(Temporary Prohibition of Traffic & 20mph Speed Limit) Order 2026
NOTICE IS HEREBY GIVEN that because surface dressing works are to be executed on or near the under mentioned highways, Leeds City Council has today made an Order, the effect of which is that:
1. No Person Shall Cause or Permit any Vehicle to Travel along sections of: Bagley La, Farsley; Bodmin Rd, Middleton; Carlton La, Lofthouse; Church La. Garforth; Church St, Rothwell; Cookridge La, Cookridge; Dial St, Cross Green; Dixon La, Lower Wortley; Foundry App, Harehills; Garnet Rd, Beeston; Gledhow Park Dr, Chapeltown; High St, Morley; Irwin App, Halton; Lidgett La, Gledhow; Long La, Barwick in Elmet; Middleton Rd, Belle Isle; Moorland Rd, Pudsey; Old Park Rd, Gledhow; Otley Old Rd, Cookridge; Rampart Rd, Woodhouse; Shay St, Woodhouse; Spen Rd, West Park; Stanhope Dr, Horsforth; Station Rd, Morley; Tarn La, Scarcroft; Westerton Rd, Tingley; Wigton La, Alwoodley & Wood La, Rothwell; The closures will be in force between 09:30 & 15:30 hours on weekdays and 07:00 & 18:00 hours at weekends in respect of the above sections of Road.
2. No Person Shall Cause or Permit any Vehicle to Travel along sections of: Acre Rd, Middleton; Arthur St, Stanningley; Eccup La, Eccup; Fearnville Pl, Roundhay; Fearnville Rd, Roundhay; Green Hill La, Wortley; Intake La, Middleton; Middleton Park Grove, Middleton; Moorfield Rd, Armley; New St, Pudsey; Old La, Bramhope; Queens Rd, Hyde Park; Rock La, Bramley & Thorpe St, Middleton. The closures will be in force between 07:00 and 18:00 hours only, each day in respect of the above sections of Road.
3. No Person Shall Cause or Permit any Vehicle to Travel along Roundhay Rd, Leeds between its junctions with Sheepscar St South and Barrack Rd. This closure will be in force on Sundays only between 07:00 and 18:00 hours.
4. No Person Shall Cause or Permit any Vehicle to Travel in excess of 20MPH along: a. Barnsdale Rd, Methley; between its junction with Green La and the district boundary. b. Cookridge La, Cookridge; between its junctions with Tinshill Rd and Otley Old Rd. c. Eccup La, Eccup; between its junctions with King La and High Weardley La. d. Long La, Barwick in Elmet; between its junctions with Ellis La and Main St
The Order shall come into force on Wednesday 1 April 2026 for a maximum period of 18 months. The works are intended to take place between Wednesday 1 April and Friday 28 August 2026. Individual closures and speed limits will only be in place as and when required during the overall works period. Local diversions will be in place and advanced Rd closure warning signs detailing the days and times of the closure/ restrictions will be placed on the Rd. (Temporary Suspension of Use of Parking Bays) Order 2026
NOTICE IS HEREBY GIVEN that because development construction works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: 1. No person shall cause or permit any vehicle to enter or be in any of a. Those 2 parking bays situated along Manor Road; closest to the junction with Marshall Street. b. Those 4 parking bays situated along Manor Road, Leeds; adjacent to No.8 Manor Road. c. Those parking bays that extend for 46m along Manor Road, Leeds; adjacent to No. 902 Ingram Street. d. Those 5 parking bays situated along David Street, Leeds, from a point adjacent to Francis Place, to the junction with Manor Road. e. Those 5 parking bays situated along Siddall Street, Leeds; adjacent to Cardinal House. The Order shall come into operation on Mon 30 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. (Temporary Prohibition of Traffic) Order 2026
NOTICE IS HEREBY GIVEN that because gas main replacement works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel along Back Chatsworth Road, Harehills, Leeds; at its junction with Harehills Lane. A diversionary route for vehicles affected by the closure will be available via: Dorset Road, Sandhurst Grove, Harehills Lane and vice-versa. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Thursday 19 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN That because electrical connection works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel along Brandon Crescent, Shadwell, adjacent to property no.4. A diversionary route for vehicles affected by the closure will be available via: Tarn Lane, Brandon Lane, Bay Horse Lane and vice-versa. The Order shall come into operation on Tuesday 24 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. Diversionary routes for vehicles affected by the closure will be available via: Holt Lane, Whinfield, Farrar Lane and vice-versa & also via Holt Lane, Heathfield, Farrar Lane and vice-versa. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Tuesday 24 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. (Temporary Prohibition of Parking) Order 2026
NOTICE IS HEREBY GIVEN that because works are being or are proposed to be executed on or near the under mentioned highway(s) involving a mobile crane for telecoms works; Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to park in those parking bays located adjacent to numbers 617 - 631 Roundhay Road; nor in the 4 parking bays adjacent to numbers 633A and 633B Roundhay Road. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Wednesday 25 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN that because cabling works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order; the effect of which is that: No person shall cause or permit any vehicle to travel along Bingley Road, Hawksworth, Leeds in the Guiseley & Rawdon Ward; between its junctions with Hillings Lane and Otley Road. A diversionary route for vehicles affected by the closure will be available via: Hillings Lane, Mill Lane, Potter Brow Road, Hawksworth Road, Bingley Road, Glovershaw Lane, Spring Lane, Otley Road and vice versa. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Monday 16 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN that because cabling works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel along Hillings Lane, Hawksworth, Leeds in the Guiseley & Rawdon Ward; between its junctions with Bingley Road and Bradford boundary. Diversionary routes for vehicles affected by the closure will be available. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Monday 16 March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN that because electrical connection works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which will be that: No person shall cause or permit any vehicle to travel along Lambton Street, Harehills, Leeds at its junction with Roundhay Road. In addition the existing one-way restriction on Lambton Street, Harehills, will be suspended for the duration of the works in order to facilitate residential access. A diversionary route for vehicles affected by the closure will be available via: Roundhay Road, Harehills Road. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Monday 16th March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. Notice Is Hereby Given that because telecom pole installation works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to park along Stainbeck Lane, Meanwood, Leeds in the Moortown Ward; between points adjacent to the side of Sainsburys Supermarket and property number 201 Stainbeck Lane. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Monday 16th March 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. Leeds Arena – Hot Wheels Event 26 March 2026 - 29 March 2026
NOTICE IS HEREBY GIVEN that because of the likelihood of danger to the public (holding of event at Leeds Arena), Leeds City Council has today made an Order, the effect of which is that: No person shall cause any vehicle to proceed along the full length of Elmwood Close, Leeds from 04:00 hours on Thu 26 March until 23:59 hours on Sun 29 March 2026. (Provided That this prohibition shall not extend to vehicles used in connection with the relevant event or by arrangement with the organisers). 2. In addition, it is also necessary to temporarily convert those existing bus bays referred to in the Second Schedule below into parking bays for vehicles displaying a disabled persons badge during the same period. NOTICE IS HEREBY GIVEN that because telecom antenna works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order the effect of which is that: No person shall proceed on foot or cycle along Meadow Road, Holbeck, Leeds in ward, from the Clayton Hotel to 1 City Walk. A diversionary route for cyclists and pedestrians affected by the closure will be available via: Meadow Road, Victoria Road and vice-versa. (Temporary Prohibition of Use) Order 2026
NOTICE IS HEREBY GIVEN that due to due to safety concerns regarding the public use of the above footpath where it meets a railway crossing, Leeds City Council has today made make an Order, the effect of which is that: No person shall proceed on foot along Definitive Footpath Micklefield No.7; from its junction with Definitive Footpath Micklefield No.13 to its junction with Definitive Footpath Micklefield No.6 (Kippax and Methley Ward). A Diversionary route for pedestrians affected by the closure will be available via Great North Road and Definitive Footpath Nos. Micklefield 16, Micklefield 3, Micklefield 12 and Micklefield 6 and vice-versa. No person shall proceed on foot along Garforth 3, from its junction with Roscommon Way to the junction with Definitive Footpath Garforth 3A (Garforth and Swillington Ward) No diversionary route for pedestrians affected by the closure is available. The Order shall come into operation on 24 March 2026 and to remain in force 24 hours per day, for a maximum period of 6 months. (Traffic Regulation) (Movement Order)
Electric Scooter Trial (Experimental) Order 2026
Leeds City Council has today made the above Experimental Traffic Regulation Order under the powers contained in Sections 1 to 5 and 9 to of 11 of the Road Traffic Regulation Act 1984 and all other powers so enabling; and after consultation with the Chief Officer of Police. The effect of the Order is that Electric Scooters limited to an operational speed of 15.5 MPH, that are hired from a company appointed by Leeds City Council, as part of a Department for Transport Trial shall be: 1. Permitted to use all marked and signed Bus Lanes, Bus Gates, Bus Only Streets, Cycle Lanes and all other roads within Leeds Metropolitan District to which Pedal Cycles are permitted to use (subject to any specific limits that may apply from time to time a part of the Trial) and shall be subject to the same exemptions that apply to Pedal Cycles (unless expressly prohibited) 2. Permitted to use All Cycle Tracks situated within Leeds Metropolitan District (subject to any specific limits that may apply from time to time a part of the Trial); such Cycle Tracks to be construed as though they are Cycle Lanes for the purpose of use by Electric Scooters hired under the Trial but no other Motor Vehicle. The Experimental Order will come into force on 19 March 2026 for a maximum period of 18 months.
The Council’s Chief Officer (Highways and Transportation) may under Section 10(2) of the Road Traffic Regulation Act 1984 modify or suspend the operation of the Experimental Order or any of their provisions if it appears to him to be essential. The Council will be considering in due course whether the provisions of the Experimental Order should be continued indefinitely. Full details of the proposals in the form of the made Experimental Order together with plans showing the affected lengths of highway and statement of reasons for making the Order are available on request by e-mailing the address below.
If you wish to object to or make representations concerning the making of the Experimental Order for the purpose of indefinite continuation, you should write to Travel Behaviour Change Team, City Development, Merrion House, Leeds LS2 8LX or e-mail leedscitybikes@leeds.gov.uk specifying the grounds on which your objection or representation is made by not later than 18 September 2026
If any person wishes to question the validity of this Experimental Order or any of their provisions on the grounds that it is within the powers conferred by the Act or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may within six weeks from the date of this Notice apply for that purpose to the High Court.
