1. NOTICE is hereby given that the Council of the London Borough of Brent (‘the Council’) propose to make the above mentioned Orders under section 6, 45, 46, 49 and 124 of and part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:
(a) in Buckley Road:
(i) on the north-west side:
(A) between a point 11.5 metres south-west of the south-western kerb-line of Kilburn High Road and a point 23.5 metres south-west of that kerb-line, to replace a 4.9-metre doctor parking place and a 7-metre paid-for parking place with a loading bay (30 minutes maximum stay, 1 hour no return) operating ‘at any time’; and
(B) between a point 23.5 metres south-west of the south-western kerb-line of Kilburn High Road and a point 30.3 metres south-west of that kerb-line, to replace ‘controlled hours’ waiting restrictions with waiting restrictions operating between 7am and 7pm on any day; and
(ii) on the south-east side, from a point 11.1 metres south-west of the south-western kerb-line of Kilburn High Road south-westwards for a distance of 10.1 metres, to change the hours of operation of the loading bay from 8am to 6.30pm on Mondays to Saturdays inclusive, to ‘at any time’;
(b) in Cavendish Road, both sides, to provide ‘at any time’ waiting and loading restrictions between the south-western kerb-line of Kilburn High Road and a point 24.3 metres south-west of that kerb-line;
(c) in Christchurch Avenue, the south-east side, to provide ‘at any time’ waiting and loading restrictions between the south-western kerb-line of Kilburn High Road and a point 30.3 metres south-west of that kerb-line;
(d) in Dyne Road to:
(i) replace paid-for parking with a loading bay (30 minutes maximum stay, 1 hour no return), on the north-west side, from a point 9.9 metres south-west of the south-western kerb-line of Kilburn High Road south-westwards for a distance of 5.8 metres;
(ii) replace doctors parking with disabled persons (blue badge) parking operating ‘at any time’ (2 hour maximum stay, 1 hour no return), on the north-west side, from a point 31.7 metres south-west of the south-western kerb-line of Kilburn High Road, south-westwards for a distance of 6.6 metres;
(iii) replace a goods vehicles loading bay (30 minutes maximum stay, 2 hours no return) operating between 8.30am and 6.30pm on Monday to Friday inclusive with a loading bay (30 minutes maximum stay, 1 hour no return) on the south-east side, from a point 10.7 metres south-west of the south-western kerb-line of Kilburn High Road south-westwards for a distance of 8 metres;
(iv) replace shared-use (KD permit holders or 4 hour paid-for) parking with a loading bay (30 minutes maximum stay, 1 hour no return) operating ‘at any time’ on the south-east side, from a point 24.5 metres south-west of the south-western kerb-line of Kilburn High Road south-westwards for a distance of 12 metres;
(v) replace ‘controlled hours’ waiting restrictions with waiting restrictions operating between 7am and 7pm on any day:
(A) on the north-west side, between a point 26.7 metres south-west of the south-western kerb-line of Kilburn High Road, and a point 31.7 metres south-west of that kerb-line; and
(B) on the south-east side, between a point 18.7 metres south-west of the south-western kerb-line of Kilburn High Road and a point 24.5 metres south-west of that kerb-line;
(e) in Kilburn High Road, the south-west side, in that length that lies between a point 9.5 metres south-east of the south-eastern kerb-line of Christchurch Avenue and a point 2.2 metres south-east of the party wall of No. 245 and Nos. 251 to 255 Kilburn High Road, to replace the existing parking places, loading bays and waiting and loading restrictions so that the following is provided:
(i) goods vehicle loading place operating every day between 7pm and 11am (1 hour maximum stay, 1 hour no return) with waiting and loading prohibited at all other times, on the footway, from a point 3.6 metres north-west of the party wall of No. 391 and 393 Kilburn High Road, south-eastwards for a distance of 27.5 metres;
(ii) disabled persons (blue badge) parking operating ‘at any time’ (2 hour maximum stay, 1 hour no return):
(A) from a point 6.2 metres north-west of the party wall of No. 305 and Nos. 307 to 313 Kilburn High Road north-westward for a distance of 12.8 metres; and
(B) from a point 5.7 metres south-east of the north-western wall of Nos. 275 to 279 Kilburn High Road south-eastward for a distance of 7.8 metres;
(iii) loading place operating ‘at any time’ from a point 6.2 metres north-west of the party wall of Nos. 305 and 313 Kilburn High Road south-eastward for a distance of 41.7 metres;
(iv) ‘at any time’ waiting restrictions, between a point 39.5 metres south-east of the south-eastern kerb-line of Christchurch Avenue and a point 54.6 metres south-east of that kerb-line;
(v) ‘at any time’ waiting restrictions and 11am to 7pm on any day loading restrictions, between a point 3.7 metres north-west of the party wall of Nos. 349 and 351 Kilburn High Road and a point 13.7 metres south-east of that common boundary; and
(vi) ‘at any time’ waiting and loading restrictions, except in those lengths referred to in sub-paragraphs (i) to (v) preceding or in those lengths where pedestrian crossings and associated zigzag markings referred to in paragraph 4 of this Notice and the bus stop clearways referred to in paragraph 6 of this Notice would be provided.
3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 as amended, proposes to build blended crossings/raised tables with a height the same as the surrounding kerbs, in the following locations:
(a) blended crossing in Buckley Road at its junction with Kilburn High Road, extending in Buckley Road for 6.5 metres south-west of the south-western kerb-line of Kilburn High Road;
(b) raised table at the junction of Shoot Up Hill/Kilburn High Road and Christchurch Avenue, extending in Shoot Up Hill/Kilburn High Road: between a point 3.9 metres south-east of the common boundary of Nos. 4 and 6 Shoot Up Hill and a point 9 metres south-east of the south-eastern kerb-line of Maygrove Road, and in Christchurch Avenue: between its junction with Shoot Up Hill/Kilburn High Road and a point 10 metres south-west of the south-western kerb-line of Shoot Up Hill/Kilburn High Road, including 1.5-metre ramps; and
(c) raised table at the junction of Kilburn High Road and Cavendish Road, extending in Kilburn High Road: between a point 8.5 metres north-west of the north-western kerb-line of Iverson Road and a point 8 metres south-east of the south-eastern kerb-line of Iverson Road, and in Cavendish Road: between its junction with Kilburn High Road and a point 8.2 metres south-west of the south-western kerb-line of Kilburn High Road including 1.5-metre ramps.
4. FURTHER NOTICE IS HEREBY GIVEN that the Council, under section 23 of the Road Traffic Regulation Act 1984, have approved the provision of signalised pedestrian crossings:
(a) with its centre line 7.8 metres north-west of the north-western wall of Nos. 353/355 Kilburn High Road and having a length of 8.5 metres, with zigzags, on which vehicles would be prohibited from stopping at all times, extending 17 metres on the south-eastern approach to the crossing and 4.5 metres on the north-western exit from the crossing;
(b) with its centre line 9 metres north-west of the south-eastern wall of No. 308 Kilburn High Road and having a length of 9 metres, with zigzag markings, on which vehicles would be prohibited from stopping at all times, extending 17 metres on the south-eastern approach to the crossing and 4.5 metres on the north-western exit from the crossing;
(c) with its centre line 6 metres north-west of the party wall of Nos. 285 and 287 Kilburn High Road and having a length of 9 metres, with zigzag markings, on which vehicles would be prohibited from stopping at all times, extending 12.7 metres on the south-eastern approach to the crossing and 17 metres on the north-western exit from the crossing; and
(d) with its centre line 5.3 metres south-east of the party wall of Nos. 264 to 266 and No. 268 Kilburn High Road and having a length of 9 metres, with zigzag markings, on which vehicles would be prohibited from stopping at all times, extending 17 metres either side of the crossing.
5. FURTHER NOTICE IS HEREBY GIVEN, as a courtesy measure, that the Council, under the powers of the Traffic Signs Regulations and General Directions 2016, have approved the provision of north-westbound cycle lanes on the south-west side of Kilburn High Road, as follows:
(a) advisory with-flow cycle lane, from a point 3.6 metres north-west of the north-western boundary of No. 405 Kilburn High Road, north-westwards for a distance of 15.1 metres; and
(b) mandatory with-flow cycle lanes:
(i) from a point 18.7 metres north-west of the north-western boundary of No. 405 Kilburn High Road, north-westwards for a distance of 21.7 metres; and
(ii) from a point 1 metre south-east of the party wall of Nos. 367 and 369 Kilburn High Road, north-westwards for a distance of 8 metres.
6. FURTHER NOTICE IS HEREBY GIVEN, as a courtesy measure, that the Council, under the powers of the Traffic Signs Regulations and General Directions 2016, have approved changes to the bus stop clearway markings on the south-west side of Kilburn High Road, as follows:
(a) the existing bus stop clearway outside Nos. 399 to 405 Kilburn High Road will be extended, so as to extend from a point 7 metres north-west of the party wall of Nos. 391 and 393 Kilburn High Road north-westward for a distance of 30 metres;
(b) the existing bus stop clearway outside Nos. 359 to 363 Kilburn High Road will be extended, so as to extend from a point 16.5 metres north-west of the north-western wall of Nos. 353/355 Kilburn High Road north-westward for a distance of 23 metres; and
(c) the existing bus stop clearway outside Nos. 241 to 245 Kilburn High Road will be relocated, so as to extend from the party wall of Nos. 239 and 241 Kilburn High Road north-westward for a distance of 25.4 metres.
Vehicles other than local buses will remain prohibited from stopping on the bus stop clearway markings at any time.
7. Copies of the proposed Orders and the Council’s statement of reasons for proposing to make the Orders and plans indicating the proposals can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley HA9 0FJ.

9. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in the post to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley HA9 0FJ, quoting the reference TO/25/151/GD, to arrive no later than 21 days from the date of publication of this notice.
