Brighton - Introduction of Controlled Parking Zone 14 with Permit Parking and Restrictions
What is happening?

NOTICE is hereby given that Brighton & Hove City Council (“the Council”) has on 8 April 2026 made the Orders named below under the relevant sections of the Road Traffic Regulation Act 1984 as amended which when they come into operation on 13 April 2026 will introduce a new controlled parking scheme in the South Hollingdean area (“Controlled Parking Zone 14”). The effects of the proposed Order would be as follows:-
BRIGHTON & HOVE VARIOUS CONTROLLED PARKING ZONES CONSOLIDATION ORDER 2024 AMENDMENT ORDER NO.4 2026 (TRO-16A-2025)
The Order will introduce kerbside restrictions where permit holders and visitors may park within Controlled Parking Zone 14. Permits will be issued to residents, the cost of which is currently £193.45 per year (Please note there is a 75% increase for high emission vehicles and a 25% reduction for low emission vehicles). Disabled residents who have a Blue Badge and wish to park in resident parking places will be required to purchase a resident permit for a small administrative charge only (currently £10.60 for standard and low emission vehicles and £15.90 for high emission vehicles). A resident for the purposes of this scheme is a person aged 17 years or over whose usual residence is at premises, the postal address of which is in any of the qualifying streets specified below:-
Controlled Parking Zone 14: Adams Close, Davey Drive, Dudley Road, Dunster Close, Freehold Terrace, Hollingbury Crescent, Hollingbury Place, Hollingdean Lane, Hollingdean Road, Hollingdean Street, Hollingdean Terrace (from Hollingbury Place to Roedale Road), Horton Road, Lewes Road (northern carriage from Upper Lewes Road to Hollingdean Road), Mayor Close, Popes Folly (from Freehold Terrace to Hollingdean Road), Roedale Road, Southmount, The Crossway, The Linkway, Tintem Close, Upper Hollingdean Road, Waverley Crescent and Wigmore Close.
The Order also introduces to the scheme area visitor, business and carer permits all of which will be subject to restrictions. Briefly, in the case of visitor permits, applications will only be accepted from residents within the area of the scheme, there will be a limit of 50 permits issued to a resident in any 12 months period and each permit will cost £4.15 per day. Business permits will be issued to businesses located within the area of the scheme if they can prove a genuine business need for a vehicle on street. A maximum of 2 permits may be applied for by a business and they will be subject to criteria determined by the Council with each permit currently costing £474.50 per year (Please note there is a 75% increase for high emission vehicles and a 25% reduction for low emission vehicles). A carer permit can be applied for if the carer, who does not have to be a resident, has to visit a resident (or residents) within the area of the scheme and that resident is in need of a carer by virtue of age or physical/mental infirmity or is a woman requiring ante or post-natal care. The carer scheme is for non-professional carers.
Please note generally that in respect of the issue of any of the types of permit referred to above, the Council will exercise its discretion to ensure as far as possible that any priority groups are issued with permits first but the Council cannot guarantee that everyone will be issued with a permit or that a parking space will be available.
Parking places of the following types will be introduced in Controlled Parking Zone 14 with the hours and eligibility shown below:-
No Loading/Unloading Monday to Saturday – 7am to 10am and 4pm to 7pm: Lewes Road
No Stopping Restrictions Monday to Friday 8am–6pm on School Entrance Markings except August: Davey Drive
Permit Parking Places Monday to Sunday 8am to 8pm: Adams Close, Davey Drive, Dudley Road, Dunster Close, Hollingbury Crescent, Hollingbury Place, Hollingdean Road, Hollingdean Street, Hollingdean Terrace, Horton Road, Major Close, Roedale Road, The Crossway, The Linkway, Tintem Close, Upper Hollingdean Road, Waverley Crescent & Wigmore Close
Loading only Monday to Saturday – 8am to 5pm & Permit Parking Places Monday to Saturday 5pm to 8pm & Sunday 8am to 8pm: Hollingdean Terrace
Shared Permit or Paid Parking Place Monday to Sunday – 8am to 8pm – Low Tariff- Medium Term – 4 hours (No return within 4 hours): Davey Drive, Dudley Road, Hollingbury Crescent, Hollingbury Place, Hollingdean Terrace, Horton Road, Roedale Road, The Crossway & The Linkway
Exclusive Paid Parking Places Monday to Sunday – 8am to 8pm – Low Tariff Medium Term – 4 hours (No return within 4 hours): Hollingbury Place
Exclusive Paid Parking Places Monday to Sunday – 8am to 8pm – Low Tariff Long Term 12 hours: Upper Hollingdean Road
Car Club Parking Places At Any Time: Roedale Road

Loading Bays Monday to Sunday – 8am to 8pm: Hollingbury Place & Roedale Road
Pedal Cycle Parking Place – Bike Hangar: Hollingdean Street
Streets eligible for a Resident’s Permit for Zone 14: Adams Close, Davey Drive, Dudley Road, Dunster Close, Freehold Terrace, Hollingbury Crescent, Hollingbury Place, Hollingdean Lane, Hollingdean Road, Hollingdean Street, Hollingdean Terrace (from Hollingbury Place to Roedale Road), Horton Road, Lewes Road (northern carriage from Upper Lewes Road to Hollingdean Road), Major Close, Popes Folly (from Freehold Terrace to Hollingdean Road), Roedale Road, Southmount, The Crossway, The Linkway, Tintern Close, Upper Hollingdean Road, Waverley Crescent and Wigmore Close.
The underlying waiting restriction in the scheme area will be no waiting at any time and will be indicated by a double yellow line in the following roads:-

BRIGHTON & HOVE OUTER AREAS (WAITING, LOADING AND PARKING) AND CYCLE LANES CONSOLIDATION ORDER 2024 AMENDMENT ORDER NO.3 2026 (TRO-16B-2025)
This Order would revoke items that will be included in the amendment to the Brighton & Hove Various Controlled Parking Zones Consolidation Order 2024 as a result of the introduction of Zone 14.
It is important to be aware that new charges were approved at Full Council on 26 February 2026 and the new permit prices will come into effect on the 20 April 2026, details can be seen on NOI-02-2026 on the current TRO webpage (details below).
A proposed increase to resident visitor permit allocation and paid parking prices and tariffs will be advertised on a later TRO.
A copy of this Notice, the Orders as made, a plan showing the lengths of road affected and a statement of the Council’s reasons for making the Orders may be seen online at www.brighton-hove.gov.uk/current-tros
Any person who wishes to question the validity of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirements of the Act or of any instrument made under it have not been complied with may, within six weeks from the date on which the Order was made, apply to the High Court for that purpose.
