What is happening?

PROPOSED WAITING RESTRICTIONS, VARIOUS ROADS


1. Notice is hereby given that Portsmouth City Council proposes to make the following Order under the Road Traffic Regulation Act 1984: The Portsmouth City Council (Various Roads) (Waiting Restrictions) (No. 1) Order 2026.
2. The effect of the Order would be:
a) To introduce "No waiting at any time" (double yellow lines) restrictions on the following roads:
Phoenix Square — north side, from 5 metres west of the eastern closed end westwards for 5 metres;
Templeton Close — west side from the southern end of the layby to the circular "spur" (adjacent to No 34), and on the whole outer side of the circular "spur" serving Nos 1-34;
Hilsea Crescent — south-east side from 10 metres south-west to 10 metres north-east of its junction with North Avenue;
North Avenue — both sides from its junction with Horsea Road westwards for 10 metres;
Horsea Road — north-west side from 10 metres south-west to 10 metres north-east of its junction with North Avenue;
Melrose Close "spine" — west side, from the current "no waiting at any time" restriction 17 metres north of Dunbar Road northwards to the northern closed end;
Melrose Close "spur" — west and north side from the boundary of Nos 14/15 to the boundary of Nos 17/18 (at access to garage block);
Blake Road — north side from the current "no waiting at any time" restriction 5 metres east of Farlington Avenue eastwards for 5 metres;
Sandringham Road — north side from the boundary of Nos 55/57 eastwards to its closed end, south side from the boundary of Nos 44/46 eastwards to its closed end, eastern closed end for its entire length;
Merthyr Avenue — both sides from the northern closed end southwards for 12 metres, northern closed end for its entire length;
Aberdare Avenue — west side from the northern closed end southwards for 10 metres, east side from the northern closed end southwards for 15 metres, northern closed end for its entire length;
Brecon Avenue — both sides from the northern closed end southwards for 10 metres, northern closed end for its entire length;
Carmarthen Avenue — both sides from the northern closed end southwards for 10 metres, northern closed end for its entire length;
Matapan Road — from 10 metres north-west to 10 metres south-east of its junction with Iachino Avenue;
Eastern Road (service road) — north-west side from its junction with Stride Avenue north-eastwards for 10 metres;
Eastern Avenue (north-west to south-east section) — both sides from 10 metres north-west of its crossroads junction with Eastern Avenue (north-east to south-west section to 10 metres south-east of that junction;
Eastern Avenue (north-east to south-west section) — both sides from the boundary of Nos 12/14 south-westwards to its south-western closed end, and from the boundary of Nos 11/13 north-eastwards to its north-eastern closed end;
Kirpal Road — south side from its eastern junction with Wells Close to its western junction with Wells Close;
Wells Close — east side from its westernmost junction with Kirpal Road southwards for 12 metres, west side from its easternmost junction with Kirpal Road southwards for 12 metres;
Third Avenue — both sides from a point 3 metres north of the boundary of Nos 18 and 20 southwards for 6.5 metres (i.e. both sides of the turning head);
Lime Grove — for 5 metres in front of no 61, on the access road to garages between Nos 61 and 63 - both sides for 10 metres southwards, on the access road to garages between Nos 73 and 75 - both sides for 10 metres southwards, on theaccess road to garages between Nos 95 and 97 - both sides for 10 metres southwards;
Watermead Road — east side to make a continuous "no waiting at any time" restriction between Old Farm Way and the layby outside Nos 1-9 (odds);
Pangbourne Avenue — both sides from the boundary of Nos 15/17 eastwards to the eastern closed end (i.e. the entire turning head);
Penrhyn Avenue — south side, from its western kerbline westwards for 10 metres, west side from its southern kerbline southwards for 10 metres (i.e. the corner outside No 11).
b) To remove part of the "No waiting at any time" restriction on the following road:
Hayling Avenue — North side: reduce the existing ‘No Waiting at Any Time’ restriction outside Nos 91-97 from 40 metres to 26 metres by removing approximately 5 metres at the western end (outside No 89), and 9 metres at the eastern end (outside No.97)

4. Persons wishing to object to or make other representations with regard to these proposals must do so in writing, stating the grounds on which they are made. Representations must be sent to

or by post to TRO team, Portsmouth City Council, Civic Offices, Portsmouth PO1 2NE, quoting ref P041-25 within 21 days of the date of this Notice (i.e. by 6 February 2026) stating the grounds for the objection.
