THE BOROUGH OF LUTON (PROHIBITION AND RESTRICTION OF WAITING AND LOADING) (CONSOLIDATION) (AMENDMENT NO.138) ORDER 2025. THE BOROUGH OF LUTON (STREET PARKING PLACES) (CONSOLIDATION) (AMENDMENT NO.104) ORDER 2025. THE BOROUGH OF LUTON (TRAFFIC MANAGEMENT) (AMENDMENT NO.41) ORDER 2025. THE BOROUGH OF LUTON PARKING PLACES (CAR CLUBS) (AMENDMENT NO.5) ORDER 2025

NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, on 29th December 2025 made the above Orders under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).

The Orders will come into effect on 12th January 2026. The Orders will:
1. Introduce various lengths of No Waiting at Any Time restrictions on Bishopscote Road, Buckingham Drive, Filmer Road, Grampian Way, Handcross Road, Hayling Drive, Mansfield Road, Mendip Way, Newark Road, Polegate, Roman Road, Swasedale Road, Watermead Road, Wigmore Lane, Woodbridge Close.
2. Introduce a length of No Waiting Monday to Friday 8am to 4:30pm waiting restriction on Tennyson Road on the opposite side of property No.117 and Oakwood Primary School.
3. Introduce a 7.5 tonne lorry restriction except for access on Tennyson Road.
4. Revoke the current parking and waiting restrictions on both sides of Venetia Road the length from its junction with Hitchin Road to a point outside of the boundary between No’s 4/6 Venetia Road.
5. Introduce various lengths of No Waiting at Any Time restriction on Venetia Road along with a length of loading bay maximum stay 30 minutes with No return within 1 hour, and a limited waiting parking bay in operation Monday to Saturday 8am to 6pm maximum stay 1 hour with No return within 1 hour.
6. Introduce a car club only electric parking bay on Inkerman Street.
7. Revoke and remove the various lengths of Monday to Saturday 8am to 6pm waiting restrictions on Hewlett Road and Mount Pleasant Road and introduce Monday to Saturday 8am to 8pm waiting restrictions in their place.
8. Revoke and remove the current lengths of No Waiting Monday to Friday 10am to 11am and No Waiting Monday to Friday 3pm to 4pm restrictions on Bradley Road and introduce No Waiting Monday to Friday 10am to 12pm and Monday to Friday 2pm to 4pm restrictions in their place.
9. Revoke and remove a length of taxi bay from Spittlesea Road to facilitate use of the tactile crossing point on site and introduce the adjacent red route controls in its place.
10. Revoke and remove a length of parking bay from outside No.26 Kenilworth Road and from outside No.3A Wingate Road to facilitate off-street parking and introduce No Waiting at Any Time restriction in their place.
11. Revoke and remove various lengths of No Waiting at Any Time restriction from the junction of St Augustine Avenue and St Lawrence Avenue.
12. Revoke and remove the Monday to Saturday 9am to 5pm times of operation of the shared use parking bay on Kelvin Close and introduce the new times of operation as Monday to Saturday 8am to 6pm in their place.
13. Correct an anomaly between on-street restrictions and the map-based plans for Chapel Street, High Ridge and Hitchin Road with no change to markings and signage on-street.

Any person wishing to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the powers contained in the above Act or any requirement of that Act or any regulation made under it has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, apply to the High Court for this purpose.
