Prohibition of Waiting and Loading Notice of Making

NOTICE IS HEREBY GIVEN that Wigan Borough

Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.623) Order 2026 which will come into operation on 24th April 2026.

The effect of the Order will be to introduce no waiting at any time on:

• Cemetery Road, Ince (West side) from a point

172 metres Southwest of its junction with Warrington Road, for a distance of 100 metres in a South-westerly direction.

• Cemetery Road, Ince (East side) from a point

230 metres Southwest of its junction with Warrington Road, for a distance of 34 metres in a South-westerly direction. The effect of the Order will be to introduce no loading at any time on:

• Cemetery Road, Ince (West side) from a point

172 metres Southwest of its junction with Warrington Road, for a distance of 100 metres in a South-westerly direction.

• Cemetery Road, Ince (East side) from a point

230 metres Southwest of its junction with Warrington Road, for a distance of 34 metres in a South-westerly direction.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:

(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or

(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 31st March 2026 make application for the purpose to the High Court.

Millgate, Wigan – Proposed Loading Bay Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough

Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Wigan Roads No.1) (Traffic Regulation Consolidation) Order 2004 (Amendment No. 197) Order 2026.

The effect of the Order will be to introduce a loading bay, at the times specified below, on:

•   Millgate, Wigan (West) from a point 5 metres south of its junction with Hewlett Street to a point 19 metres south of its junction with Hewlett Street during the period of 8:00am to 6:00pm on Monday to Saturday. There will be limited exceptions permitting vehicles to wait for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in  connection with a funeral; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

The effect of the Order will be to revoke a loading bay, at the times specified below, on:

•   Millgate, Wigan (West) from a point 5 metres south of its junction with Hewlett Street to a point 19 metres south of its junction with Hewlett Street during the period of 8:00am to 6:00pm on Monday to Friday.

The effect of the Order will be to revoke disabled persons parking spaces, at the times specified below, on:

•   Millgate, Wigan (West) from a point 5 metres south of its junction with Hewlett Street to a point 19 metres south of its junction with Hewlett Street during the period of 8:00am to 6:00pm on a Saturday and Sunday.

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the

Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing libby.gill@wigan.gov.uk

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Wigan Council, Town Hall, Library Street, Wigan WN1 1YN or by emailing the above email address quoting reference RD/LS/LG/14818812 not later than 12th May 2026.

Church Street, Orrell –

Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Church Street, Orrell) (Temporary Closure) Order 2026 which will come into operation on 5th May 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Church Street, Orrell on 5th May 2026.

The alternative route for traffic is: St James Road –

Gantley Road – Upholland Road – Wigan Road The Order is necessary to allow frame and cover.

Crank Road, Billinge –

Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Crank Road, Billinge) (Temporary Closure) Order 2026 which will come into operation on 5th May 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Crank Road, Billinge on 5th May 2026 until 7th May 2026.

The alternative route for traffic is: Back Lane – Gores Lane – Rainford Road – Main Street – Upholland Road.

The Order is necessary to allow new water connection.

Bryn Road South,

Ashton-in-Makerfield

– Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Bryn Road South, Ashton-in-Makerfield) (Temporary Closure) Order 2026 which will come into operation on 20th April 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Bryn Road South, Ashton-in-Makerfield on 20th April 2026 between the hours of 09:00 and 17:00 only.

The alternative route for traffic is: Bolton Road –

Wigan Road – Alexandra Road

The Order is necessary to allow Frame and Cover.

Gathurst Road, Orrell –

Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Gathurst Road, Orrell) (Temporary Closure) Order 2026 which will come into operation on 19th April 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Gathurst Road at Railway Bridge on 19th April 2026 between the hours of 09:00 and 15:00 only.

The alternative route for traffic is: New Miles Lane – Appley Lane North – Appley Lane South – Bank

Brow – Roby Mill – Stoney Brow – College Road –

Grove Road – School Lane

The Order is necessary to allow access/assessment of bridge.
