlow as specified in the schedule.
- To temporarily suspend the bus lane in that length of Velizy Avenue, Harlow in the District of Harlow from a point approximately 245m south east of its junction with Fifth Avenue for a distance of approximately 120m in a south easterly direction as detailed in “The Essex County Council (Various Roads, Harlow) (Bus Gate) Order 2026.
- To temporarily suspend the bus lane in that length of Fifth Avenue, Harlow in the District of Harlow from the junction of Gladwin Way for a distance of approximately 400m in a south easterly direction (southbound only) and from the junction of Hammarskjold Road for a distance of approximately 420m in a north easterly then north westerly direction (northbound only) as detailed in “The Essex County Council (Various Roads, Harlow) (Bus Gate) Order 2026”.
- A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
“The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) (Consolidation) Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on those lengths of road in the schedule. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 14th May 2026 exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close that length of road in the District of Epping Forest as specified in the schedule.
- A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closures to facilitate the works. Effect of the order:
To temporarily close that length of Woodgreen Road, Waltham Abbey in the District of Epping Forest, from a point approximately 80m south west of its junction with Horseshoe Hill for a distance of approximately 75m in a south westerly direction. The closure is scheduled to commence on 8th June 2026 for 5 days, or where stated on a valid permit (MU091MLS000814325560045 – Thames Water Utilities Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Thames Water Utilities Limited.
An alternative route is available via
- Upshire Road, Paternoster Hill, Parklands, Crooked Mile, Sewardstone Road, Farm Hill Road, Honey Lane, A121 (with access only into Woodgreen Road) and vice versa.
- Horseshoe Hill, Copthall Green, Crown Hill, B1393, A121 (with access only into Woodgreen Road) and vice versa.
The Order will come into effect on 14th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Jessel Drive, Loughton) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Jessel Drive, Loughton in the District of Epping Forest, from its junction with Colebrook Lane to its junction with Willingale Road a distance of approximately 570m. The closure is scheduled to commence on 26th May 2026 for 4 days, or where stated on a valid permit (EP201EH2402119 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Colebrook Lane, Willingale Road and vice versa.
The Order came into effect on 30th April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
