Temporary Prohibition of Traffic Order 2026
Further to the issue of a Notice under Section 14(2) of the Road Traffic Regulation Act 1984 “the Act”, on 10 April 2026, Surrey County Council made the above-mentioned Temporary Traffic Order under Sections 14(1) of the Act, the effect of which will be to prohibit pedestrians from entering or proceeding in that length of Willows Path (T6031) Epsom as extends from its junction with Castle View (T6032) to its junction with Lewins Road (D2043).
Alternative route – T6030 Townpath Lewins Road to Wells Road, D2434 Wells Road and T6035 Townpath Wells Road to Wheelers Lane, or this route in reverse.
This Order is required to enable Nationwide Engineering to facilitate urgent bridge reinstatement works and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 17 April 2026. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed.

Temporary Prohibition of Traffic Order (No.1) 2026
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in the lengths of roads specified in Schedule 1 to this Notice; and (b) prohibit all traffic, including pedestrians, from entering or proceeding in the length of road specified in Schedule 2 to this Notice; and (c) prohibit vehicles from waiting at any time on both sides of the length of road specified in part 1 of Schedule 2 to this Notice. This Order is required to enable Surrey County Council to facilitate fine milling works, footway slurry works and/or carriageway surfacing/treatment works and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 4 May 2026. Advanced warning signs will be displayed and the temporary restrictions will only operate when the relevant traffic signs are displayed.
For Schedule 1: In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.
For Schedule 2: Pedestrian access to premises will be maintained at all times. All other traffic, including emergency service vehicles and pedestrians, will be maintained via the diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. For part 1 of Schedule 2: Exemptions are provided to permit vehicles to wait in order to pick up and set down passengers, to load and unload goods, to carry out essential services and works or when used by local authorities in pursuance of statutory powers or duties and for furniture removals, (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction). The usual exemptions apply for Post Office vehicles when delivering or collecting postal packets, vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer.

- the entire length of D2266 Longmead Road, Epsom (between Chessington Road and Hook Road).
Alternative Route – B284 Hook Road, B284 Chessington Road and B2200 Chessington Road;
- that length of A284 Hook Road and B284 Chessington Road, Epsom which extends the entire length of the circulatory carriageway comprised within the roundabout situated at or adjacent to the junctions of A284 Hook Road, B2200 Chessington Road and B284 Chessington Road and a point 30m north-west, south-west and south-east of the said roundabout.
Alternative Route 1 – B284 Chessington Road (westbound), B284 Ruxley Lane, A240 Kingston Road, A240 Ewell By-Pass, B2200 London Road, B2200 Spring Street and B2200 Chessington Road;
Alternative Route 2 – B2200 Chessington Road, B2200 Kingston Road, B2200 London Road, A240 Ewell By-Pass, A240 Kingston Road, B284 Ruxley Lane and B284 Chessington Road;
Alternative Route 3 – B284 Hook Road, D2266 Longmead Road, B2200 Chessington Road and follow either Alternative Route 2 or Alternative Route 3;
- that length of C196 Horton Lane and D2488 Oakwood Avenue, Epsom which extends the entire length of the circulatory carriageway comprised within the roundabout situated at or adjacent to the junctions of C196 Horton Lane and D2488 Oakwood Avenue and a point 30m north, south and west of the said roundabout.
Alternative Route 1 – C196 Horton Lane, B284 Hook Road, D2267 Chantilly Way and C196 Horton Lane;
Alternative Route 2 – D2488 Oakwood Avenue, D2488 Sandy Mead, D2488 McKenzie Way and C196 Horton Lane;
- that length of A240 Reigate Road, Ewell which extends from its junction with A24 Ewell By-Pass southwards to the southern property boundary line of No.72b.
Alternative Route – A24 Ewell By Pass, A24 London Road (partly within TfL), A2043 Malden road (Sutton), A232 Ewell Road (TfL), A217 Belmont Rise (TfL), A217 Brighton Road, A2022 Fir Tree Road and A240 Reigate Road.
Schedule 1
- the entire length of D2290 Middle Lane, Epsom (between Kiln Lane and Lintons Lane).
Alternative Route – D2263 Lintons Lane, D2423 Victoria Place, A24 East Street and A2244 Kiln Lane.
- the entire length of D2287 Meadowview Road, Epsom (between Eastcroft Road and Chessington Road).
Alternative D2287 Meadowview Road – D2136 Eastcroft Road, D2185 Green Lanes and B2200 Chessington Road.
