TRAFFIC ORDER PROPOSALS – PARKING AND WAITING RESTRICTIONS ON KILHAM LANE, MARNHULL RISE, MINDEN WAY, MOORSIDE ROAD, OAKLANDS CLOSE, OLD KENNELS LANE & WOODFIELD DRIVE, WINCHESTER
NOTICE IS HEREBY GIVEN that Hampshire County Council ("the Council") proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 4, 5, 32, 35, 45, 46, 39, 53 and 122 of the Road Traffic Regulation Act 1984 ("the Act"), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to:
(i) implement ‘No Waiting at Any Time’ restrictions as follows:
(a) Oaklands Close – Both Sides - Between its junction with Romsey Road and a point 15 metres north-east.
(b) Oaklands Close – Both Sides - Between a point 44 metres north-west of its junction with Romsey Road, in a north then west direction, for a distance of 54 metres, including both turning heads.
(c) Olivers Battery Road south – Both sides - Between a point 69 metres south of its junction with Compton Lane and a point 89 metres south of that point.
(d) Old Kennels Lane – South side - Between its junction with Olivers Battery Road South and a point 40 metres west of that junction.
(e) Old Kennels Lane – North side - Between its junction with Olivers Battery Road South and a point 43 metres west of that junction.
(f) Old Kennels Lane – North side - Between its junctions with Mount View Road and Braeside Close, an approximate distance of 55 metres.
(g) Old Kennels Lane – South & east side - Between a point 40 metres west of its junction with Farley Close and a point 90 metres west and south of that point.
(h) Minden Way – South-west side - Between its junction with Stanmore Lane to a point 11 metres south of its junction with Walpole Road.
(i) Minden Way – South-east side - Between its junction with Stanmore Lane and a point 10.0 metres south of that junction
(j) Kilham Lane – Both Sides - Between a point 20 metres north of its northern junction with Woodfield Drive and a point 20 metres south of that junction.
(k) Woodfield Drive – Both sides - Between its junction with Kilham Lane and a point 20 metres north-east of that junction.
(l) Moorside Road – West side - Between a point 127.0 metres north of its junction with Easton Lane and a point 777 metres north of that junction.
(m) Moorside Road - East side - Between a point 477.7 metres north of the junction with Easton Lane and a point 761 metres north and west of that junction.
(n) Marnhull Rise – West side - Between its junction with Sarum Road and a point 31 metres south thereof.
(o) Marnhull Rise – East Side – Between its junction with Sarum Road and a point 20 metres south thereof.
(ii) implement a ‘No Waiting 8.00am to 10.00pm Monday to Saturday’ restriction on the north and west side of Marnhull Rise, between a point 72 metres south of its junction with Sarum Road and a point 27 metres further south.
(iii) Implement a ‘4 Hours No Return in 2 Hours’ restriction on the east side of Olivers Battery Road south, between a point 14 metres south of its junction with Downlands Road and a point 46 metres south of that junction.
This Order will revoke and reinstate The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting) (Controlled Zone) (Consolidation) Order 2010 (Variation No. 52) Order 2018 [Seal Register 10422] with no change of substance save for the details above.

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: A2142/KK, by Friday 20th March 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
TITLE: The order, if made, will be known as "The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting) (No. 2) Order 2002 (Variation No. 43) Order 2026."
