What is happening?

(SPRING LANE, COLNE, PENDLE BOROUGH)
(TEMPORARY PROHIBITION OF PEDESTRAINS) ORDER 2025
NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.
1. No person shall cause any pedestrian to proceed over that length of footway of Spring Lane, Colne the entire length of The Exchange.
2. Nothing in this order shall apply to persons engaged in the carrying out of the works.
3. The prohibition will be operative from 0800 hours on Monday 5th January 2026 until 1600 hours on Friday 17th April 2026 or until completion of the works within this period.
4. A diversion for affected pedestrians will be locally signed where appropriate and applicable.
The temporary prohibition is necessary to allow the renovation of The Exchange building to be carried out.
