THE BOROUGH OF LUTON
(LUTON CARNIVAL ARTS EVENTS)
(TEMPORARY TRAFFIC MANAGEMENT) ORDER 2026

NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, intends to make the above Order under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).

The Order will come into operation on 24th May 2026 and cease to be in operation after 15th August 2026 or when the proposed Luton community events have finished, whichever is the earlier. Specific dates and times will be signed locally. The Order will therefore be in operation during such date and time and to such extent as indicated by traffic signs, barriers or cones. The effect of the Order will allow the Council to close to vehicular traffic the following roads and lengths of roads for the events as titled:

LUTON INTERNATIONAL CARNIVAL
Alma Street, Alma Link, Alexandra Avenue (from Marlborough to New Bedford Road), Bridge Street, Brook Street (100 metres From New Bedford Road), Bute Street, Castle Street, Collingdon Street (from Inkerman Street to New Bedford Road), Crawley Road (from Gas Works Path to Telford Way), Cromwell Hill, Cromwell Road (100 metres from New Bedford Road), Church Street (St Marys to Park Street West) Foxglove Way (Primrose Close to New Bedford Road), Flowers Way, George Street, Gordon Street, Gregories Close, Guildford Street (from Mill Street to Cheapside), Hucklesby Way, Hucklesby Way Roundabout, Landsdowne Road (100 metres from New Bedford Road), Library Road, Manchester Street, Malzeard Road, Mill Street, New Bedford Road (from Manchester Street to Stockingstone Road), Peel Street, Park Street (from Church Street to Vicarage Street) Park Street West, Silver Street, Studley Road, St Georges Square, Telford Way, Upper George Street, Wellington Street,. Diversion route via Stockingstone Road, Hitchin Road, Crescent Road, Crawley Green Road, St Marys Roundabout, Park Viaduct, Chaple Viaduct, Stuart Street, Dunstable Road. Anticipated date and times of closures 24th May 2026, 8am to 8pm, or when the proposed Luton Carnival Arts Event has finished, whichever is earlier.

FUNK & SOUL
Silver Street, Bute Street (from Silver Street to Guildford Street), Guildford Street. Anticipated date and times of closures 18th July 2026, 1pm to 9pm, or when the proposed Funk & Soul event has finished, whichever is earlier.

BEATS & BITES
Silver Street, Bute Street (from Silver Street to Guildford Street), Guildford Street. Anticipated date and times of closures 15th August 2026, 1pm to 9pm, or when the proposed Beats & Bites event has finished, whichever is earlier.

The Order is intended to create a window for the Luton Carnival Arts events to take place and it is anticipated that the events will take place within the dates and times described as above. The purpose of the Order is to enhance the safety of the public attending Luton Carnival Arts events.

Access will be maintained as best as possible to properties where this may be done safely and diversions for traffic where available will be marked by signs. Details of road closures and diversions can be found at
