The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 2026 and The Kensington and Chelsea (Charged-For Parking Places) (Amendment No. *) Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
(a) on Abbotsbury Road to convert double yellow line waiting restrictions situated at the following locations to zebra crossing markings:
i. on the west side outside Nos. 109 to 111 Abbotsbury Road, a distance of 9 metres (30ft);
ii. on the west side outside No. 113 Abbotsbury Road, a distance of 5 metres (16ft);
iii. on the east side opposite Nos. 109 to 113 Abbotsbury Road, a distance of 19 metres (62ft);
(b) on Abbotsbury Road to convert single yellow line waiting restrictions (hours of control: Monday to Saturday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) situated at the following locations to zebra crossing markings:
i. on the west side outside Nos. 111 to 113 Abbotsbury Road, a distance of 10 metres (33ft);
ii. on the west side outside No. 115 Abbotsbury Road, a distance of 1 metre (3ft);
iii. on the east side opposite Nos. 113 to 115 Abbotsbury Road, a distance of 7 metres (23ft);
(c) on the south-west side of Allen Street to convert 5 metres (16ft) of residents’ parking outside No. 1 Alma Terrace, Allen Street, to a residents’ lamp column Electric Vehicle charging bay (hours of control Monday to Friday 8.30am to 10pm and Saturday 8.30am to 1.30pm, maximum stay 12 hours, no return within 1 hour);
(d) on the north-west side of Chepstow Villas to convert 14 metres (46ft) of single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No. 48 Chepstow Villas, to residents’ parking;
(e) on the east side of Crowthorne Road to convert 6.6 metres (22ft) of residents’ parking outside Robinson House, situated on Crowthorne Road, to personalised disabled bay No. 885. This is the 6.6 metres of residents’ parking going north from the entrance to Robinson House;
(f) on the east side of De Vere Gardens to convert a diplomatic parking bay outside No. 49 De Vere Gardens, to 5 metres (16ft) of residents’ parking;
(g) on the east side of De Vere Gardens to convert 6.6 metres (22ft) of residents’ parking outside No. 21 De Vere Gardens, to personalised disabled bay No. 880;
(h) on the north side of Darfield Way to convert the easternmost 6.6 metres (22ft) of residents’ parking outside Nos. 1 to 24 Goodrich Court, to personalised disabled bay No. 879;
(i) on the north side of Darnley Terrace to convert personalised disabled bay No. 830 outside Nos. 6 and 8 Darnley Terrace, to residents’ parking;
(j) on the north-east side of Draycott Avenue to convert 6 metres (20ft) of solo motorcycle bay (hours of control: Monday to Saturday 8.30am to 6.30pm) outside No. 94 to 96 Draycott Avenue, to double yellow lines waiting restriction;
(k) on the south-west side of Draycott Avenue to convert a pay-by-phone visitors’ bay (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 2 hours) outside No. 151 Draycott Avenue, to 5 metres (16ft) of solo motorcycle bay (hours of control: Monday to Saturday 8.30am to 6.30pm);
(l) on the south-east side of Edwardes Square to convert four pay-by-phone visitors’ bays (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 4 hours) opposite the rear of Nos. 3 to 5 Earls Terrace, situated on Edwardes Square, to 20 metres (66ft) of double yellow lines waiting restriction;
(m) on the south-east side of Edwardes Square to convert a pay-by-phone visitors’ bay (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 4 hours) opposite the rear of No. 7 Earls Terrace, situated on Edwardes Square, to 5.5 metres (18ft) of double yellow lines waiting restriction;
(n) on the west side of Edwardes Square to convert 11 metres (36ft) of residents’ parking opposite Nos. 7 and 8 Edwardes Square, to 2 pay-by-phone visitors’ bays (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 4 hours);
(o) on the west side of Edwardes Square to convert 15 metres (49ft) of residents’ parking opposite Nos. 8 to 12 Edwardes Square, to 3 pay-by-phone visitors’ bays (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 4 hours);
(p) on the north-east side of Fernshaw Road to convert 6.6 metres (22ft) of residents’ parking outside Nos. 33 and 35 Fernshaw Road, to personalised disabled bay No. 883;
(q) on the north-east side of Gunter Grove to convert 6.6 metres (22ft) of residents’ parking outside Nos. 21 and 23 Gunter Grove, to personalised disabled bay No. 875;
(r) on the south-west side of Ifield Road to convert personalised disabled bay No. 154 outside No. 138 Ifield Road, to residents’ parking;
(s) on the north-east side of Jubilee Place to convert two southernmost pay-by-phone visitors’ bays (hours of control: Monday to Saturday 8.30am to 6.30pm. Maximum stay 2 hours) outside Pheasantry House, situated on Jubilee Place, to two Electric Vehicle charging bays;
(t) on the south side of Kelfield Gardens to convert two pay-by-phone visitors’ bays (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm. Maximum stay 10 hours) opposite Kelfield Mews, to two Electric Vehicle charging bays. These are the third and fourth pay-by-phone visitors’ bays east of its junction with Finstock Road;
(u) on the south-west side of Kensal Road to convert pay-by-phone visitors’ bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm. Maximum stay 10 hours) outside the entrance to Holmefield House, located on Kensal Road, to personalised disabled bay No. 876. This is the first pay-by-phone visitors’ bay east of the existing zebra crossing at Kelso Cochrane Lane;
(v) on the south-east side of Ladbroke Gardens to convert 1.8 metres (6ft) of single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) immediately north-east of No. 33 Ladbroke Gardens, to residents’ parking;
(w) on the east side of Ladbroke Grove to convert 6.6 metres (22ft) of residents’ parking outside No. 300 Ladbroke Grove, immediately south of the bus stop, to personalised disabled bay No. 882;
(x) on the north-east side of Latimer Road to convert the southernmost 7 metres (23ft) of school keep clear markings and double yellow line waiting restriction outside Nos. 200 to 204 Latimer Road, to single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);
(y) on the north-west side of Pembroke Road to extend the operating times of the residents’ parking bays outside Nos. 70 and 72 Pembroke Road and Nos. 50 to 52 Pembroke Road, to operate Monday to Saturday 8.30am to 10pm and Sunday 4pm to 10pm;
(z) on the north side of Philbeach Gardens to convert 5 metres (16ft) of residents’ parking outside No. 100 Philbeach Gardens, to a residents’ lamp column Electric Vehicle charging bay (hours of control Monday to Friday 8.30am to 10pm and Saturday 8.30am to 6.30pm, maximum stay 12 hours, no return within 1 hour). The maximum stay of 12 hours and no return within one hour requirement would also apply outside the hours of control when the bay would be available to anyone charging an electric vehicle;
(aa) on the north side of Queen’s Gate Terrace to convert the diplomatic parking bay outside No. 4 Queen’s Gate Terrace, to 6 metres (20ft) of residents’ parking;
(bb) on the north side of Queen’s Gate Terrace to convert 6 metres (20ft) of residents’ parking outside No. 6 Queen’s Gate Terrace, to a diplomatic parking bay;
(cc) on the south-east side of Redcliffe Square to convert 6.6 metres (22ft) of residents’ parking outside No. 3 Redcliffe Square, to personalised disabled bay No. 884;
(dd) on the south-west side of Russell Road to convert personalised disabled bay No. 120 outside Ludwell House, situated on Russell Road, to residents’ parking;
(ee) on the south side of Silchester Road to convert 6 metres (20ft) of single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) immediately east of the existing residents’ parking outside No. 13 Silchester Road, to residents’ parking;
(ff) on the south side of Silchester Road to convert 6 metres (20ft) of residents’ parking opposite Kingsnorth House, situated on Silchester Road, to single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm). This is the westernmost 6 metres of the residents’ parking bay;
(gg) on the east side of St James’s Gardens to convert Car club bay (Car club permit KC- 158 only) opposite Nos. 9 and 10 St James’s Gardens, to a 4.5 metre (15ft) pay-by-phone visitors’ bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm. Maximum stay 4 hours);
(hh) on the south side of St James’s Gardens to convert one pay-by-phone visitors’ bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm. Maximum stay 4 hours) opposite No. 19 St James’s Gardens, to 5.5 metres (18ft) of residents’ parking;
(ii) on the western side of Stanley Crescent to convert 5 metres (16ft) of residents’ parking outside No. 6 Stanley Crescent, to a residents’ lamp column Electric Vehicle charging bay (hours of control Monday to Friday 8.30am to 10pm and Saturday 8.30am to 1.30pm, maximum stay 12 hours, no return within 1 hour);
(jj) on the south-west side of Templeton Place to convert 10 metres (33ft) of residents’ parking opposite Nos. 6 and 8 Templeton Place, to double yellow lines waiting restrictions;
(kk) on the north-east side of Upcerne Road to convert 6.6 metres (22ft) of residents’ parking outside No. 69 Upcerne road, to personalised disabled bay No. 881;
(ll) on the north-east side of Uverdale Road to convert 6.6 metres (22ft) of residents’ parking outside Nos. 51 and 53 Uverdale Road, to personalised disabled bay No. 877;
(mm) on the south-west side of Wornington Road to convert 6.6 metres (22ft) of residents’ parking outside Nos. 17 and 13 Wornington Road, to personalised disabled bay No. 878;
(nn) to convert single yellow line waiting restriction (hours of control: Monday to Saturday 8.30am to 6.30pm) situated at the following locations to double yellow lines waiting restriction:
i. on the south-east side of Edwardes Square opposite the rear of No. 6 Earls Terrace, situated in Edwardes Square, a distance of 3 metres (10ft);
ii. on the south-west side of Hornton Street between the northern building line of No. 41 Hornton Street and its junction with Observatory Gardens, a distance of 40 metres (131ft);
iii. on the west side of Hornton Street between its junction with Observatory Gardens and No. 11a Hornton Street, a distance of 85 metres (279ft);
iv. on the north side of Observatory Gardens outside Nos. 3 to 8 Observatory Gardens, a distance of 45 metres (148ft);
v. on the south-west side of Onslow Square and Sumner Place outside St Paul’s Church and St Paul’s Church Vicarage, a distance of 13 metres (43ft);
vi. on the south-west side of Templeton Place outside the garage of No. 26 Nevern Place, situated on Templeton Place, a distance of 10 metres (33ft);
vii. on the north-east side of The Vale opposite No. 1 The Vale, a distance of 13 metres (43ft); (oo) to convert single yellow line waiting restriction (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) situated at the following locations to double yellow lines waiting restriction:
i. on the north-east side of Princedale Road outside the rear wall of No. 5 Portland Road, located in Princedale Road, a distance of 6 metres (20ft);
ii. on the south-west side of Sunbeam Crescent opposite Nos. 42 to 48 Sunbeam Crescent, a distance of 23 metres (75ft);
(pp) to convert two pay-by-phone visitors’ bays (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm. Maximum stay 4 hours) at the following locations to two Electric Vehicle charging bays:
i. on the north side of Oxford Gardens outside No. 34 Oxford Gardens, the third and fourth pay-by-phone visitors’ bays west of its junction with Portobello Road;
ii. on the south side of Oxford Gardens opposite Nos. 128 and 130 Oxford Gardens, the two pay-by-phone visitors’ bays immediately east of the existing Car Club bay;
iii. on the south-west side of Pangbourne Avenue outside the flank wall of Bethany Hall, situated in Pangbourne Avenue, the second and third pay-by-phone visitors’ bays south of its junction with Barlby Road;
iv. on the south-east side of Pembridge Villas outside Nos. 9 and 11 Pembroke Villas;
v. on the south-east side of Westbourne Grove outside Nos. 233 and 235 Westbourne Grove;
vi. on the south-west side of Wornington Road opposite Nos. 62 to 70 Wornington Road;
(qq) to convert residents’ parking situated at the following locations to Electric Vehicle charging bays: i. on the east side of Astell Street outside Nos. 36 and 38 Astell Street, a distance of 11.5 metres (38ft);
ii. on the west side of Campden Hill Gardens opposite No. 7, a distance of 10 metres (33ft);
iii. on the north-east side of Chelsea Manor Street outside Daver Court, situated on Chelsea Manor Street, from 21 metres (69ft) south of its junction with Britten Street southwards for a distance of 10 metres (33ft);
iv. on the north-east side of Clarendon Road outside Nos. 44 and 46 Clarendon Road, a distance of 10 metres (33ft);
v. on the south-east side of Denyer Street immediately south-west of its junction with Rawlings Street, for a distance of 10 metres (33ft);
vi. on the south-west side of Drayton Gardens outside Onslow Court, situated on Drayton Gardens, from a point 5.7 metres (19ft) south-east of the north-western property boundary of Onslow Court, south-eastwards for a distance of 10 metres (33ft);
vii. on the north-east side of Elystan Street outside Byron Court, situated on Elystan Street, the south-easternmost 10 metres (33ft) of the residents’ bay;
viii. on the north-east side of Holland Villas Road outside No. 1a Holland Villas Road, the northernmost 11 metres (36ft) of the residents’ bay;
ix. on the north-east side of Kensington Park Road outside No. 110 Kensington Park Road, a distance of 11 metres (36ft);
x. on the north-east side of Kensington Park Road outside No. 50 Kensington Park Road, a distance of 10 metres (33ft);

xviii. on the east side of the eastern arm of Sutton Way outside Yeovil House, situated on Sutton Way, from 12.5 metres (41ft) south of the northern boundary of Yeovil House, southwards for a distance of 10 metres (33ft);
(rr) to update certain Articles and Schedules in The Kensington and Chelsea (Charged-For Parking Places) Consolidation Order 2025 and The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) Consolidation Order 2025 to accurately reflect the provisions as they currently operate; and
(ss) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way these restrictions and parking places currently operate on-street).

A copy of the Orders and other documents may be obtained via email by contacting trafficorders@rbkc.gov.uk or by contacting Nuala Reidy by telephone on 07739 317 017 quoting reference “Mar26 Misc” and can be inspected by appointment at Kensington Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive.
4. Anyone wishing to support or object to any of the proposals or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council, by email to: trafficorders@rbkc.gov.uk or by post to: Traffic Orders, Transportation and Highways, Kensington Town Hall, Hornton Street, London W8 7NX, quoting reference “Mar26 Misc” by 8th April 2026.
5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
