GORCHYMYN CEFNFFORDD YR A465 (PANDY, SIR FYNWY) (GWAHARDDIADAU A CHYFYNGIADAU TRAFFIG DROS DRO) 2026

MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A465, neu gerllaw iddi, ym Mhandy, Sir Fynwy.

Effaith y Gorchymyn anfaethedig fydd gwneud y canlynol dros dro:

i.  gwahardd bob cerbyd (ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith), rhag mynd ar y darn o’r A465 a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Sicrheir mynediad ar gyfer traffig lleol. Disgrifir llwybrau eraill yn lle’r ffyrdd sydd ar gau hefyd yn Atodlen 1.

ii.  gosod terfyn cyflymder o 40 mya neu 10 mya ar y darn o gefnffordd yr A465 a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn.

Dim ond yn ystod gwaith cynllun o bydd y terfyn cyflymder o 10 mya yn gymwys ac ni chaniateir goddiweddyd ar yr adegau hyn.

Disgwylir y bydd y cyfyngiadau dros dro, y codir arwyddion priodol yn eu cylch, yn dod i rym am 19:00 o’r gloch ar 26 Ionawr 2026 ac yn weithredol wedyn yn ystod ysbeliid dros nos am 06:00 ar 14 Medi 2026 neu nes bod yr arwyddion traffig dros dro yn cael eu tynnu’n barhaol. Bydd y Gorchymyn yn parhau i fod yn ddilys am gyfnod o 18 mis. Bydd hysbysiad o unrhyw newidiadau i’r amseroedd a’r dyddiadau yn cael ei arddangos cyn gwneud unrhyw waith wedi’i aildrefnu.

ATODLEN 1

Gwahardd Cerbydau Dros Dro a Llwybrau Eraill

Y darn o gefnffordd yr A465 sy’n ymestyn o’i chyffordd ddeheuol â’r ffordd fynediad i’r annedd a elwir Llwynderw Cottages, ym Mhandy, hyd at bwynt 10 metr i’r de o’r safle bws a elwir Swyddfa Bost Pandy.

Bydd y llwybr arall ar gyfer cerbydau sy’n teithio tua’r gogledd yn cychwyn o fan i’r de o’r gyffordd sy’n arwain at yr anneddau a elwir Llwynderw Cottages, ym Mhandy, y Fenni, yn parhau ar yr A465 tua’r de i System Gylch Hardwick i ymuno â’r A40 tua’r dwyrain i Gyfnewidfa Raglan, yn union â’r A40 tua’r gogledd ac yn ymuno â’r Whitchurch i ymuno â’r A4137 tuag at Henffordd. Parhau i gyfeirio y gogledd-orllewin i’r gyffordd â’r A49 tuag at Henffordd, yna ar yr A49/Ross Road i’r gyffordd goleuadau traffig a Victoria Street, mynd i’r de-orllewin ar Belmont Road/yr A465 tuag at y Fenni ac yn olaf parhau tua’r de ar yr A465 i Bandy.

Bydd cerbydau sy’n teithio tua’r de sy’n dymuno teithio tuag at y Fenni, yn dychwelyd o ogledd Pandy ar yr A465 ac yn cwblhau’r llwybr uchod i’r gwrthwyneb.

Mae’r llwybrau eraill uchod yn anaddas ar gyfer cerbydau sy’n 4.4 metr o uchder neu fwy oherwydd y bont reilffordd isel i’r gogledd o Langiwa, sydd wedi’i lleoli ger pentref Llanfihangel Crucornau. Bydd trenfadaus ar wahân i gerbydau o’r fath barcio dros nos mewn lleoliad dynodedig nes bod y gwaharddiadau yn dod i ben.

THE A465 TRUNK ROAD (PANDY, MONMOUTHSHIRE) (TEMPORARY TRAFFIC PROHIBITIONS AND RESTRICTIONS) ORDER 2026

THE WELSH MINISTERS have made an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A465 trunk road in Pandy, Monmouthshire.

The effect of the Order will be to temporarily:

i. prohibit all vehicles (other than those being used by the emergency services and for the works) from proceeding on the length of the A465 trunk road described in Schedule 1 to this Notice. Access for local traffic will be maintained. Alternative routes are also specified in the same Schedule.

ii. impose a 40 mph or 10 mph speed limit on the length of the A465 trunk road described in Schedule 2 to this Notice.

The 10 mph speed limit will only apply during convoy working and no overtaking will be permitted at these times.

It is expected that the temporary restrictions, which will be signed accordingly, will come into force at 19:00 hours on 26 January 2026 and operate intermittently until 06:00 hours on 14 September 2026 or until the temporary traffic signs are permanently removed. The Order will remain valid for a maximum period of 18 months. Advance notice of any changes to times and dates will be displayed before any rescheduled work.

SCHEDULE 1

Temporary Prohibition of Vehicles and Alternative Routes

The length of the A465 trunk road that extends from its southern junction with the road that leads to the dwellings known as Llwynderw Cottages, in Pandy, Abergavenny, to a point 10 metres south of the bus stop known as Pandy Post Office. Access will be maintained for local traffic during the closure extent.

The alternative route for northbound vehicles will start from the south of the junction that leads to the dwellings known as Llwynderw Cottages, in Pandy, Abergavenny, continue via the A465 southbound to Hardwick Gyratory to then join the A40 eastbound to Raglan Interchange, merge onto the A40 heading north and come off at Whitchurch to join the A4137 towards Hereford. Continue in a northwestern direction to the junction with the A49 towards Hereford, then on the A49/Ross Road to the traffic signal junction with Victoria Street, head southwest on Belmont Road / A465 towards Abergavenny and finally continue southbound on the A465 to Pandy.

Southbound vehicles wishing to travel towards Abergavenny, shall return from north Pandy along the A465 and complete the above route in reverse.

The above alternative routes are unsuitable for vehicles of or over 4.4 metres height due to the low rail bridge north of Llangua, located near the village of Llanvihangel Crucorney. Arrangements will be in place for such vehicles to park up at a designated location overnight until the prohibitions are lifted.
