What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

ROAD TRAFFIC REGULATION ACT 1984

  1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 27 April 2026 made the following Order The Kingston upon Thames (Moving Traffic Restrictions) (Amendment No. 13) Order 2026 Order under section 6 and 124 (insofar as applicable) and all other powers thereunto enabling as of the Road Traffic Regulation Act 1984*, as amended.
  2. The general effect of the Order will be to make administrative amendments/corrections to The Kingston Upon Thames (Moving Traffic Restrictions) Order 2024 and or map-based schedules relating to the following locations:-

    (a) School Streets operational times:

    (i) Buckland Road (Castle Hill SS4) to operate Monday to Friday between 8am to 9am and 2.30pm to 3.30pm; and

    (ii) Ellingham Road (Ellingham Primary School SS12) to operate Monday to Friday between 8.15am to 9.15am and 2.30pm to 3.30pm; and

    (b) banned left turn in Gordon Road from No. 64 and remove stretch of one-way outside No. 29;

    (c) ‘no entry’ and banned right turn in Birkenhead Avenue; and

    (d) ‘no motor vehicle’ prohibition in King Charles Road adjacent to No. 99 Beaconsfield Road.

    (e) amend the map-based tiles to the schedule attached to The Kingston upon Thames (Moving Traffic Restrictions) Order 2024 to match conditions as they exist on site.

    All are amendments/corrections to The Kingston Upon Thames (Moving Traffic Restrictions) Order 2024 and or map-based schedules. No changes will be made on street for the locations mentioned above.

  3. Copies of the made Order, which will come into force on 5 May 2026, the Council’s Statement of Reasons for making the Order and map-based schedules showing the locations and the effects of the Order may be inspected as follows:-

    (a) online at https://streetspace.appyway.com/kingston-upon-thames selecting the road name and restriction as detailed item 2 above;

    (b) Council libraries; or

    (c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays).

  4. Should any person wish to question the validity of this Order, or any of their provisions, because they are not within the powers conferred by the Road Traffic Regulation Act 1984. Or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
