Gibbon Road New ‘Zebra’ Pedestrian Crossing

The London Borough of Southwark (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Gibbon Road area) Order 202*

1.      Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2.      The effects of the Orders, that would be in GIBBON ROAD and OAKDALE ROAD for the purpose of accommodating a new ‘zebra’ pedestrian crossing in Gibbon Road (near Nunhead railway station), would be to:-

(a)     in GIBBON ROAD relocate north-eastward by 10 metres (‘m’) an existing e-scooter & cycle hire parking place (10m in length) north-west side o/s No. 54 Gibbon Road to a new location o/s Nos. 50 and 52 Gibbon Road;

(b)     in GIBBON ROAD (i) north-west side remove an existing free ‘short stay’ parking place (‘short stay’ 10m in length) o/s Nos. 50 and 52 Gibbon Road, and (ii) reduce an existing ‘short stay’ by a total of 5.5m (new length will be 11.4m) o/s Nos. 62, 64 and 66 Gibbon Road, and (iii) south-east side extend by 3.5m (new length will be 17.6m) and relocate north-eastward by 25.5m an existing ‘short stay’ opposite Nunhead railway station to a new location o/s Nos. 1-11 Station Court, Gibbon Road – the Council will make an administrative change to the operating hours of the existing ‘short stay’ parking in this part of Gibbon Road in the Traffic Management Order data to match more closely what exists in the street, no physical changes will be made to the existing operating hours of these two parking places which operate Monday - Saturday between the hours of 8.30 am and 6.30 pm (max stay 1 hour);

(c)     in GIBBON ROAD relocate north-eastward by 2.5m and extend the length by 1.1m (new length will be 6.6m) an existing ‘unlimited stay’ Disabled Persons’ parking place south-east side to a new location o/s No. 81 Gibbon Road;

(d)     in GIBBON ROAD remove a total of 49.5m of existing ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) on both sides between its junction with Kimberley Avenue and its junction with Hollydale Road (26m total on the north-west side and 23.5m total on the southeast side);

(e)     add new 'at any time' loading restrictions (double kerb blips ‘DKBs’) on existing ‘DYLs’ (i) in GIBBON ROAD north-west side 8.5m o/s No. 66 Gibbon Road and south-east side 1m o/s No. 73 Gibbon Road, and (ii) in OAKDALE ROAD a total of 20m on both sides (9.5m north-east side and 10.5m south-west side) south-east of its junction with Gibbon Road;

(f)      add new ‘DYLs’ with contiguous ‘DKBs’ in GIBBON ROAD on both sides between its junction with Kimberley Avenue and its junction with Hollydale Road (i) north-west side a total of 6.5m (1.5m o/s No. 66, 3.5m o/s Nos. 60 and 62, and 1.5m o/s Nos. 48 and 50), and (ii) south-east side a total of 18m (2.5m o/s No. 83, and 15.5m o/s Flats 1 to 11 Station Court); and

(g)    the Council will make the following administrative changes to the Traffic Management Order data to match more closely what exists in the street: - (i) to the existing ‘DYLs’ in HOLLYDALE ROAD south-west side (on the side of No. 46 Gibbon Road) to adjust for historic kerb-line changes, and (ii) to the operating hours of the existing loading place in OAKDALE ROAD south-west side (on the side of No. 73 Gibbon Road) no physical changes will be made to the existing operating hours of this loading place which operates ‘at any time’ every day of the week, without maximum stay.

Notes: (1) ‘at any time’ means at all hours on every day of the week. (2) ‘DYLs’ refer to 'at any time' waiting restrictions and ‘DKBs’ refer to 'at any time' loading restrictions. (3) All measurements are in metres and are approximate.

3.      Southwark Council hereby GIVES FURTHER NOTICE that:-

(a)     under section 23 of the Road Traffic Regulation Act 1984, approval for the provision of a new ‘zebra’ pedestrian crossing in GIBBON ROAD the centre of which would be located at a point 13 metres north-east of the common boundary of Nos. 56 and 58 Gibbon Road.

‘Zig-zag’ markings, on which vehicles would be prohibited from stopping at all times, would be laid on the carriageway for a distance up to approximately 17m on both sides of the road either side of the crossing; and

(b)     under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Traffic calming) Regulations 1999, propose to construct a speed table of flat-top construction having a maximum height level with the surrounding kerb and covering the entire width of the carriageway in OAKDALE ROAD extending from the south-eastern kerb-line build-out of Gibbon Road south-eastward for a distance of 9.5m (the measurement includes the ramps).
