HALF MOON LANE AREA IMPROVEMENTS
The London Borough of Southwark (Charged-for parking places) (Half Moon Lane area improvements) Order 202*
1. Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The effects of the (Charged-for parking places) Order in existing Controlled Parking Zone (‘CPZ’) 'HH', would be in HOMDENE AVENUE on the south-west side to:
(a) on the side of No. 137 Half Moon Lane remove 8.5 metres ‘m’ of existing ‘shared-use’ (permit holders’ or Pay-by-Phone ticket-holders) parking;
(b) o/s No. 96 Holmdene Avenue reduce in length existing ‘shared-use’ parking by 6m (9m remain); and
(c) opposite the side of No. 139 Half Moon Lane and Nos. 105 and 107 Holmdene Avenue add 16m new 'stop and shop' parking in which either:- vehicles may be left free of charge for up to 30 minutes, or vehicles which have paid the parking charge of (currently) £5.70 per hour or £9.20 per hour for diesel vehicles may be left for up to 2 hours (no return within the same 24 hour period), the first 30 minutes of which parking session would be free of charge, provided no vehicle may return to a parking place within the same withinthe same 24 hour period, from Monday to Friday between the hours of 12 pm and 2 pm.
3. The effects of the (Free parking places and Waiting restrictions) Order in HALF MOON LANE would be:
(a) on the north-west side o/s Nos. 141 – 145 Half Moon Lane remove an existing 16m free ‘short stay’ parking place and add 16m new 'at any time' waiting restrictions (double yellow lines ‘DYLs’) to accommodate;
(b) on the south-east side o/s No. 66 Half Moon Lane (i) reduce the length by 6m of an existing length of ‘School Keep Clear’ markings with contiguous ‘timed' waiting restrictions (single yellow lines ‘SYLs’), and relocate north-eastward by 12.5m (the new length will be 25.5m), and (ii) reduce an existing length of ‘DYLs’ by 6.5m to accommodate the relocation of the existing ‘School Keep Clear’ markings with contiguous ‘SYLs’; and
(c) the Council will amend the Traffic Management Orders map-based schedule to relocate an existing cycle hangar in HOMDENE AVENUE on the south-west side south-eastward by 9m and remove a total of 1.5m of ‘DYLs’, this will be an administrative exercise to match the records more closely, no physical changes will be made at this exact location.
NOTES: (1) ‘shared-use’ refers to parking places within the Controlled Parking Zone (CPZ) listed in which holders of a valid permit for the CPZ listed or ‘Pay by Phone’ paid ticket holders are permitted to park within the permitted hours. (2) In reference to 'stop and shop' pay parking mentioned in item 2(c), a parking session must be registered with the Council’s ‘Pay by Phone’
provider to obtain the 30 minutes free of charge parking in addition to a longer charged-for stay. The ‘Pay by Phone’ provider will calculate the total parking charge for the parking session payable automatically upon registering. (3) ‘SYLs’ refer to timed waiting restrictions and ‘DYLs’ refer to 'at any time' waiting restrictions. (4) All measurements are in metres ‘m’ and are approximate. (5) Parking charges are listed on www.southwark.gov.uk/parking
4. Southwark Council hereby GIVES FURTHER NOTICE:
(a) that it has approved under section 23 of the Road Traffic Regulation Act 1984, to amend an existing ‘zebra’ pedestrian crossing in HALF MOON LANE, between its junctions with Howletts Road and Holmdene Avenue, to install a raised speed table (see details below), and to increase the controlled area (zig-zag markings) on both sides of the road north east of the crossing by 12.5 metres (new length of the zigzag markings will be 25.5m); and
(b) under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Traffic calming) Regulations 1999, propose to construct speed tables of flat-top construction having a maximum height level with the surrounding kerb and covering the entire width of the carriageway (the measurements below include the ramps):
(i) in HALF MOON LANE (at the site of the existing ‘zebra’ pedestrian crossing)
extending from a point 2.5m north-east of the common boundary of Nos. 135 and 137 Half Moon Lane north-eastward for a distance of 8m; and
(ii) in HOLMDENE AVENUE extending from the north-western kerb-line of Half Moon Lane north-westward for a distance of 7m.

7.
