What is happening?

CITY OF WESTMINSTER
CAVENDISH AVENUE AND WELLINGTON PLACE (LORD’S CRICKET GROUND SECURITY SCHEME) THE CITY OF WESTMINSTER (PRESCRIBED ROUTES) (LORD’S CRICKET GROUND) TRAFFIC ORDER 2026

1. NOTICE IS HEREBY GIVEN that Westminster City Council, with the consent of Transport for London, on 27th April 2026 made the above Order under sections 6 and 22C of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be, in connection with the holding of significant events at Lord’s Cricket Ground or at such times as dictated by the receipt of intelligence or in response to an increase in the national threat level in respect of the safety of pedestrians and properties in the vicinity of that venue, to:

(a) enable a Metropolitan Police Service “Gold Commander” or authorised Westminster City Council officer to commence, suspend or revive temporary road closures for vehicles and / or pedestrians in Cavendish Avenue and Wellington Place (south-west of Wellington Road) when it is considered necessary for the purposes of avoiding or reducing, or reducing the likelihood of, danger connected with terrorism, or preventing or reducing damage connected with terrorism;

(b) enable a police constable or a person authorised by a police constable to manage such temporary road closures when they are operational, including granting access for authorised vehicles and pedestrians; and

(c) enable a police constable or a person authorised by a police constable to require vehicles or pedestrians to:

(i) leave any road or length of road in which vehicles and pedestrians are temporarily prohibited when directed to do so by that constable or authorised person; and

(ii) comply with all directions given by that constable or authorised person while entering, proceeding in or leaving any road or length of road in which vehicles and pedestrians are temporarily prohibited.

3. The Order, which will come into force on 4th May 2026, and other documents giving more detailed particulars of the Order are available for inspection until 8th June 2026 at https://westminstertransportationservices.co.uk/lords and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays).

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
