1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) on 5 May 2026 made the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Disabled Resident Parking Places Orders will be to designate disabled resident parking places for use only by persons who are resident within the Canning Town, Canning Town North, Custom House, East Ham, East Ham South East, East Ham South West, Forest Gate, Forest Gate North, Green Street North, Little Ilford, Market Street, Monega, Plaistow South, Prince Regent, Royal Docks East, Ruskin, Stratford North West, Stratford South East, Upton Park and Wakefield CPZs who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. A single parking place will be designated at each of the locations listed below.
NOTE – At locations where an ‘overlap’ is also stated, the parking place will overlap the frontage of the adjacent properties (as indicated below), by up to 1 metre unless otherwise mentioned.
Canning Town CPZ – Cootes Street, E16, outside No. 3; Credon Road, E16, outside Nos. 8 and 10 Credon Road (at an angle of 90 degrees to the southern kerb-line and overlapping No. 10 Credon Road by 2.3 metres); Lowe Avenue, E16, the north side of the southern cul-de-sac arm, opposite Nos. 9 to 25 (at an angle of 90 degrees to the southern kerb-line); and Plymouth Road, E16, outside No. 12;
Canning Town North CPZ – Addington Road, E16, outside No. 13 (overlapping Nos. 11 and 15); Beaconsfield Road, E16, outside No. 38 (overlapping No. 36 by 2.3 metres) and Hilda Road, E16, outside No. 53 (overlapping No. 51 by 2.3 metres);
Custom House CPZ – Atkinson Road, E16, the north-east side, opposite Nos. 104 and 106;
East Ham CPZ – Caulfield Road, E6, outside No. 111 (overlapping No. 109 by 2.3 metres); Clemens Road, E6, outside No. 15 (overlapping No. 13 by 2.2 metres); Streatfield Avenue, E6, outside No. 71 (overlapping No. 69) and Wordsworth Avenue, E12, outside No. 45 (overlapping No. 43);
East Ham South East CPZ – Charlemont Road, E6, outside Nos. 22 and 22a (overlapping Nos. 20 and 20a by 1.1 metres) and Mountfield Road, E6, outside Nos. 26 to 36;
East Ham South West CPZ – Masterman Road, E6, outside No. 105 (overlapping Nos. 103 and 107);
Forest Gate CPZ – Osborne Road, E7, outside No. 174 (overlapping Nos. 172a and 172b by 1.3 metres);
Forest Gate North CPZ – Capel Road, E7, outside Nos. 19a to 19d and Ingrestre Road, E7, outside No. 5 (overlapping No. 7 by 2 metres);
Green Street North CPZ – Gower Road, E7, outside No. 44 (overlapping Nos. 42 and 46); Kitchener Road, E7, outside No. 33 (overlapping Nos. 31 and 35) and Whyteville Road, E7, outside No. 36 (overlapping No. 38);
Little Ilford CPZ – Alverstone Road, E12, outside No. 24 (overlapping No. 26); Brancaster Road, E12, outside No. 5; Fourth Avenue, E12, outside No. 94; and Gainsborough Avenue, E12, outside No. 84 and 86;
Market Street CPZ – Central Park Road, E6, outside No. 162 (overlapping No. 160 by 1.2 metres); High Street South, E6, outside No. 46 (overlapping No. 48 by 2.1 metres); Mitcham Road, E6, outside No. 141 and Poulett Road, E6, outside No. 9 (overlapping Nos. 7 and 11);
Monega CPZ – Clifton Road, E7, outside Nos. 2 and 4; Shrewsbury Road, E7, outside No. 34 (overlapping No. 36) and Stafford Road, E7, outside No. 83 (overlapping No. 85 by 1.8 metres);
Plaistow South CPZ – Kingsland Road, E13, outside No. 46 (overlapping Nos. 44 and 48);
Prince Regent CPZ – Cambus Road, E16, outside Nos. 52 and 54 and outside Nos. 84 and 86 and Dongola Road, E13, outside No. 25 (overlapping Nos. 23 and 27);
Royal Docks East CPZ – Manwood Street, E16, outside Dunedin House, opposite the southern flank wall of No. 11a Silverland Street; Woodman Street, E16, outside Nos. 1 to 32 Albion House and Wythes Road, E16, outside Nos. 20 and 22;
Ruskin CPZ – Sheridan Road, E12, outside Nos. 119 and 119a (overlapping No. 117 by 1.4 metres);
Stratford North West CPZ – St. James’ Road, E15, outside No. 2b (overlapping No. 2a by 1.7 metres);
Stratford South East CPZ – Church Street, E15, outside Nos. 53 to 139;
Upton Park CPZ – Elizabeth Road, E6, outside No. 96 (overlapping No. 94); Lansdown Road, E7, outside No. 40 (overlapping Nos. 38 and 42) and Penge Road, E13, outside No. 54 (overlapping No. 56); and
Wakefield CPZ – Spencer Road, E6, outside No. 24 (overlapping Nos. 22 and 26).
3. Copies of the Orders, which will come into force on 11 May 2026 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.
4. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
