North Fratton Area, Portsmouth - Introduction Of Resident Permit Parking Zone

What is happening?

RESIDENT PERMIT PARKING ZONE, NORTH FRATTON AREA (GD ZONE):


1. Notice is hereby given that Portsmouth City Council has made the following Order on 12 March 2026 under the Road Traffic Regulation Act 1984: The Portsmouth City Council (GD Zone: North Fratton Area) (Parking Places and Waiting Restrictions) Order 2025. The Order will come into effect on 16 March 2026.
2. The effect of the Order will be as follows:
a) to introduce parking places for GD Permit Holders only 4pm-6pm, where kerbside parking is currently unrestricted in the following roads (except those lengths of road described in b) below:
Whole Roads
Aylesbury Road
Lynn Road
St Stephens Road
Balliol Road
Malta Road
Stapleton Road
Binsteed Road
Manor Park Avenue
Station Road
Byron Road
New Road East
Toronto Road
Carnarvon Road
Northgate Avenue
Tennyson Road
Collis Road
Percival Road
Whitworth Road
Cyprus Road
Pink Road
Winchester Road
Jersey Road
Powerscourt Road

Langley Road
Queens Road

Parts of Roads
Copnor Road, both sides between New Road and Powerscourt Road
New Road, north side, from No 181 to the junction of Copnor Road and south side from its junction with George Street to the junction with Copnor Road
Paulsgrove Road, both sides between Queens Road and Powerscourt Road
b) to introduce new or extend existing "no waiting at any time" restrictions so that all junctions within the Zone have between 7 and 10 metres of restrictions in all directions from each junction.
c) to introduce “no waiting Mon-Fri 9am-5pm” restrictions in the following roads:
New Road south side the whole layby outside the entrance to Kingston Cemetery.
3. A maximum of 2 Resident permits per postal address will be authorised each year. A third permit may be issued to a postal address if there is sufficient capacity within the zone. The current charges for permits are as follows:
Resident permits -.
£30.00/year for first permit
£120.00/year for second permit
£300.00/year for third permit – if parking zone capacity allows
Visitor permits (for visitors to residents)
£1.15 for 12 hours
£2.20 for 24 hours
Business permits (only issued to businesses operating in the parking zone)
£150/year for first permit
£300/year for second permit
£630/year for each subsequent permit
Permits for goods vehicles are restricted to those with a gross vehicle weight of less than 3501kg and registered to an address within the parking zone, required for emergency call-out or the only vehicle at the property.
Blue Badge holders and motorcycles are exempt from displaying a permit within the parking bays.
4. PERMIT ELIGIBILITY for the GD Zone: All properties within the GD zone boundary
5. 5. Copies of the made Order, Statement of Reasons and Map are available to view on Portsmouth City Council’s website: Search "Traffic Regulation Orders 2025" at

www.portsmouth.gov.uk.

Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9284 1767.
6. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
