Wigan Borough Public Footpath and Public Bridleway (Tyldesley No.148 & 148a (Part)) (Temporary Closure) Order 2026
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough Public Footpath and Public Bridleway (Tyldesley No. 148 & 148a (Part)) (Temporary Closure) Order 2026 which will come into operation on 26th March 2026.
The effect of the Order will be to prohibit any person except upon the direction or with the permission of a police constable from using:
• Public footpath Tyldesley No.148 and public bridleway Tyldesley No.148A from Point A at its junction with Garrett Lane as shown on the Order Map at grid reference 370744 401521, northeast to Point B at its junction with Lambert Meadow road as shown on the Order Map at grid reference 370828 401639 for a distance of approximately 155 metres.
Please note there is no alternative route available.
The Order is necessary to enable development to take place. This public footpath and bridleway will be closed for a period of six months commencing on 26th March 2026.
Coupland Road – Prohibition of Waiting Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.630) Order 2026.
The effect of the Order will be to revoke no waiting at any time on:
• Coupland Road, Hindley Green (North East) from a point 27 metres south east of its junction with Wetheral Close for a distance of 105 metres in a north westerly direction.
• Coupland Road, Hindley Green (South West) from a point 27 metres south west of its junction with Wetheral Close to a point 15 metres north west of its junction with Ormside Close.
The effect of the Order will be to introduce no waiting at any time on:
• Coupland Road, Hindley Green (North East) from a point 100 metres south east of its junction with Wetheral Close for a distance of 105 metres in a north westerly direction.
• Coupland Road, Hindley Green (South West) from a point 100 metres south west of its junction with Wetheral Close to a point 15 metres north west of its junction with Ormside Close.
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances; (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Wigan Council, Town Hall, Library Street, Wigan, WN1 1YN or by emailing the above email address quoting reference RD/LS/LG/14378896 no later than 23rd April 2026.
Wycombe Drive, Tyldesley – Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Wycombe Drive, Tyldesley) (Temporary Closure) Order 2026 which will come into operation on 22nd April 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Wycombe Drive, Tyldesley on 22nd April 2026 between the hours of 9.30am and 3.30pm.
The alternative route for traffic is: Ennerdale Road.
The Order is necessary to allow fibre cabling.
Heath Lane, Lowton – Temporary Closure
Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Heath Lane, Lowton) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Heath Lane, Lowton on 28th April 2026.
Please note there will be a signed diversion in place.
The Order is necessary to allow tree cutting.
Spa Road, Atherton – Temporary Closure
Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Spa Road, Atherton) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Spa Road, Atherton at Railway Bridge on 26th April 2026 between the hours of 10:00 and 15:00 only.
The alternative route for traffic is: Devonshire Road – Fletcher Avenue.
The Order is necessary to allow access/assessment of bridge.
Stirrups Farm Road and Various Other Roads, Lowton – Proposed Speed Restriction
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 82(2), 83(2) and 84 of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers, proposes to make the Wigan Borough Council (Stirrups Farm Road and Various Other Roads, Lowton) (20 MPH Speed Restriction) Order 2026.
The effect of the Order will be to impose a speed limit of 20 miles per hour, on the following roads:
• Stirrups Farm Road, Lowton from its junction with Church Lane, Lowton to its junction with Stone Cross Lane North, Lowton.
• Stoneacre Close for the entire length of the road.
• Croft Green Close for the entire length of the road.
• Lea Green Close for the entire length of the road.
• Fieldacre Close for the entire length of the road.
• Field Meadow Close for the entire length of the road.
• South Meadow Close for the entire length of the road.
• Northacre Close for the entire length of the road.
• Paddock Green Close for the entire length of the road.
• Southacre Drive for the entire length of the road.
• Stirrups Meadow for the entire length of the road.
• Farmhouse Close for the entire length of the road.
• Waterfield Close for the entire length of the road.

Old Manor Park, Atherton – Temporary Closure
Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Old Manor Park, Atherton) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Old Manor Park, Atherton on 5th May 2026 between the hours of 9.30am and 3.00pm.
Access will be maintained for residents where possible.
The Order is necessary to allow cabling and tree cutting.
