Notice of Intended Disposal of Open Space Land
NOTICE IS HEREBY GIVEN under Section 123 (2A) of the above named Act that Wigan Borough Council intends to dispose of the land described below for the purpose of commercial use.
DESCRIPTION OF LAND a parcel of land (7.33 acres) North of Chanters Industrial Estate, Atherton, Wigan, Greater Manchester.
A plan of the site may be inspected during normal business hours at the Town Hall, Library Street, Wigan WN1 1YN by contacting the Legal Services Admin Section on 01942 827030 or by email to legalandrisk@wigan.gov.uk This notice is given in so far as the above land consists of or forms part of an open space within the meaning of the above Section.
Any objections to this intended disposal must be made in writing to the Assistant Director – Legal, Governance and Elections, Town Hall, Library Street, Wigan WN1 1YN quoting reference: RD/LS/EJ/6043335 no later than 3rd February 2026 at 4pm.
Howden Drive and Clifton Street, Wigan – Prohibition of Waiting and Loading Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Wigan Roads No.2) (Traffic Regulation Consolidation) Order 2004 (Amendment No.141) Order 2026 which will come into operation on 9th February 2026.
The effect of the Order will be to revoke no waiting at any time, on:
• Howden Drive, Wigan (Both sides) from its junction with Poolstock Lane for a distance of 30 metres in an easterly direction
The effect of the Order will be to introduce no waiting at any time, on:
• Howden Drive, Wigan (South side) from its junction with Poolstock Lane, for a distance of 15 metres in an easterly direction
• Howden Drive, Wigan (North side) from its junction with Poolstock Lane, for a distance of 30 metres in an easterly direction
• Clifton Street, Wigan (both sides) from its junction with Poolstock Lane, for a distance of 10 metres in a westerly direction
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose ofbuilding and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.
The effect of the Order will be to revoke restricted loading, Monday-Saturday, 7:30-9:30am and 4-6:30pm on:
• Howden Drive, Wigan (both sides) from its junction with Poolstock Lane for distance of 30 metres in an easterly direction
The effect of the Order will be to introduce no loading, at any time, on:
• Howden Drive, Wigan (South side) from its junction with Poolstock Lane, for a distance of 15 metres in an easterly direction
• Howden Drive, Wigan (North side) from its junction with Poolstock Lane, for a distance of 30 metres in an easterly direction
• Clifton Street, Wigan (South side) from its junction with Poolstock Lane, for a distance of 10 metres in a westerly direction

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 84(1) and (2) of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers, has made the Wigan Borough Council (School Lane and Hall Lane, Aspull) (20 MPH Speed Restriction) Order 2026 which will come into operation on 15th February 2026. The effect of the Order will be to impose a speed limit of 20 miles per hour, on the following roads:
• School Lane, Haigh from its junction with Meadow Pit Lane to its junction with New Lane.
• Hall Lane, Haigh from its junction with Leyland Mill Lane for its entire length.

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.620) Order 2026 which will come into operation on 16th February 2026.
The effect of the Order will be to introduce no waiting at any time on:
• Walthew Lane, Abram (Northeast) from a point 15 metres northwest of its junction with Moss Street to a point 15 metres southeast of its junction with Moss Street.
• Moss Street, Abram (Both sides) from its junction with Walthew Lane to a point 10 metres northeast of its junction with Walthew Lane.

Smithy Glen Drive, Billinge – Temporary Closure Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan
Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Smithy Glen Drive, Billinge) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Smithy Glen Drive, Billinge on 10th March 2026 between 9.30am and 3.30pm.
Access will be maintained for residents where possible.
The Order is necessary to allow cabling and tree cutting.
Careless Lane, Ince – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director
Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Careless Lane, Ince) (Temporary Closure) Order 2026 which will come into operation on 28th February 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Careless Lane, Ince on 28th February 2026.
The alternative route for traffic is: County Police Street – Humphrey Street.
The Order is necessary to re-build new valve chamber and hydrant chamber.
Stopford Street, Ince – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director
Infrastructure and Regulatory Services of Wigan Borough
Council in exercise of the powers conferred by Section 14
of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Stopford Street, Ince) (Temporary Closure) Order 2026 which will come into operation on 28th February 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Stopford Street, Ince on 28th February 2026.
The alternative route for traffic is: Manchester Road – Ince Green Lane – School Street.
The Order is necessary to re-build new valve chamber and hydrant chamber.
Drummers Lane, Ashton in Makerfield – Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director
Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Drummers Lane, Ashton In Makerfield) (Temporary Closure) Order 2026 which will come into operation on 23rd February 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Drummers Lane, Ashton In Makerfield, from its junction with Brocstedes Road to its junction with Soughers Lane, on 23rd February 2026 until 25th February 2026.
Please note there is no alternative route available.
The Order is necessary to allow the laying of duct.
Sandpiper Road, Wigan – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director
Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Sandpiper Road, Wigan) (Temporary Closure) Order 2026 which will come into operation on 23rd February 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Sandpiper Road, Wigan on 23rd February 2026 until 2nd March 2026.
The alternative route for traffic is: Merton Road – Kinlet Road.
The Order is necessary to allow a new electric connection.
Atherton Street, Wigan – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director
Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Atherton Street, Wigan) (Temporary Closure) Order 2026 which will come into operation on 18th February 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Atherton Street, Wigan on 18th February 2026 between the hours of 7.00pm and 10.00pm.
The alternative route for traffic is: Ormskirk Road – Norfolk Street – Victoria Street – Stanley Street.
The Order is necessary to allow replacement of frame and cover.
Downall Green Road, Bryn – Prohibition of Waiting

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.611) Order 2026 which will come into operation on 9th February 2026.
The effect of the Order will be to revoke the stopping at school entrances on:
• Downall Green Road, Bryn (North Side) from a point 17 metres east of its junction with Brocstedes Avenue for a distance of 25 metres in an easterly direction The effect of the Order will be to introduce no waiting at any time on:
• Downall Green Road, Bryn (North Side) from a point 18 metres east of its junction with Brocstedes Avenue for a distance of 25 metres in an easterly direction A copy of the Order and of the relevant map may be requested by emailing s.eccles-churton@wigan.gov.uk.
