Areas to Take Account of the Provision of a System of Street Lighting on Those Roads and Lengths of Roads
1. On Thursday 26 February 2026 Surrey County Council (“The County Council”) Made The Surrey County Council ((Various Roads in Normandy) (30 mph Speed Limit 40 mph Speed Limit and 50 mph Speed Limit) (Amendment and Revocation) (Replacement) Order 2007) (Amendment No. 2) Order 2026 under Sections 81, 82, 83 and 84 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the 1984 Act”) (as amended) the effect of which is to – (a) revoke the existing maximum speed limit of 30 miles per hour on the roads and lengths of roads described in the Schedule to this Notice imposed by The Surrey County Council (Various Roads in Normandy) (30 mph Speed Limit 40 mph Speed Limit and 50 mph Speed Limit) (Amendment and Revocation) (Replacement) Order 2007 (“the Order of 2007”) as amended by The Surrey County Council ((Various Roads in Normandy) (30 mph Speed Limit 40 mph Speed Limit and 50 mph Speed Limit) (Amendment and Revocation) (Replacement) Order 2007) (Amendment No. 1) Order 2021 (“the Order of 2021”) –
(NOTE – The roads and lengths of roads referred to in the Schedule to this Notice will continue to remain subject to a 30 mile per hour maximum speed limit by virtue of the street lighting system currently provided on those roads and lengths of roads); and
(b) reduce the existing maximum speed limit of 40 miles per hour to a maximum speed limit of 30 miles per hour on that length of Westwood Lane (C16) which extends from a point 142 metres south-east and then south of the south-eastern kerb-lines of Green Lane East (D80) and Flexford Road (D80) southwards for a distance of 40 metres; and
(c) carry out legal drafting amendments to the Order of 2007 as amended by the Order of 2021 which will not affect any of the 30 or 40 mile per hour maximum speed limits introduced by those Orders on certain roads and lengths of roads at Normandy and Wanborough.
2. No speed limit to be imposed by the Speed Limit Order referred to in paragraph 1 above shall apply to vehicles being used by special forces in accordance with the provisions of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 (S.I. 2011/935) (“the Regulations of 2011”).
3. A copy of the Speed Limit Order, which will come into operation on Monday 2 March 2026, together with two Plans showing the roads and lengths of roads to which that Order relates, the Order of 2007, the Order of 2021 (and the plans which accompany both of those sealed Orders), a Statement of the County Council’s reasons for making the Order and the Regulations of 2011 may be inspected, free of charge, for a period of six weeks from Friday 27 February 2026 –
(i) at the Main Reception, Guildford Borough Council, Millmead House, Millmead, Guildford between the hours of 9 a.m. and 4.30 p.m. on Mondays to Fridays inclusive;
(ii) at Guildford Library, North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(iii) at Ash Library, Ash Street, Ash (Near Aldershot), Surrey, GU12 6LF on Mondays between 2 p.m. and 5 p.m., on Tuesdays, Thursdays and Fridays between 10 a.m. and 1 p.m. and 2 p.m. and 5 p.m. and on Saturdays between 10 a.m. and 4 p.m.; or
(iv) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003) or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
SCHEDULE
Beech Lane (D63), its entire length.
Bailes Lane (D57), that length which extends from its junction with Guildford Road (A323) southwards to the Lamp Column numbered and lettered “N3” situated at a point opposite the common boundary of the properties known as “Brambles”, No. 3 Bailes Lane and the property known as “Cronk-ny-Irrey-Lhaa”, No. 2 Bailes Lane, Normandy, Guildford, Surrey, GU3 2BA.
Green Lane East (D80), that length which extends from its junction with Westwood Lane (C16) westwards to the Lamp Column numbered and lettered “NPB1”, situated at a point opposite the property known as “Crackers”, Green Lane East, Normandy, Guildford, Surrey GU3 2JL. Westwood Lane (C16), Normandy and Wanborough, that length which extends from the Lamp Column numbered and lettered “N3” situated to the south of the railway bridge which carries the Reading – Guildford – Redhill railway line (known as the “North Downs Line”) and the Guildford – Aldershot South Junction – Aldershot North – Junction – Aldershot railway line over Westwood Lane (C16) and opposite its junction with Beech Lane (D63) southwards to the Lamp Column numbered and lettered “N8” situated at the junction of Westwood Lane (C16) with Green Lane East (D80) and Flexford Road (D80).
