What is happening?
Essex County Council
(Church Lane, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To temporarily close Church Lane, Waltham Abbey in the District of Epping Forest, from Manor Road to Cross Roads the entire length. Intermittent traffic control will be used, when necessary, between Mott Street and Avey Lane junction to east of Holy Innocents Church.
The closure is scheduled to commence on 07 April 2026 between the hours of 06:00 to 20:00 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public while filming takes place.
The alternative route is via: Cross Roads, Manor Road and vice versa
Access for emergency service vehicles will be maintained at all times during the closure.
The Order will come into operation on 07 April 2026 and may continue in force for 18 months or until the event has been completed, whichever is the earlier
(Crown Gate, Terminus Street) (Banned Turns) Order 2025

Notice is hereby given that the Essex County Council has made the orders detailed in this notice under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)
1. To Implement: ‘Prohibition of Left-Hand Turn except for Buses’ Restriction.
Road — Description — Prohibition
Crown Gate — At a point approximately 55 metres south of its junction with Terminus Street. — No Left-Hand Turn into Crown Gate (eastbound)
2. To Implement: ‘Prohibition of Left-Hand Turn except for Buses and Authorised Vehicles’ Restriction.
Road — Prohibition
Velizy Avenue — No Left-Hand Turn into Terminus Street (northbound)
3. To Implement: ‘Prohibition of Motor Vehicles except for Loading’ Restriction.
Road — Description
Crown Gate — From its junction with Terminus Street, southwards for approximately 55 metres.

4. To Revoke: ‘Bus Lane’ Restriction allowing buses, motorcycles, pedal cycles, taxis, and private hire vehicles (licensed by a local authority) only
Road — Description
A1019 Fifth Avenue / A1019 Allende Avenue
Northbound:
(i) From a point approximately 15 metres northwest of its junction with Gladwin Way north-westwards for approximately 101.5 metres.
(ii) From a point approximately 78 metres north of its junction with Hammarskjold Road north-westwards for approximately 244.8 metres.
A1019 Velizy Avenue
Southbound: from a point approximately 215 metres north of its junction with A1025 Second and Third Avenue north-westwards for approximately 135.6 metres.
‘The Essex County Council (Various Roads, Harlow) (Bus Lane) Order 2020’ is hereby revoked in its entirety. Any roads not mentioned above shall continue in operation by virtue of the new Order.
5. To Extend: ‘Bus Lane’ Restriction allowing buses, motorcycles, pedal cycles, taxis, and private hire vehicles only
Road — Description
First Avenue / Mandela Avenue
Westbound: From a point approximately 76.8 metres from the junction with A1019 Velizy Roundabout, westwards for approximately 33 metres.
6. To Introduce: ‘Bus Lane’ Restriction allowing buses, motorcycles, pedal cycles, taxis, and private hire vehicles only
Road — Description
A1019 Fifth Avenue
Northbound
(i) From a point approximately 45 metres north of its junction with Velizy Roundabout northwards for approximately 56 metres.
(ii) From the Sainsburys roundabout junction with Hammarskjold Road northwards for approximately 332 metres.
(iii) From a point approximately 15 metres northwest of its junction with Gladwin Way north-westwards for approximately 103 metres.
Southbound
(i) From a point approximately 35 metres south of its junction with Burnt Mill Roundabout southeast for approximately 337 metres to a point approximately 30 metres north of the junction with Park Entrance.
(ii) From a point approximately 5 metres south of the junction with Park Entrance, south for approximately 327 metres, including the Sainsbury’s roundabout circulatory to a point approximately 49.5 metres north of its junction with Velizy Roundabout.
A1019 Velizy Avenue
Southbound: From a point approximately 247 metres south of its junction with Velizy roundabout, south-eastwards for approximately 121 metres.
Northbound
(i) From a point approximately 25 metres north of its roundabout junction with A1025 Second Avenue and A1025 Third Avenue, northwards for approximately 80 metres.
(ii) From a point approximately 43 metres north of its junction with Crown Gate northwards for approximately 106 metres.
(iii) From a point approximately 72 metres south of its junction with Terminus Street northwards for approximately 28.5 metres.
(iv) From a point approximately 24 metres north of its junction with Terminus Street, northwards for approximately 65 metres.
Crown Gate
Eastbound: From a point approximately 52 metres south west of its junction with A1019 Velizy Avenue, eastwards for approximately 42.0 metres.
7. To Revoke: ‘Bus Gate’ and Introduce: ‘Bus Gate’ Restriction allowing buses, motorcycles, pedal cycles, taxis, and private hire vehicles (licensed by a local authority) only
Road — Remove — Introduce
A1019 Velizy Avenue
Remove: Southbound right turn slip into Terminus Street: From a point approximately 54 metres south of its junction with First Avenue / Mandela Avenue, Fourth Avenue and Fifth Avenue / Allende Avenue roundabout, south for approximately 90 metres (entire length of slip).
Introduce: Southbound right turn slip into Terminus Street: From a point approximately 30 metres south of its junction with Velizy roundabout, south for approximately 100 metres (entire length of slip).
8. To Revoke: ‘Bus Gate’
Terminus Street
Eastbound right turn Exit Lane only: From a point approximately 45 metres northeast of its junction with Post Office Road, east for approximately 33.5 metres to its junction with A1019 Velizy Avenue.
9. To Implement: ‘Bus Gate’
Post Office Road
Northwest-bound and Southeast-bound: From a point approximately 29 metres northwest of its junction with Terminus Street north-westwards for approximately 47 metres.
‘The Essex County Council (A1019 Velizy Avenue and Post Office Road, Harlow) (Bus Gate) Order 2020’ is hereby revoked in its entirety. All restrictions shall remain in effect by virtue of the new Order.
These Orders shall come into operation on the 27 March 2026
Application to the high court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Brook Way, Chigwell) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Brook Way, Chigwell in the District of Epping Forest, from its junction with Chigwell Rise for a distance of approximately 15m in a south westerly direction. The closure is scheduled to commence on 24th April 2026 for 1 day, or where stated on a valid permit (MU11301065042-00000002 – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sewer cover replacement works are undertaken by Thames Water.
An alternative route is available via Brook Way, Chester Road, B170 and vice versa.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Emmaus Way, Chigwell) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Emmaus Way, Chigwell in the District of Epping Forest, from its junction with St Mary’s Way for a distance of approximately 60m in a south easterly direction. The closure is scheduled to commence on 27th April 2026 for 4 days, or where stated on a valid permit (EC40099413159 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new supply works are undertaken by UK Power Networks.
No diversion route is available.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Epping Road, Roydon) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Epping Road, Roydon in the District of Epping Forest, from its junction with Reeves Lane for a distance of approximately 70m in a south westerly direction. The closure is scheduled to commence on 27th April 2026 for 2 days, or where stated on a valid permit (BC411001WGNK989Z – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.
An alternative route is available via B181, B1133, A1169, Fifth Avenue, A414, B181 and vice versa.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Greensted Road, Ongar) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Greensted Road, Ongar in the District of Epping Forest, from a point approximately 155m north west of its junction with Drapers Corner for a distance of approximately 115m in a north westerly direction. The closure is scheduled to commence on 27th April 2026 for 1 day, or where stated on a valid permit (AZ901EA8547 – Cadent Gas Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pipe repair works are undertaken by Cadent Gas Limited.
An alternative route is available via Greensted Road, Toot Hill Road, Mutton Row, Drapers Corner and vice versa.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Hobbs Cross Road, Matching) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hobbs Cross Road, Matching in the District of Epping Forest, from a point approximately 480m south east of its junction with Chalk Lane for a distance of approximately 40m in a south easterly direction. The closure is scheduled to commence on 27th April 2026 for 2 days, or where stated on a valid permit (BC411001WGMJHD3S – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.
An alternative route is available via Hobbs Cross Road, Threshers Bush, Tilegate Road, Workers Road, High Laver Road, Matching Green, Matching Road, Matching Tye Road, Harlow Road, Matching Road, Moor Hall Road, Sheering Road, Churchgate Street, Hobbs Cross Road vice versa.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Little Gregories Lane / Piercing Hill, Theydon Bois) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close that length of Little Gregories Lane, Theydon Bois in the District of Epping Forest, from its junction with Theydon Road a distance of approximately 370m in a north easterly direction.
- To temporarily close that length of Piercing Hill, Theydon Bois in the District of Epping Forest, from its junction with Theydon Road a distance of approximately 25m in a south westerly direction.
The closures are scheduled to commence on 13th April 2026 for 29 days, or where stated on a valid permit (AZ7011001497936 / AZ7011001497936 – Cadent Gas Limited) (note closures will be in phases). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while new connection works are undertaken by Cadent Gas Limited.

(Newmans Lane, Loughton) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Newmans Lane, Loughton in the District of Epping Forest, from its junction with Hatfields for a distance of approximately 105m in a south westerly direction. The closure is scheduled to commence on 30th April 2026 for 1 day, or where stated on a valid permit (MU11300980950 – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sewer cover replacement works are undertaken by Thames Water.

The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Tawney Lane, Stapleford Tawney) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Tawney Lane, Stapleford Tawney in the District of Epping Forest, from a point approximately 420m north east of its junction with Tawney Common for a distance of approximately 560m in a south easterly direction. The closure is scheduled to commence on 1st May 2026 for 29 days, or where stated on a valid permit (EP40059811414 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while site access construction works are undertaken by Essex County Council.
An alternative route is available via Tawney Lane, London Road, Epping Lane, Mount Road, Colemans Farm Lane, Mount End Road, Epping Road, Tawney Common and vice versa.
The Order will come into effect on 2nd April 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Epping Road / Reeves Lane, Roydon CP) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close that length of Epping Road, Roydon in the District of Epping Forest, from a point approximately 225m north west of its junction with Old House Lane for a distance of approximately 275m in a north westerly direction.
- To temporarily close that length of Reeves Lane, Roydon in the District of Epping Forest, from its junction with Epping Road for a distance of approximately 120m in a south easterly direction.
The closure is scheduled to commence on 12th April 2026 for 1 day, or where stated on a valid permit (BC00806EAA4167293SB2 / BC00806EAA4167293SB – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new service connection works are undertaken by Openreach.
An alternative route is available via Tylers Road, Epping Road Roundabout, Water Lane, Southern Way, Katherine’s Way, Third Avenue, Elizabeth Way, Roydon Road, Harlow Road, Epping Road (with access only into Epping Road and Reeves Lane) and vice versa.
