Bishopscote Road - Experimental Order

What is happening?

THE BOROUGH OF LUTON
(BISHOPSCOTE ROAD)
(EXPERIMENTAL) ORDER 2025

NOTICE is hereby given that on 29th December 2025 Luton Borough Council, the Highway Authority for the said Borough, made the above Order under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended). The Order will come into force on 12th January 2026 and will be in force for an experimental period of up to 18 months.

The effect of the Order will be to introduce on an experimental basis the following provisions:-

Bishopscote Road
a. On the even numbered side of the road centred on the new entrance to Denbigh Primary School a 31.4 metres length of School Keep Clear markings in operation Monday to Friday 8am to 4:30pm.
b. On the odd numbered side of the road opposite the School Keep Clear markings a 31.4 metres length of No Waiting at Any Time restriction.
Cross roads twin roundabouts junction of Bishopscote Road / Bristol Road / St Margarets Avenue
c. Bristol Road a No Waiting at Any Time restriction on the even numbered side of the road from its junction with Bishopscote Road for a distance of approximately 17.5 metres.
d. Bristol Road a No Waiting at Any Time restriction on the odd numbered side of the road from its junction with Bishopscote Road for a distance of approximately 27 metres.
e. St Margarets Road a No Waiting at Any Time restriction on the even numbered side of the road from its junction with Bishopscote Road for a distance of approximately 28.5 metres.
f. St Margarets Road a No Waiting at Any Time restriction on the odd numbered side of the road from its junction with Bishopscote Road for a distance of approximately 18.5 metres.
g. Bishopscote Road a No Waiting at Any Time restriction from a point outside property No.115 in a northerly direction for an approximate distance of 30 metres.
h. Bishopscote Road a No Waiting at Any Time restriction from a point opposite property No.115 (old Co-Op site) in a northerly direction for an approximate distance of 19 metres.
i. Bishopscote Road a No Waiting at Any Time restriction from a point outside property No.131 in a southerly direction for an approximate distance of 18 metres.
j. Bishopscote Road a No Waiting at Any Time restriction from a point outside boundary line of property No’s 138/140 in a southerly direction for an approximate distance of 30 metres.

The scheme is being introduced on an experimental basis to prevent obstructive and inconsiderate parking, thereby resolve existing parking issues, maintain the safe passage of highway users, increase pedestrian access, safeguard visibility splays and ensure unhindered traffic flow to and from the new temporary site for Denbigh Primary School.

The Council will consider in due course after assessment whether the Order should continue in force indefinitely by means of a permanent Order made under sections 1 and 124 of the Road Traffic Regulation Act 1984. If you wish to object to the making of a permanent Order you should send the grounds of your objection in writing to the undersigned by 12th July 2025 (quoting reference EXP/P2267) or, if the Order is subsequently varied by another Order made under section 9 or modified pursuant to section 10(2) of the 1984 Act, within six months from the coming into operation of that variation or modification (whichever is the latest).
