Notice to Unknown Owner(s) Intention of Wigan Borough Council to Apply Section 228 of the Highways Act 1980, in Relation to Part of Ash Grove, Standish, Wigan Following the Carrying out of Street Works
Wigan Borough Council (“the Council”)
HEREBY GIVES NOTICE that in connection with the land at Ash Grove, Standish, Wigan (“the Development Land”), it intends to carry out street works on Ash Grove, Standish, Wigan.
Part of the Development Land is not registered with the Land Registry and enquiries have been made by us, however we have been unable to ascertain the true legal owner(s) of that part of the Development Land.
It is the Council’s intention to exercise its statutory notice procedure under Section 228 of the Highways Act 1980 (“the Act”) with a view to adopting the such part of the Development Land, so that that part of Ash Grove, Standish, Wigan will become a highway maintainable at the public expense.
Any person who believes he/she/they are the true owner(s) or has/have any information on the ownership of the Development Land should contact d.birchall@wigan.gov.uk in writing (Telephone: 07887 848481) quoting reference RD/LS/DZB/12813664 no later than 21st April 2026. A copy of the notice and plans may be inspected at Wigan Town Hall, Library Street, Wigan, WN1 1YN during normal office hours 9am to 5pm (excluding Saturday and Sundays).
Crank Road, Billinge – Temporary Closure Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Crank Road, Billinge) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Crank Road, Billinge on 5th May 2026 until 7th May 2026.
The alternative route for traffic is: Back Lane – Gores Lane – Rainford Road – Main Street – Upholland Road.
The Order is necessary to allow a new water connection.
Ruabon Crescent, Hindley Green –
Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant
Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Ruabon Crescent, Hindly Green) (Temporary Closure) Order 2026 which will come into operation on 20th April 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Ruabon Crescent, Hindley Green on 20th April 2026 until 24th April 2026.
The alternative route for traffic is: Longhurst Road. The Order is necessary to allow electricity cable installation.
Alker Street, Wigan – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Alker Street, Wigan) (Temporary Closure) Order 2026 which will come into operation on 21st April 2026. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Alker Street, Wigan on 21st April 2026 between the hours of 8.00am and 6.00pm.
The alternative route for traffic is: Argyle Street.
The Order is necessary to allow replacement of frame and cover.
Church Street, Orrell –
Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Church Street, Orrell) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Church Street, Orrell on 5th May 2026.
The alternative route for traffic is: St James Road – Gantley Road – Upholland Road – Wigan Road.
The Order is necessary to allow frame and cover.

Ashton-in-Makerfield – Proposed
Speed Restriction

NOTICE IS HEREBY GIVEN that Wigan Borough
Council, in exercise of the powers under Section
82(2), 83(2) and 84 of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers, proposes to make the Wigan Borough Council (Old Road and Low Bank Road, Ashton-in-Makerfield) (20 MPH Speed Restriction) Order 2026.
The effect of the Order will be to revoke a speed limit of 20 miles per hour, on the following road:
• Old Road, Ashton-in-Makerfield from its junction with Bryn Street for a distance of 23 metres in a westerly direction. The effect of the Order will be to impose a speed limit of 20 miles per hour, on the following roads:
• Old Road, Ashton-in-Makerfield from its junction with the A49 Wigan Road to its junction with the A5062 Wigan Road.
• Mayfield Street, Ashton-in-Makerfield from its junction with Old Road to the point at which the road terminates.
• Low Bank Road, Ashton-in-Makerfield from its junction with Old Road to a point 5 metres west of its junction with Balliol Way.

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal Governance and Elections, Town Hall, Library Street, Wigan, WN1 1YN quoting reference RD/LS/LG/14244800/SPEED not later than 21st April 2026.
Gathurst Road, Orrell – Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Gathurst Road, Orrell) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Gathurst Road, Orrell at Railway Bridge on 19th April 2026 between the hours of 09:00 and 15:00 only.
The alternative route for traffic is: New Miles Lane –
Appley Lane North – Appley Lane South – Bank
Brow – Roby Mill – Stoney Brow – College Road –
Grove Road – School Lane
The Order is necessary to allow access/assessment of the bridge.
