LIVERPOOL CITY COUNCIL PUBLIC NOTICES

(Liverpool School Streets Scheme) (Various Locations) (Temporary Suspension of Prohibition of Waiting, Prohibition of Loading & Unloading, Residents Parking Places & Unrestricted Parking Place) (Temporary Prohibition of Driving At Certain Times, Prohibition of Waiting, Prohibition of Loading & Unloading, Residents Parking Place, Limited Waiting Parking Place & Disabled Resident Parking Place) Order, 2026.

Notice is hereby given that the Council intends to make the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984: - Part 1:
1. To prohibit any motor vehicle from proceeding, in both directions, with certain exceptions, between: -
(a) 8.15am-9.15am and 2.30pm-3.30pm on Mondays to Fridays inclusive, during school term times only, along: - Watergate Lane from its junction with Woodrock Road in a north easterly direction to its terminus, Watergate Way from its junction with Priorsfield Road in a south westerly direction to its terminus, Arlington Avenue in its entirety, Neilson Road from its junction with St Michaels Road in a south easterly direction to its terminus, Lynwood Road from its junction with Rice Lane in an easterly direction to its junction with Lynwood Brockenhurst Road in its entirety, Meadway, in its entirety, Fieldway from its junction with Thingwall Road in a southerly direction to its terminus, Barclay Street in its entirety, Church Road from a point 50m south of its junction with Prescot Road to its junction with Selkirk Road. Montreal Road from its junction with Winnipeg Drive in a north westerly direction to its terminus, Overbury Street from its junction with Cardwell Street in a southerly direction to its junction with Angela Street, Oakfield from its junction with Walton Breck Road in a south-westerly direction for a distance of 60m, Lugard Road from its junction with Milner Road in a south-easterly direction to its junction with Dundonald Road, Toxteth Street from its junction with Rhyl Street in a southerly direction to its terminus, Upper Essex Street from its junction with Steble Street in a southerly direction to its terminus, Rudston Road from its junction with Okehampton Road in an easterly direction to its junction with Score Lane & Garmoyle Close in its entirety, Barclay Street in its entirety; &

(b) 8.15am-9.00am and 2.30pm-3.30pm on Mondays to Fridays inclusive, during school term times only, along: - Spring Grove from its junction with Town Row in an easterly direction to its terminus & South Parkside Drive from its junction with Melwood Drive in a southerly direction to its junction with Spring Grove. 

2. The exceptions referred to in Article 1 shall apply to an emergency service vehicle (in the process of attending an emergency call and whilst displaying blue flashing lights), a statutory services vehicle, a postal operator's vehicle, a local authority vehicle in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by His Majesty's Prison Service, a pedal cycle or an electrically assisted pedal cycle not being a motor vehicle accessing properties within the extent of the prohibition.
Part 2:
3. The City Council of Liverpool (Kensington/Phythian Estate/Towerlands Area) (Various Roads) (Revocation, Prohibition of Waiting, Prohibition of Loading and Unloading, Residents Parking Places, Limited Waiting Parking Places & Disabled Resident's Parking Places) Order, 2016, is hereby varied as to:- 
(1) Suspend the existing:
(a) prohibition of waiting at any time on Overbury Street, east side, from its junction with Harbord Street in a southerly directions for a distance of 8m;

(b) prohibition of loading & unloading at any time on Overbury Street, east side, from its junction with Harbord Street in a southerly directions for a distance of 8m;

(c) residents parking places (24 Hrs, Mon-Sun) on: (i) Overbury Street (Permitted Parking Area) from a point 54m south of its junction with Chatham Place in a southerly direction to apoint 103m south of its junction with Cardwell Street, & (ii) Overbury Street, east side, from a point 8m south of its junction Chatham Place, in southerly direction for a distance of 10m;

(d) unrestricted parking place on Overbury Street, east side, from a point 18m south of its junction with Chatham Street in a southerly direction for a distance of 36m.

(2) Introduce the new:
(a) prohibition of waiting at any time, with certain exceptions, on Overbury Street, east side, from its junctions with Harbord Street in a southerly directions for a distance of 11m; 

(b) prohibition of loading & unloading at any time, with certain exceptions, on Overbury Street, east side, from its junctions with Harbord Street in a southerly directions for a distance of 11m;

(c) residents parking place (24 Hrs, Mon-Sun) on Overbury Street (Permitted Parking Area) from a point 59.5m south of its junction with Harbord Street in a southerly direction to a point 103m south of its junction with Cardwell Street;

(d) limited waiting parking place (Mon-Sat, 7am-7pm & max. period of waiting 3 hours with no return within 1 hour) on Overbury Street, east side, from a point 17m south of Harbord Street in a southerly direction for a distance of 42.5m.

(e) disabled resident parking place: Overbury Street (DPPP Bay Nº 3049) east side, from the dividing wall produced between Nº3 & Nº5 in a southerly direction for a distance of 6m, and which has a width throughout of 2m.

4. The exceptions referred to in Articles 3(2)(a) & 3(2)(b) only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely: - (i) building, industrial or demolition operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said side of length of road; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said side of length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said side of length of road; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person's badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport's guidebook, "The Blue Badge Scheme: Rights And Responsibilities In England" (excluding Article 3(2)(b)); (h) to enable goods to be loaded on to or unloaded from the vehicle (excluding Article 3(2)(b)); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.

Part 3: General
5. This Order will be operative from the 13 April 2026 to 13 October 2027 or for such a lesser period of time as dictated by the formal introduction of an Experimental Traffic Regulation Order for this Scheme and is required to uphold the statutory duty of Liverpool City Council to ensure the safe and expeditious movement of traffic on its network and to support the continued operation of various School Streets within Liverpool.
