ROYAL BOROUGH OF KENSINGTON AND CHELSEA

PROPOSED CHANGES TO CERTAIN OFF STREET RBKC HOUSING PARKING BAY

PROVISIONS IN THE CONVENT HOUSING ESTATE, KNIGHT'S HOUSE HOUSING ESTATE, PORTOBELLO COURT HOUSING ESTATE AND 375 PORTOBELLO ROAD HOUSING ESTATE

The Kensington and Chelsea (Housing Estates)
(Off-Street Parking Places and Waiting and Loading Restrictions)(Amendment No. 2) Order 2026

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as "the council") on 5 th May 2026 have made the above-mentioned Order under sections 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of which will be in respect of the following off-street housing estates:-

(a) Convent Housing Estate - to convert RBKC-Housing
personalised disabled permit parking bay (CON 02) to RBKC-Housing permit holders (CON) parking bay (parking bay no. 5);

(b) Convent Housing Estate - to convert RBKC-Housing permit holders (CON) parking bay (parking bay no. 7) to RBKC-Housing personalised disabled permit parking bay (CON 02);

(c) Knight's House Housing Estate - to convert RBKC Housing permit holders (KTH) parking bay (parking bay no. 1) to RBKC-Housing personalised disabled permit parking bay (KTH 01);

(d) Portobello Court Housing Estate - to convert RBKC Housing permit holders (VIS) parking bay (parking bay no. 4) to RBKC-Housing personalised disabled permit parking bay (PBC 05);

(e) Portobello Court Housing Estate - to convert RBKC Housing
permit holders (PBC) parking bay (parking bay No. 9) to RBKC-Housing personalised disabled permit parking bay (PBC 06);

(f) 375 Portobello Road Housing Estate - to convert RBKC-Housing personalised disabled permit parking bay (PBR 01) to RBKC-Housing permit holders (PBR) parking bay (parking bay No. 9); and

(g) 375 Portobello Road Housing Estate - to convert RBKC-Housing permit holders (PBR) parking bay (parking bay No. 8) to RBKC-Housing personalised disabled permit parking bay (PBR 01).

3. Copies of the Orders, which will come into operation on 12th May 2026 and of all other relevant documents can be obtained for inspection by emailing trafficorders@rbkc.gov.uk quoting reference: "Housing/Mar26 Misc" and can be inspected by appointment at Kensington Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.

4. Anyone wishing to question the validity of the Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
