Essex - Multiple Temporary Road Closures, Temporary No Waiting/No Loading Clearway Restrictions and Temporary Bus Lane Closure & Suspension for Water Main Replacement and Traffic Signal Upgrade Works

What is happening?

Essex County Council

(Various Roads, Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (Streetworks No.3) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

    1. To temporarily close those lengths of road in the District of Epping Forest, as detailed in the Schedule.

  1. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Epping District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works are scheduled to commence after 29th January 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on One.Network. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

The closures are required for the safety of the public and workforce while water main replacement works are undertaken by Thames Water. The Order came into effect on 29th January 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

From its junction with Rectory Lane to its junction with Pyrles Lane a distance of approximately 535m.

From a point approximately 80m east of its junction with The Croft for a distance of approximately 95m in a south easterly then north easterly direction.

Woodbury Hill, Loughton

From its junction with York Hill for a distance of approximately 220m in a north westerly then south westerly direction.

(Temporary Prohibition of Traffic (Bus Lane Only)) &

(Temporary Suspension of the Bus Lane) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

    1. To temporarily close the bus lane in that length of Velizy Avenue, Harlow in the District of Harlow, from a point approximately 405m south east of its junction with First Avenue for a distance of approximately 25m in a south easterly direction.

  1. To temporarily suspend the bus lane in that length of Velizy Avenue, Harlow, in the District of Harlow, as cited in “The Essex County Council (Various Roads, Harlow) (Bus Lane) Order 2020”.

The closure is scheduled to commence on 15th February 2026–18th February 2026 (19:00–05:00) and the suspension will commence on the 19th February 2026 (10:00–15:00), or where stated on a valid permit (EP201EH2396110 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while LED upgrade on traffic signals works are undertaken by Essex County Council.

No diversion route is available.
