THE COUNCIL OF THE BOROUGH OF ST HELENS

(VARIOUS ROADS) (40 MPH SPEED LIMIT) (CONSOLIDATION ORDER) (REVOCATION) ORDER 2024 (AMENDMENT No 1) ORDER 2026

NOTICE IS HEREBY GIVEN that St Helens Borough Council in exercise of its powers under Sections 1, 2, 3, 4 and 84 of the Road Traffic Regulation Act 1984 and Part IV of Schedule 9 to the 1984 Act, and all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the aforesaid Act and under the Traffic Management Act 2004 proposes to make an Order, the effect of which will be as described in the Schedules below.

Section 82(1)(a) (of the Road Traffic Regulation Act 1984 (RTRA 1984)) defines a restricted road in England and Wales as a road on which there is provided “a system of street lighting furnished by means of lamps placed not more than 200 yards apart”. Section 81 makes it an offence for a person to drive a motor vehicle at a speed of more than 30mph on a restricted road.

A copy of the Order may be requested from the council by emailing traffic@sthelens.gov.uk or by writing to the Traffic Section, 1st Floor Atlas House, 2 Corporation Street, St Helens WA9 1LD.

Any person wishing to object to the proposed changes must do so in writing to the undersigned, stating the grounds of objection, within a period of 21 days from the date of this notice.
