THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.291) (EXPERIMENTAL) ORDER 2026

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.195) (EXPERIMENTAL) ORDER 2026

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 12th February 2026 the above-mentioned Orders under Section 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to effectively manage kerbside space in the Burnt Oak area and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, the Council considers that it will be beneficial to introduce a scheme, on an experimental basis that will introduce the Burnt Oak North ‘BON’ Controlled Parking Zone extension which will operate between the hours of 8am to 6.30pm Monday to Friday.

1. The general effect of the Charged-for Parking Places Order will be to on an experimental basis:

(a) Introduce shared use parking places for the use of residents, businesses and their visitors in the roads listed in Schedule 1 to this Notice.

(b) provided that the parking places referred to in (a) above will operate between the hours of 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid ‘BON’ and ‘BOA’ parking permit associated with their vehicle or have a ‘BON’ and ‘BOA’ visitor voucher displayed in their vehicle to be entitled to park in the parking places.

(c) introduce permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 2 to this Notice.

(d) provided that the permit holders only ‘Past this point’ parking areas referred to in (c) above will operate between the hours 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid ‘BON’ and ‘BOA’ permit associated with their vehicle or have a ‘BON’ and ‘BOA’ visitor voucher displayed in their vehicle to be entitled to park in the ‘Past this point’ parking areas.

(e) introduce ‘pay by phone’ payment parking places with a maximum stay of 90 mins in Dryfield Road HA8 and Gold Hill HA8.

(f) provided that the parking places referred to in (e) above will operate between the hours of 8am to 6.30pm, Monday to Friday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(g) provided that residents residing in the range of addresses detailed in Schedule 3 to this notice will be eligible to purchase ‘BON’ resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and ‘Past this Point’ parking areas as referred to in (c) above as appropriate.

(h) provided that vehicles displaying a valid disabled badge or motorcyclists will be able to park in parking places and ‘Past this point’ parking areas during the controlled periods without the need to display a permit or voucher.

2. For the parking places referred to in 1(e), the following tariff will apply:

Up to 15 mins — £0.83

Up to 30 mins — £1.69

Up to 1 hour — £3.38

Up to 90 mins — £5.07

3. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:

(a) Introduce lengths of Monday to Friday 8am to 6.30pm waiting restrictions in the street detailed in Schedule 1 to this notice.

(b) introduce ‘At any time’ waiting restrictions on certain lengths of the streets detailed in Schedules 1 to 3 to this notice.

4. In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders will be to provide under an experimental basis designated disabled parking bays for use by motorists in their vehicles who display both a valid disabled blue badge and a dedicated disabled permit which would be applicable to each bay, outside of the following locations:

30 Crispin Road HA8, 38 Edrick Road HA8 and opposite Nos.8 to 9 Brook Walk HA8.

Loading will be permitted in parking places/permit parking areas referred to in 1 above, and on waiting restrictions referred to in 3 above, for up to 40 minutes provided that the loading/unloading activity is seen to be actively taking place.

NOTICE IS ALSO HEREBY GIVEN that the Council of London Borough of Barnet by the powers conferred under section 15 of the Greater London Council (General Powers) Act 1974 is resolving to formalise certain lengths of footway parking in the following roads listed below.

Benningholme Rd HA8, Brook Walk HA8, Crispin Rd HA8, Edrick Walk HA8, Fourland Walk HA8

Gold Hill HA8, Gold Lane HA8, Oldberry Rd HA8, The Meads HA8 and Walter Walk HA8.

Virtual visitor’s parking permits are £2.60 each. The minimum order is for 4 parking permits. Each order thereafter will need to be in multiples of 4 parking permits.

Paper scratch card visitor’s parking permits are available in books of 4 and cost £3.11 each (1 book is £12.44). The minimum order is 12 parking permits (3 books of 4 permits is £37.32).

Permit and voucher charges are subject to review and change.

A copy of the Orders, which will come into operation on Monday, 23rd February 2026, a plan of the relevant areas and the Council’s Statement of Reasons for making the Orders can be obtained for a period of 6 months from the date on which this notice is published by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference: Burnt Oak North CPZ Ext - TMO 2026_07 & 2026_08 Exp.

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.

If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to cpz.consultations@Barnet.gov.uk.
