Ar 12 Mai 2026 cadarnhaodd Cyngor Sir Fynwy heb newidiadau y gorchymyn a enwir uchod a wnaed dan Adran 119 Deddf Priffyrdd 1980.  

Roedd y gorchymyn uchod, a wnaed ar 28 Hydref 2025, dan adran 119 Deddf Priffyrdd 1980 yn gwyro’r Llwybr Troed Cyhoeddus (rhan) Llanfihangel Troddi presennol.  

O Bwynt A (SO48151137) mewn cyfeiriad Deheuol am 240m i Bwynt E (SO48181116)  

I linell: O Bwynt A (SO48151137) Dwyreiniol dros ffos am 5m i glwyd ym Mhwynt B (SO48161137). O B De De Ddwyreiniol am 97m i glwyd ym Mhwynt C  (SO48211129). Ar ôl arolwg ar 15 Ebrill 2026, canfu’r Awdurdod y cydymffurfiwyd â’r darpariaethau yn Rhan 2 a 3 yr atodlen i’r gorchymyn gan fod y llwybrau troed wedi eu creu a chelfi wedi eu rhoi yn eu lle er boddhad rhesymol yr Awdurdod. Mae’r awdurdod drwy hyn yn ardystio y daeth creu’r llwybr troed i rym o’r dyddiad hwnnw.  

Cafodd copi o’r Gorchmynion fel y’u cadarnhawyd a’r mapiau a gynhwysir ynddynt eu gosod a gellir eu harolygu yn rhad ac am ddim yn Hyb Cymunedol Trefynwy, Neuadd Rolls, Stryd Whitecross, Trefynwy NP25 3BY. Oriau agor: Dydd Llun, dydd Mercher a dydd Gwener: 08:45-13:00 a 14:00-17:00, dydd Mawrth: 08:45-13:00 a 14:00-18:00: dydd Sadwrn 09:00 – 13:00. Mae’n rhaid i unrhyw berson sy’n dymuno hawlio iawndal dan A28, fel y’i gweithredir gan A121(2) Deddf 1980 ar gyfer dibrisiant neu iawndal am darfu fel canlyniad i’r Gorchymyn ddod i rym wneud ei hawliad mewn ysgrifen wedi ei gyfeirio at y Prif Swyddog, Cyfraith a Llywodraethu, Neuadd y Sir, Y Rhadyr, Brynbuga, NP15 1GA a’i gyflwyno drwy fynd ag ef i, neu ei anfon drwy bost blaendaledig i’r cyfeiriad uchod o fewn chwe mis o’r Gorchymyn yn dod i rym.  

Daw’r Gorchymyn i rym 28 diwrnod o gadarnhad y gorchymyn hwn. Os yw person sy’n cwyno am y gorchymyn yn dymuno holi ei ddilysrwydd, neu unrhyw ddarpariaeth a gynhwysir ynddynt, ar y sail nad yw o fewn pwerau Deddf Priffyrdd 1980, fel y’i diwygiwyd, neu ar y sail na chydymffurfiwyd gydag unrhyw ofyniad o’r Ddeddf, fel y’i diwygiwyd, neu o unrhyw reoliad a wnaed dan y Ddeddf yng nghyswllt y Gorchymyn,  dan baragraff 2 Atodlen 2 y Ddeddf fel y’i gweithredir gan baragraff 5 Atodlen 6 i’r Ddeddf, gall wneud cais i’r Uchel Lys o fewn chwech wythnos o ddyddiad yr hysbysiad hwn.

NOTICE OF CONFIRMATION OF A PUBLIC PATH ORDER
SECTION 119 - HIGHWAYS ACT 1980  

MONMOUTHSHIRE COUNTY COUNCIL
TALOCHER SCHOOL PUBLIC FOOTPATH NO 222 (PART) MITCHEL TROY ORDER 2025  

On the 12th May 2026 Monmouthshire County Council confirmed without modifications the above-named order made under Section 119 of the Highways Act 1980.  

The above order, made on 28th October 2025, under section 119 of the Highways Act 1980 diverted the existing Public Footpath 222 (part) Mitchel Troy.  

From: Point A (SO48151137) in a Southerly direction for 240m to Point E(SO48181116)  

To a line: From Point A (SO48151137) Easterly over a ditch for 5m to a gate at Point B (SO48161137). From B South South Easterly for 97m to a gate at Point C (SO48211129). From C South South Westerly for 130m to a gate at Point D (SO48191116). From D Westerly for 4m to Point E (SO48181116) to join unaffected Footpath 222. All at a width of 2m.    

After inspection on 15th April 2026, the Authority found that the provisions of Part 2 and 3 of the schedule to the order had been complied with in that the footpaths been created and furniture put in place to the reasonable satisfaction of the Authority. The authority hereby certifies that the creation of the footpath took effect from that date.  

A copy of the Orders as confirmed and the maps contained in them have been placed and may be inspected free of charge at The Monmouth Community Hub, Rolls Hall, Whitecross St, Monmouth NP25 3BY. Opening hours: Monday, Wednesday and Friday: 08:45-13:00 and 14:00-17:00, Tuesday: 08:45-13:00 and 14:00-18:00 Saturday: 09:00 – 13:00. Copies of the Order and map are available free of charge. Any person who wishes to claim compensation under S28, as applied by S121(2) of the 1980 Act for depreciation or damage for disturbance in consequence of the coming into operation of the Order must make his claim in writing addressed to the Chief Officer  - Law & Governance, County Hall, The Rhadyr, Usk, NP15 1GA and serve it by delivering it at, or sending it by pre-paid post to the above address within six months of the Order coming into effect.  

The Order will come into force 28 days from confirmation of this order.  If a person aggrieved by the Order desires to question their validity, or that of any provision contained in them, on the grounds that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within six weeks from the date of this notice, make an application to the High Court.
