Blackpool Borough, Holyoake Avenue - Temporary Prohibition of Traffic, to allow for re surfacing works.
What is happening?
THE BOROUGH OF BLACKPOOL
(HOLYOAKE AVENUE) (TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2025
NOTICE IS HEREBY GIVEN that the Blackpool Borough Council intend not less than seven days from the date of this Notice, to make the above Order under Section 14(1(a)) of the Road Traffic Regulation Act 1984, and all other enabling powers to facilitate essential carriage re surfacing works. The effect of the Order will be to:
Phase 1
a. Prohibit any vehicle from entering or proceeding in a westward direction along the length of Holyoake Avenue between its junction with Maxwell Grove and its easterly junction with the western to Aldi Car Park whilst resurfacing works are carried out to the northern side of Holyoake Avenue.
b. Prohibit any vehicle from turning right onto Holyoake Avenue from its junction with Maxwell Grove.
c. Prohibit any vehicle from turning left or right onto Holyoake Avenue from its junction with Maurice Grove.
d. Prohibit any vehicle from turning left onto Holyoake Avenue from its junction with Hughes Grove.
e. Prohibit any vehicle from turning left onto Holyoake Avenue from its junction with road servicing Fox Industrial Estate.
f. Prohibit any vehicle from turning left onto Holyoake Avenue from the western junction of the car park leading to Aldi.
g. Prohibit any vehicle from turning left from Holyoake Avenue onto Maurice Grove at its junction with Maurice Grove.
h. Prohibit any vehicle at any time from waiting, loading or unloading along the length of Holyoake Avenue from its junction with Maxwell Grove to its easterly junction of the western entrance to Aldi Park.
Phase 2
a. Prohibit any vehicle from entering or proceeding in a westward direction along the length of Holyoake Avenue between its junction with Maxwell Grove and its easterly junction with the western to Aldi Car Park whilst resurfacing works are carried out to the southern side of Holyoake Avenue.
b. Prohibit any vehicle from turning right onto Holyoake Avenue from its junction with Maxwell Grove.
c. Prohibit any vehicle from turning right onto Holyoake Avenue from its junction with Maurice Grove.
d. Prohibit any vehicle from turning left or right onto Holyoake Avenue from its junction with Hughes Grove.
e. Prohibit any vehicle from turning left or right onto Holyoake Avenue from its junction with road servicing Fox Industrial Estate.
f. Prohibit any vehicle from turning left or right onto Holyoake Avenue from the western junction of the car park leading to Aldi.
g. Prohibit any vehicle from turning right from Holyoake Avenue onto Hughes Grove at its junction with Hughes Grove.
h. Prohibit any vehicle at any time from waiting, loading or unloading along the length of Holyoake Avenue from its junction with Maxwell Grove to its easterly junction of the western entrance to Aldi Park.
Phase 3
a. Prohibit any vehicle from entering or proceeding in any direction along the length of Holyoake Avenue between its junction with with the easterly side of the junction with Fox Industrial Estate to the easterly point of Holyoake Avenue.
b. Prohibit any vehicle from turning right onto Holyoake Avenue from its junction with the road which serves Fox Industrial Estate.
c. Prohibit any vehicle from turning left or right onto Holyoake Avenue from its junction with Ludlow Grove.
d. Prohibit any vehicle from turning left or right onto Holyoake Avenue from its junction with Maurice Grove.
e. Prohibit any vehicle at any time from waiting, loading or unloading along the length of Holyoake Avenue between its junction with the easterly side of the junction with the road which serves Fox Industrial Estate to the easterly point of Holyoake Avenue.
Note: At all times whilst the restriction is in place, access to all car parks and the industrial estate shall be maintained.
Vehicular access to premises shall be maintained wherever possible. Pedestrian access to premises shall be maintained at all times.
The proposed Order will commence on 09 February 2026 and continue in force for eighteen months or until the sooner completion of the aforesaid works. It is expected that the works will take 12 days. DATED this 22nd day of January 2026
