Regulation 3 of the Road Traffic (Temporary Restrictions) Procedure

HOLYWELL ROAD (TEMPORARY PROHIBITION OF VEHICLES) ORDER 2026 (“the Order”)
1. Sheffield City Council gives notice that it proposes to make the Order under Section 14(1) of the RTRA 1984 and any other enabling powers over an area of the highway named Holywell Road from Rothay Road to Colliery Road.
2. The Council gives notice that under Section 99 of the RTRA 1984 it is
empowered to remove any vehicle which has been permitted to remain at rest contrary to this Order in any of the areas of highway as described in paragraph 1 of the Order.
3. The Order is needed because of the likelihood of danger to the public.
4. The Order came into operation on 15 March 2026 and shall remain in force for a period of 18 months. The duration of the Order can be extended with the approval of the Secretary of State for Transport. The restriction specified will only have effect at such times and to such extent as indicated by the display of notices.
5. While the Order is in operation it will prohibit any person from causing or permitting any vehicle to:
a. proceed
b. wait (including for the purposes of loading or unloading)
c. otherwise be left in such positions or condition so as to cause a
likelihood of danger to the public in the areas of highway as
described in paragraph 1 of the Order.
6. The prohibition set out in paragraph 5 of the Order shall not apply to emergency services vehicles, local authority vehicles and any vehicles specifically authorised by the local authority.
7. Access to adjacent properties will be maintained at all times.
8. The alternative route for the traffic affected by this Order will be signed on site.
