What is happening?

Dated: 13th April 2026
Portsmouth City Council (Penarth Avenue & Mulberry Lane) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.78) Order 2026

Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 27th April 2026 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE
PENARTH AVENUE
From its junction with Havant Road for 30 metres.
MULBERRY LANE
From its junction with Salisbury Road to The Close.
B) TEMPORARY PROHIBITION OF LOADING AND WAITING
PENARTH AVENUE
In its entirety.
CARSHALTON AVENUE
In its entirety.
PENRHYN AVENUE
In its entirety.
BRECON AVENUE
In its entirety.
ABERDARE AVENUE
In its entirety.
MULBERRY LANE
In its entirety.
C) REASON FOR THE ORDER
To facilitate gas main works.
D) DURATION OF THE ORDER
From 27th April 2026 to 30th September 2026 or completion of the works, whichever is sooner. Notwithstanding the above, works will take place in sections as notified by signage and letters to residents in advance of works taking place.
E) DIVERSION
Vehicles will be diverted from:
Penarth Avenue, Penrhyn Avenue, Havant Road; and
Salisbury Road, Hilary Avenue, Court Lane, Havant Road, Mulberry Lane.
Pedestrian access will be maintained around the works.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the works.
