ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(A) AND (7)

THE A414 TRUNK ROAD (M1 JUNCTION 8, HEMEL HEMPSTEAD TO PARK STREET ROUNDABOUT, ST ALBANS, HERTFORDSHIRE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 202_

NOTICE IS HEREBY GIVEN that National Highways Limited(a) intends to make an Order on the A414 in the County of Hertfordshire to enable infrastructure works to Park Street Roundabout and a small section of the A414 to be carried out in safety.

The works are expected to last until August 2027, starting on or after Monday 23 March 2026.

The restrictions and prohibitions would be applied only to the extent that is necessary for works to be undertaken and would only apply during such times and to such extent as shall be indicated by traffic signs.

The effect of the Order would be –

1. To impose, for 24 hours daily, a speed restriction of 40mph on the A414 –

• eastbound carriageway from 1400 metres west of Park Street Roundabout to its junction with the roundabout, and

• westbound carriageway from its junction with the western side of Park Street Roundabout for 500 metres,

2. To close overnight (8pm – 6am) the A414 –

• eastbound carriageway from its diverge from the entry slip road to the southbound carriageway of the M1 at Junction 8, to its junction with Park Street Roundabout, and

• westbound carriageway from its junction with Park Street Roundabout to its merge with the exit slip road from the northbound carriageway of the M1 at Junction 8.

A vehicle width restriction of 2.4 metres would be in place at times on the offside lane of the A414 –

• eastbound carriageway from 700 metres west of Park Street Roundabout to its junction with the roundabout, and

• westbound carriageway from its junction with the western side of Park Street Roundabout for 500 metres.

Diversions, for closures on the A414 –

• eastbound carriageway: From M1 Junction 8 take the A414 Breakspear Way, A4147 Leverstock Green Way, Hemel Hempstead Road, Bluehouse Hill, A5183 Verulam Road, High Street, and A1081 London Road to London Colney Roundabout.

• westbound carriageway, either:

a. via St Albans - reverse the eastbound route above, or

b. via Watford - take the A405 North Orbital Road, the A41 North Western Avenue from Leavesden Green, the A411 Watford Road then the A414 Two Waters Way, St Albans Road and Breakspear Way.

The temporary mandatory speed limit (which would not apply to emergency service or special forces vehicles) closures (which would not apply to emergency service, traffic officer, works or winter maintenance vehicles) and diversion routes would be clearly indicated by traffic signs.

The Order would come into force on 16 March 2026 and may continue in force until the works detailed above have been completed, or for a maximum duration of eighteen months, whichever is the earlier.
