What is happening?

NORFOLK COUNTY COUNCIL

Temporary Traffic Regulation Orders 2026 (Norwich) Road Traffic Regulation Act, 1984

Norfolk County Council in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984, hereby give notice that:

1) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

HEATHGATE - from its junction with Pockthorpe Gate to its junction with Mousehold Street to facilitate a new gas connection from 2nd to 23rd March 2026 (may continue until 23rd September 2026).

Alternative route is via: Mousehold Street, St James Close, Cannell Green.

The works promoter is Cadent.

ROSARY ROAD - from 60m northwest of its junction with Hill House Road for 25m north-westwards to facilitate manhole cover repair works from 4th to 6th March 2026 (may continue until 17th April 2026).

Alternative route is via: Rosary Road, Riverside Road, Riverside, Koblenz Avenue, Canary Way, Carrow Road, Clarence Road, Thorpe Road.

The works promoter is Anglian Water.

THEOBALD ROAD - from 30m south of its junction with Sandy Lane for 25m southwards to facilitate a new gas connection from 2nd to 6th March 2026 (may continue until 17th April 2026).

Alternative route is via: Theobald Road, Astell Road, Coleburn Road, Sandy Lane.

The works promoter is Cadent.

2) THEY HAVE MADE Temporary Traffic Regulation Orders in respect of the following roads:

HELLESDON MILL LANE - from 120m west of its junction with Hellesdon Road for 30m westwards to facilitate gas main replacement works from 23rd February 2026 to 6th March 2026 (may continue until 17th April 2026).

Alternative route is via: Hellesdon Road.

The works promoter is Cadent.

WHITEHALL ROAD - from its junction with College Road to its junction with Portersfield Road to facilitate lead water pipe replacement scheme works from 23rd February 2026 to 2nd April 2026 (may continue until 2nd October 2026).

Alternative route is via: Portersfield Road, Avenue Road, College Road and vice versa. The works promoter is Anglian Water.

Unless otherwise stated, the effect of these Orders will be to prohibit the use by traffic of the named road(s)/ footpath(s). In the event of the start date being delayed the new start date will be displayed on site in advance. Where an Order is for a reason other than works it is because of the likelihood of danger to the public or of serious damage to the road/footpath. Anticipated dates are stated but the Orders may continue until the end date where necessary or required. The Orders are revoked on the end date or on the actual date of removal of the prohibition/ restriction where earlier without further notice. If necessary, the restrictions can have a maximum duration of 18 months or 6 months in respect of footpaths, cycle paths, bridleways, restricted byways, and byways open to all traffic (BOAT). Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
