MAE GWEINIDOGION CYMRU, gan weithredu ar ran Cyngor Sir Powys yn unol â threfniadau a wnaed rhwng Cyngor Sir Powys a Gweinidogion Cymru o dan adran 83(1) o Ddeddf Llywodraeth Cymru 2006, wedi gwneud Gorchymyn, drwy arfer eu pwerau o dan adran 16A o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ac adran 83 o Ddeddf Llywodraeth Cymru 2006. Mae angen y Gorchymyn er mwyn cynnal digwyddiad beicio “Open Road Cycle Race” yn y Clas-ar-Wy, Bochrwyd a Llys-wen, Powys, a gerllaw iddynt.
Effaith y Gorchymyn yw rhoi caniatâd dros dro i gerbydau modur a ddefnyddir gan swyddogion awdurdodedig y digwyddiad gael eu gyrru heb fod yn gyflymach na 30 mya ar y darnau o’r cefnffyrdd a’r briffordd leol a bennir isod:
1) ar y B435, y Clas-ar-Wy, o’i chyffordd â’r A438 hyd at 165 o fetrau i’r gogledd- orllewin o’i chyffordd â’r is-ffordd o’r enw Glanrhyd;
2) ar y B4350, Bochrwyd, o bwynt 50 metr i’r gogledd-ddwyrain o’i chyffordd â’r is-ffordd o’r enw Parc y Ffawydd hyd at bwynt 5 metr i’r gogledd-ddwyrain o’i chyffordd â’r A470;
3) ar yr A470, Glan-yr-afon, Llys-wen, o bwynt 250 o fetrau i’r gogledd-orllewin o’i chyffordd â’r is-ffordd o’r enw Church Road hyd at bwynt 5 metr i’r de-ddwyrain o gyffordd yr A479 â’r is-ffordd o’r enw Llys Meillion.
Bydd hyn yn eu galluogi i fod ychydig o flaen y ras er mwyn cyflawni eu dyletswyddau o sicrhau bod y ffordd yn glir a dal traffig, pan fo’n briodol. Bydd yn gweithredu “swigen ddiogelwch” a ddylai sicrhau bod y ras yn cael ei chynnal yn ddiogel i feicwyr a’r cyhoedd. Daw’r Gorchymyn i rym ar 16 Mai 2026 a bydd yn para am 1 diwrnod ar y mwyaf. THE A470 AND A479 (LLYSWEN, POWYS) AND THE B4350
(GLASBURY ON WYE, BOUGHROOD, POWYS) (TEMPORARY 30 MPH SPEED LIMIT FOR EXEMPTED VEHICLES) ORDER 2026
THE WELSH MINISTERS, acting on behalf of Powys County Council pursuant to arrangements made between Powys County Council and the Welsh Ministers under section 83(1) of the Government of Wales Act 2006, have made an Order, in exercise of their powers under section 16A of the Road Traffic Regulation Act 1984 and section 83 of the Government of Wales Act 2006, which is necessary to hold an “Open Road Cycle Race” cycling event at and near Glasbury on Wye, Boughrood and Llyswen, Powys.
The effect of the Order is to temporarily allow motor vehicles being used by authorised event officials to be driven at a speed not exceeding 30mph on the lengths of the trunk roads and the local highway specified below:
1) on the B4350, Glasbury, from its junction with the A438 to 165 metres northwest of its junction with the minor road known as Glanrhyd Brookside.
2) on the B4350, Boughrood, from a point 50 metres northeast of its junction with the minor road known as Beeches Park to a point 5 metres northeast of its junction with the A470.
3) on the A470, Riverside, Llyswen, from a point 250 metres northwest of its junction with the minor road known as Church Road to a point 5 metres southeast of the junction of the A479 with the minor road known as Llys Meillion.
This will enable them to get a short distance ahead of the race to carry out their duties of ensuring the road is clear and holding traffic, where appropriate. It will implement a “safety bubble” that should ensure that the race is delivered safely for riders and the public.
The Order comes into force on 16 May 2026 and has a maximum duration of 1 day. The restriction is only expected to operate from 10:00 hours to 13:40 hours. A copy of the Order and Notice can be viewed on the Welsh Government’s website at https://gov.wales/road-orders.
